REGULAR MEETING JULY 3, 1979
The City Council of the Gity of Lynwood met in a regu-
lar session in the City Hall, 11330 Bullis Road, on
above date at 7:40 p.m.

Councilmen Byork, Green, Higgins, Rowe, and Morris
answered the roll c~.ll.
Also present were Assistant City Attorney McEwen acid
City Manager Valliere.
It was moved by Councilman Higgins, seconded by Council-
man Green, and carried that minutes of adjourned
regular meeting of June 14, 1979, and adjourned regu-
lar meeting of June 19, 1979, regular meeting of June
19, 1979, and adjourned regular meeting of June 25, 197q,
be approved as written.
ORDINANCES
Int. Ord.1055 The City Manager reported that Interim ORDINANCE No. 1055
extended g0 prohibiting certain uses in the R-3 Multiple Family
days Zones has expired. It was moved by Councilman Higgins,
seconded by Councilman Green, and carried, that the
moratorium be extended for g0 days.

PUBLIC HEARINGS
Day & Night The Mayor announced that the time had arrived for public
Yellow Cab hearing on application of Day and Night Yellow Cab

speak in favor of the application.
R. Perrin, Mr. Richard Perrin, owner of Day and Night Yellow Cab

Mr. Dave M. Richman, City Treasurer, request clarifi-
cation of the application and recommended that the
possibility of a franchise for taxicab service in
this City be investigated.
It was moved by Councilman Higgins, seconded by Coun-
cilman Green, that application of Day and Night Yellow
Cab Company be approved.

The Mayor announced that the time had arrived for Public Hearing

that the area had been posted. The Mayor inquired if
anyone present wished to speak in favor of the pro-
posed vacation.
In response to Councilman Byork's inquiry about in-
gress and egress, Fipe Chief Lathrope stated that
there is access to the property in the event of a
fire. It was moved by Councilman Higgins, seconded by
Councilman Byork, that Council approve proposed vaca-
tion of 107th Place.

RESOLUTION N0. 79-47 entitled: "A RESOLUTION OF THE

The Mayor announced that the time had arrived for
public hearing to ascertain whether nuisances are
being maintained on property commonly known as 3264
Fernwood Avenue. The City Manager presented a report
reviewing the action taken by the Building Department
in attempting to have removed from the subject
premises an overgrowth of dry, combustible weeds. The
Mayor inquired if anyone present wished to speak in
favor of the proposed abatement.
Fire Chief Ronald Lathrope, having been sworn, identi-
fied the property and called attention to photographs
on display stating that with the exception of the
house having been boarded up within the last two weeks
by the State of California, the photographs accurate-
ly describe and depict the condition of the premises
and in his professional opinion, they constitute a
nuisance within the meaning of the Lynwood City Code.
The photographs of property at 3264 Fernwood Avenue,
were made a part of the record and marked Exhibit A.
The Mayor inquired if anyone else wished to speak in
favor of the proposed abatement.
Mr. Robert Downs, 3920 Carlin Avenue, stated that he

Reverend Monroe and Pastor Jordan, Center for Faith Council advises
Missionary Baptist Church, addressed Council to state Arden Theatre not
that they were in the process of purchasing the Arden zoned for Church
Theatre for use as a church. Council advised Reverend
Monroe and Pastor Jordan that a church would be a
non-permitted use within the C-2 Zoneo
The Mayor inquired if anyone else wished to speak in
opposition to the proposed abatement. As there way no

Councilman Rowe inquired about the status of proposed Coun. Rowe re

It was moved by Councilman Green, seconded by Council-
man Byork, that Council reduce readiness to serve charge
to $1.00 per month. After discussion regarding the
affect of reducing the readiness to serve charge,
Councilman Green witY~drew his motion, and Councilman
Byork withdrew his second. Councilman Green requested
a report with respect to water charges.
