Councilmen Byork, Green, Higgins, Rowe, and Morris answered the roll call. Also present were City Attorney Murphy and City Manager Valliere. Q~ief The following were present to commend retiring Fire Chief Johnson Keith Johnson for outstanding service to the City of Lynwood: crn'menaed Miss Ruth Duns, Assistant to Congressman Charles Wilson; Mrs. Martine Shaw, representing Supervisor Kenneth Hahn; and Mrs. Lucille Kanka, representing Assemblyman Frank Viceneia. Mayor Morris presented a certificate of appreciation to Chief Johnson. The Mayor introduced Mr. Boris Sztorch, newly appointed Planning Director. It was moved by Councilman Higgins, seconded by Councilman Rowe, and carried, that minutes of adjourned regular meeting, May 29, 1979, $d,journed regular meeting, June 5, 1979, and regular meeting, June 5, 1979, be approved as written. ORD2NANCES Ord. 1070 ORDINANCE No. 1070 entitled: "AN ORDINANCE OF THE CITY COUNCIL ~ gam. OF THE CITY OF LYNWOOD AMENDING SECTION 17-57 OF THE CODE OF License fees THE CITY OF LYNWOOD RELATING TO BUSINESS LICENSE FEES." was presented. It was moved by Councilman Byork, seconded and carried, that Ordinance No. 1070 be read by title only and adopted. CITY CLERK'S AGENDA Request - Request from D~.y and Night Yellow Cab Company, 2260 South Day and Atlantic Avenue, Commerce, for permit to license five taxi- Night Cab cabs in the City of Lynwood was presented. It was moved by presented. Councilman Green, seconded and carried, that a Public Hearing on application of Day and Night Yellow Cab Company be set for July 3, 1979• Mr. Richard Perrin, President of Day and Night Yellow Cab Company, discussed proposed cab fares with Council as follows: $1.60 flag drop first 1/7 mile, .20~ each additional 1/7 mile, $12.00 waiting time per hour and tra#'fic delays. MANAGEMENT STUDIES Res. 79-36- The City Manager reported that funds for Bicycle and Pedes- Bicycle and trian Facilities are available under Article Three of the Pedestrian Transportation Development Act, and presented ~tesolution No. Facilities 79-36 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE APPLICATION FOR PEDESTRIAN FUNDS AUTHORIZED UNDER SB $21 .'! Councilmen Byork, Green, Higgins, Rowe, and Morris answered the roll call. Also present was City Manager Valliere. Council discussed animal control proposals submitted by Los Angeles County Animal Control Authority. Mrs. Betty Denny Smith, Director, was present to explain the three plans available to the City: Plan 1, $39,000 per year; Plan 2, $46,696 per year; and Plan 3, $1,066 per year. RESOLUTION N0. 79-39 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADOPTING THE REVISED ANNUAL BUDGET FOR FISCAL YEAR, 1978-79." was presented. The City Manager reported on the need for a Special Contingency Fund to provide for unexpected expenses such as court litigation, cash flow problems, accrued vacation and sick leave benefits and unforeseen community disaster and emergencies and presented RESOLUTION No. 79-40 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ESTABLISHING A SPECIAL CONTINGENCY FUND." It was moved by Councilman Higgins seconded by Council- man Green, that Resolution No. 79-~40 be adopted. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Rowe, Morris. Noes: None. Absent: None. A recess was called at $:15 p.m. Following the recess, Council adjourned to executive session for discussion of personnel matters. Following the executive session, the meeting was reconvened. The City Manager presented Memorandum of Understanding be- tween the City of Lynwood and the Municipal Employees Association and RESOLUTION No. 79-44 entitled: A RESO- LUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMEND- ING THE MEMORANDUM OF UNDERSTANDING WITH THE LYNWOOD MUNICIPAL EMPLOYEES ASSOCIATION." It was moved by Councilman Byork, seconded by Councilman Higgins, and carried, that Council adopt Resolution No. 79-44. The City Manager presented Memorandum of Understanding betweeen the City of Lynwood and the Lynwood Fire Fighters Association and RESOLUTION No. 79-45 entitled: "A RESO- LUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING THE MEMORANDUM OF UNDERSTANDING WITH THE LYNWOOD FIRE FIGHTb~RS ASSOCIATION."
