Present:
City Council - Wanda Doyle, Jan Fox, Bill Garbett
City Manager Diane Schleicher, Chief Bryson TIPD, William Moseley TIPD, Chief
Sasser TIFD, City Attorney's Bubba Hughes, Tommy Branch,

1 - Public Safety Building
A. Review proposed design/engineering contract:
Bubba Hughes Review of Contract Section Exhibit A- A 1 .1
1 .3 Cost of Architect fees
The project should have one person representing the City so the Project Manger
and Contractor will know who to communicate with.
Wanda Doyle - The Project Manger will communicate between the City
Representative and the General Contractor, one person in charge. It should be
clearly stated who the City Representative is. And the Project Manager is.
Jan Fox- It was agreed to at the last Council meeting the City Manger would
be the Project Manger and Chief Bryson the Green Line representative.
Jan Fox- I understand the budgeted cost to be 2.8 Million Dollars for the
Construction Cost and 3.2 Million Dollars for the total project cost. (Demolition of
existing Buildings)
Chief Bryson - In talking with Green Line Architects, 2.8 Million Dollars should be
plenty of money for this project.
Tommy Branch - Set up minimum qualifications to accept pre-qualified bidders
Bubba Hughes - Qualified bidders must meet construction requirements and the
selection process must meet Constitution Requirements.
Wanda Doyle - How does the RFP get out to the Contractors?
Bubba Hughes - Web-site, Contractor Publications, Newspapers etc
Jan Fox- What about reference not checking out?
Bill Garbett- Do we have to accept the low bidder?
Bubba Hughes - No, the most responsible
Wanda Doyle - Is the Fire Bay the correct size?
Chief Sasser - No, the contract states 420 square feet it should be 520 square
feet and double doors would be preferred.
Wanda Doyle - Is everyone satisfied with the contract?
Diane Schleicher- Who provides a correct survey?
Tommy Branch - City
Chief Bryson - We may need to move court to the City Hall Auditorium when
construction begins. The small building adjacent to the Police Department may
be demolished in the early stage and Police Department personnel will use the
courtroom for office space.
Jan Fox- I make a motion to send the contract to Council for approval with one
change , the Fire Bay be increased from 420 square feet to 520 square feet.
Bill Garbett- Second
Wanda Doyle - Yes

B. Discuss proposed addendum to contract with fees associated with
construction management at risk model.
Bill Garbett- I make a motion that Construction Management at Risk Model with
the $7,000.00 addendum fee for Green Line Architect's fees are sent to Council
for approval.
