mhe City Council of the City of Lynwood met in a regu-
lar session in the City Hall, 11330 Bullis Road, on
above date at 8 p.m.
PRayor Morris in the chair.
Councilmen Byork, Higgins, Rowe, a.nd Morris answered
the roll call. Councilman Green was absent.
Also x~resent were City Attorney T?urphy and City r~ana-
ger Valliere.
It was moved by Councilman Byork, seconded by Council-
man Higgins, and carried, that Councilman Green's
absence be excused.
Newly-appointed Assistant Fire Chief Fred Ripley was
introduced.
It was moved by Councilman Rowe, seconded by Councilman
Higgins, and carried, that minutes of adjourned regu-
lar meeting of July 17, 1979; regular meeting of July 17
1979; and special meeting of Julv ?_7, 197Q be approved
as written.
PROCLAMATION
Council proclaimed the week of September 3-9, 1979 as
"UNION LABEL WEEK."
Mr. Alphonso P~tarquez, Los Angeles County Flood Control
District, was present to discuss proposed benefit
assessment system which the Board of Supervisors may
implement after Public Hearing on Au~:ust Q, 1979.
Council was requested to adopt a. resolution of sux~port.
P~r~ Tnarauez explained that the budget of the Flood
Control District was reduced from 48 million to
13.6 million as a result of the passage of proposition
13 and that the benefit asssessment is needed to main-
tain the Flood Control system. A typical residential
lot of 9,600 square feet would be assessed at about
X5.25 per year. _T_f approved by the Roard of Super-
visors, the assessment will be levied for a period of
one year, after which it must be placed on the ballot.
It znras the consensus that Council is in favor of main-
tanng the Flood Control District but that Council has
concerns about the appropriateness of the X5.25 assess-
ment. With respect to the resolution of support, the
following language was added: Page 1, line 26, "but
said Cit,v Council lacked sufficient data from which to
determine the appropriateness of the amount of the
proposed special assessment;" Pale 2, line 2, "for the
concept of the proposed 20 million assessment, but
urges the Board of Supervisors to use discretion to
levy the lowest possible assessment consistent with
public safety requirements." It was moved by Council-
man Byork, seconded by Councilman Higgins, that resolu-
tion o_f support be adopted as amended.

that the ordinance allows Council by a 4/5 vote to waive
standard competitive bid requirements on any specified
item where staff felt it appropriate to purchase through
direct negotiations. It was moved by Mayor Morris,
seconded by Councilman Higgins, and carried, that
the ordinance be read by title only.
It was moved by Councilman Byork, seconded by Councilman

MANAGEMENT STUDIES
Auto.Mech. The C~.ty Manager recommended that job title in the City's
changed to Job Classification Plan for Auto Prfechanic be changed to
Equipment Equi'pmen't Mechanic to more accurately describe the
Mechanic, a..ctual duties of the position. It was moved by Council-
man Higgins, seconded by Councilman Byork, and carried,
that Council concur in the recommendation.

Meter Reader and .Installer be added to the. City's Job
Classification Plan in order that Utility Maintenance
Worker may be available for maintenance work. The
Personnel Commission has approved the addition of the
position. It was moved by Councilman Higgins, seconded
by Councilman Byork, and carried, that Council concur in
the recommendation.

and carried, that Resolution No. 79-58 be adopted.
City Manager recommended that request of Mr. Robert
Gri~~y, President of Aloha Freight Forwards, to de-
velop 11570 Wright Road as a warehouse operation be
approved. It was moved by Councilman Byork, seconded
by Councilman Higgins, that Council concur in the
recommendation with the condition that no building
permit be issued prior to September 1, 1979.

Pavement deflec- The City Manager reported that La Belle Consultants,
Lion study tabled Santa Ana, has submitted a bid in amount of X17, 650
for study. for a pavement deflection study of the City's Slurry
Seal Street Maintenance Program. It was the consensus
of Council that the matter be tabled for further study.
Sewer Service Fees A report on Sewer Service Fees was presented by the City

filed.

COUNCIL AGENDA
Councilman Rowe inquired about enforcement of the real
estate ordinance, and whether the provision relating to
solicitation by mail is constitutional. City Attorney
,,.,.., recommended that all the real estate ordinances be re-
! viewed. Councilman Rowe requested that the Community
j Affairs Commission study the real estate ordinances and
report back to Council.

The Mayor advised that Southern California Associa-
tion of Governments has reappointed Councilmen John
Byork and George Higgins to the Transportation and
Utilities Commission.
The Mayor noted that the City started its sidewalk and
street repair program on July 1st. He commended Mr.
Don Snavely for his work in coordinating the Street
Tree Trimming Program and commended the Recreation
Department for the Hot Meal Program, Meals for Shutins
and Dial-A-Ride Programs for Senior Citizens. In re-
~~ sponse to the Mayor's inquiry, Mr. Snavely informed
Council that approximately 1,000 youngsters are partici-
pating in the Youth Baseball Program.
