REGULAR MEETING JULY' 17 1979
The City Council of the City of Lynwood met in a
regular session in the City Hall, 11330 Bullis
Road, on above date at 7x30 p.m.
Mayor Mor°ris in the chair.
Councilmen Byork, Green, Higgins, Rowe, and Morris
answered the roll call.
Also present were City Attorney Murphy and City Mana-
ger Valliere.
It was moved by Councilman Higgins, seconded by
Councilman Byork, and carried, that minutes of
adjourned regular meeting of July 3, 197 and
regular meeting of July 3, 1979, be approved as
written.
ORDINANCES
Ord. 1072 ORDINANCE N0. 1072 entitled: "AN ORDINANCE OF THE
sewer serv. CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING SECTION
charges 32-2 OF THE LYNWOOD CITY CODE RELATING TO SEWER

Councilman Byork, seconded by Councilman Green, and
carried, that the Ordinance be read by title only.
It was moved by Councilman Byork, seconded by Council-
man Green, that Ordinance No. 1072 be adopted.

was moved by Councilman Byork, seconded "by Councilman
Rowe, and carried, that the Ordinance be read by
title only.
It was moved by Councilman Higgins, seconded by
Councilman Rowe, that the Ordinance be introduced.

PUBLIC HEARINGS
Weed Abate. The Mayor announced that the time had arrived for
Pub. Hear'g. public hearing on abatement of weeds on certain
parcels of land within the City for the 197$T79
fiscal year. The City Manager presented his report
and informed Council that notice of public hearing
had been posted and also mailed to the affected
property owners. The Mayor inquired if there was
anyone present who wished to be heard. There being
no one, for or against, Councilman Higgins moved to
close the hearing.

sented.
RESOLUTION N0. 79-56 entitled: "~ RESOLUTION PASSING
UPON 0$JECTIONS AND DIRECTING THE SUPERINTENDENT OF
STREETS TO ABATE THE NUISANCE OF DRY AND DRYING
WEEDS THAT EXIST ON CERTAIN PARCELS OF LAND IN THE
CITY OF LYNWOOD." was presented.
It was moved by Councilman Green, seconded by Council-
man Byork, that Resolutions No. 79-55 and 79-56 be
adopted.

IKANAGEI`~ENT STUDIES
The City Manager reported that Mr. Ken Rose, DBA
Certified Caterers, Inc., 5442 East Century Boulevard,
has requested approval to rerent the front portion
of Lot G, of the Slauson Tract specifically known
as 5454 East Century Boulevard, for the purpose of
parking catering trucks. It was. moved by Gouncilman
Higgins, seconded by Councilman Byork, and carried,
that Council concur.
The City Manager reported that the expiration of
"'~" lease agreements the City has with the Ford Motor
Credit Company on four vehicles (two Ford F-150
vans and two Ford F-350 light dump trucks) now sub-
leased to the Lynwood Services Corporationp will be
due in August, Councilman Green inquired why
Lynwood, Services Corporation did not lease their own
vehicles. City Manager expla~.~ed that under the CETA
program no assets or property are allowed. It was
moved by Councilman Byork, seconded by Councilman
Rowe, that Council authorize City to purchase the
vehicles under the open-end lease option, thus mak~.ng
a savings of more than $10,000 over another year's
lease.

Abstaino Councilman Higgins.
The City Manager asked Council to authorize the Fire
Chief and Garage Superintendent to seek out and find,
bid for at auction, buy, or negotiate far the purchase
of a suitable fire pumper, not to exceed $57,000.
It was moved by Councilman Higgins, seconded by
Councilman Byork, and carried, that reserve pumper

The City Manager stated that at this time the City
has $10,903 of unallocated Housing and Community
Development Act funds and requested Council to allo-
cate this money to the program of Code Enforcement
27-7$C-15$. It was moved by Councilman Byork,
seconded by Councilman Green, that Council concur
with the recommendation.

Cpt Kirtley Captain Kirtley, Sheriff's Department stated that

PUBLIC BUSINESS FROM THE FLOOR
William Horn, 3528 Agnes, addressed Council regarding
the tire pile., The Mayor commented that the City is
hoping' to use grant money from fhe State to make
?""" disposition of the fire pile in the near future.
William Cunningham, 10$28 Cornish, addressed Council
and asked for an apology or explanation. as to why
one of the Councilmen was not invited to Governor
Brown's office recently regarding the I-105 Freeway
meeting. Councilman Byork asked for the subject to
be dropped.
Dave Richman, City Treasurer, addressed Council to
complain about loud parties in the City that were
driving residents to move elsewhere, he suggested a
decibel meter be purchased by the City in the near
future. The Mayor asked the City Manager to inquire
into this possibility.
The meeting was adjourned to August 7, 1979 at 7 p.m.
