'1'q'79 The City Co~.nci1 of the City of Lynwood met in an ad- ~ourned regµlar seesion in the City Hall, 1133Q Bullis Road, on above date at 7 p.m. Mayor Morris in the cY~air. Councilmen Byork, Rowe, and Norris answered the roll call. Councilmen Green and Higgins were absent. It was moved by Councilman Byork, seconded and carried, that Councilmen Qreen's and T~igginsr absences be e~eused. Also present were City Attorney Murphy and City Mana- ger Vallier~. The City Manager presented proposed budget for~1979- 19$0 fiscal year. The City Manager requested authorization to terminate contract with BMC Landscaping, by mutual consent effective June 1, 1979. ' The City Manager requested Council to authorize execu- tion of contract with L4n~iee~p~ West, effective June 15, 1979, for (1) landscape maintenance for the parks, medians, anc~ well sites within the City, at a cost of $6,100 per month, and (2) for custodial services of City park r~strooms, at a cost of $4,60p per year. ' In response to Councilman Byork's inquiry regarding lack of mai tenance of the pool at Bateman Hall, the Mayor state that Southeast Mosquito Abatement Aistrict has sprayed the mosquito larvae. It was moved by Councilman Byork, seconded by Council- man Rowe, tat Council authorize execution of contract with Landscape West, effective June 15, 1979. Roll Call: Ayes: Councilmen Byork, Rowe, Morris. Noes: None. Absent: Councilmen Green, Higgins. BMC Landscaping contract terminated Landscape West contract authorized The City Manager recommended that Council reduce buss- Palmistry, dancing ness license fees for (1) palmistry, from $2,800 to fees reduction $1,000 per year, and (~) dancing, from $500 tp $25p $er recommended year. Council discussed the problem of excessive noise from Apartment A Apartment A. I The City Manager stated that the City will end fiscal year 1878-79 with a reserve of $150, 000. He ~.dded that emphasis will be on human services through recreation, fire pro- tection and capital improvement programs in the coming fiscal year. Staff will ask for six new positions for security guards. City Equipment Rental Rates 1979-8n. The City Council concurred in management recommendations relative to formula for determining equipment rental rates. $150,000 reserve 1978-79 FY `~ ~ 1~ .;_~ General Fund 197.9-80. The Mayor recommended that position of Public Works Director be filled in view of changes that are taking place in resi- dential and commercial areas of the community. The Mayor and City Manager commended Recreation Director Don Snavely Don Snavely for doing an excellent job for the past two commended. years on a limited budget. Mr. George Martini, Parks ar~d Recreation Commission, G.Martini addressed Council to recommend that the City consider re apprentice sponsoring a mechanics apprentice program. ~Ir. Jewel program. Lawing, Garage Superintendent, advised that the Municipal Equipment Mechanics Association has initiated such a program. Account No. 2-201 Water Production and Distribut3~on. The City Manager advised that water sales have increased 10~. Council discussed capital improvements planned for fiscal year 1979-80. Council concurred in recommenda- tions relative to operation items. The City Manager recommended Council consider the purchase CM recommends of two tanks for storage of diesel and unleaded gasoline storage tanks at the City Yard. Mr. Jewel Lawing, Garage Superinten- City Yard dent, recommended that the tanks have a capacity of from 5,000 to 10,000 gallons.
