The City Council of the City of Lynwood met in a raga=
lar session in the City Hall, 1`1330 Bullis Road, on
above date at 7:30 p.m.
Mayor Morris in the chair.
Councilmen Byork, Green, Higgins, Rowe, and Morris
~,„, answered the roll call.
Also present were City Attorney Murphy and City Mana=
gar Valliere.
It was moved by Councilman Rowe, seconded by Council=
man Higgins, and carried, that minutes of adjourned
regular meeting of April 17, 1979 and regular
meeting of April 17, 1979 be approved as written.
PROCLAMATION
Trie Mayon read a proclamation designating the week of Proclamation
May 13 - 19, 1979 as "MUNICIPAL CLERK'S WEEK," It Municipal Clerk°s
was moved by Councilman Higgins, seconded by Council- Week
man Rowe, and carried, that the proclamation be
authorized.
The Mayor read a proclamation designating the month M.ay proclaimed
of May, 1979 as "ANTI-LITTER MONTHo" It was moved by Anti-Litter
Councilmgn Byork, seconded by Councilman Higgins Month

and carr~.ed, that the proclamation be authorized.
Mrs. Lee Waraniu.s, Chairman of the Anti-L~.tter Walk for Litter
Committee, urged all individuals acid groups within 1May lg, 197g
,.-. the community to participate in a "Walk far Litter"
on May l~, 1979• Councilman Byork commended Mrs.
Waranius for her many years of service as chairman of
the Anti-Litter Committee.
Council designated the month of May, 1979 as i'Correct May' designated
Posture Month." It was moved by Councilman Hi~°gins, .Correct Posture
seconded by Councilman Byork, and carried9 that the Month
proclamation be authorized.
The Mayor read a proclamation designating the week of Proclamation
May 6 _ 12, 1979 as "Hire a Veteran Week." It was Hire a Veteran
moved by Councilman Higgins, seconded by Councilman Week
Byork, and carried, that the proclamation be authorized.
The Mayor read a. Commendation for Sgt . Rodney Lyons of" Sgt, Lyons
the Lynwood Sheriff's Station. Sgt. Lyons was commended receives
for his heroic action during a recent fire. Commendation,

It was moved by Councilman Byork, seconded by Councilz
man Roble, and carried, that appl~.cation for exemption
from l~,cense fees be approved. Councilman Green ob=
~ected to approval of application from Lynwood Fire
Fighters Association on the grounds that it is a ion=
flict o~° interest. Councilman Higgins objected to
approva,~ of application from Lynwood Assembly of God
Church on the grounds that the proposed site of firea
works stand at 1~g84i Santa Fe is in a residential zone.
MANAGEMENT STUDIES
Contract The Cit~T Manager reported that the Contract Cities
Cities Association has proposed a legal action to force the
Assn. re county to accept ~°inancial responsibility for emer~
emerg. gency ambulance services. The City Manager recommended
ambulance that Lynwood loin in the action as a co~plaintiff and
serv. share costs of the action. It was moved by Councilman

The City Manager explained that the effect of the
amendment will be to restore police powers to the

by councilman Higgins, seconded by Councilman Green,
and carried, that the ordinance be read by title
only.

FINANCIAL, REPORT

Councilman Byork, seconded by Councilman Higgins, and
carried, that Resolution No. 7925 be adopted.
Councilman Rowe asked for an explanation of a check for
$175.00 which appeared on the warrant register. 'The
City Manager explained that the $175.00 was for ne~
imbursement of monies advanced for membership and regio
tration fees. Councilman Rowe stated that employees
must go through channels in the future.

The City Attorney requested that Council designate a G. Goedhart
small claims representative for the City. It was Sma11 Claims
moved by Councilman Byork, seconded by Councilman Representative.
Higgins, and carried, that Gerard Goedhart be desig~=
nated as Small Claims Representative. Council d~s~
cussed three claims pending for recovery of cost of
preparing candidates statements in the 1978 General
Municipal Election. It was moved by Councilman Green,

PUBLhC BUSINESS FROM THE FLOOR
K. Whitely Mrs. Kamille Whitely, 1153 Virginia Avenue addressed

B. Downs Mr. Bob Downs, 390 Carlin Avenue, addressed the

'78/79 budget is valid for the 1979=80 budget. The City
budget, Manager advised that the figure should be adjusted day

preclude imposition of fines. In response to Mr.
Downs inquiry about removal of trash bins, the City
Manager stated that this program is not included in
the C=V Disposal contract.
