Councilmen Byork, Green, Higgins, Rowe, a,nd Morris answered the roll call. Also present were City Attorney Murphy and City Manager Valliere. It was moved by Councilman Byork, seconded by Council- man Higgins, and carried, that minutes of adjourned regular meeting of August 7, 1979 and regular meeting of August 7, 1879 be approved as written. PUBLIC HEARINGS Pub. Hearing- The Mayor announced that the time had arrived for Landscape public hearing on levying of annual assessments for Maintenance Lynwood Landscape Maintenance District for 1979-80 FY 1979-80 fiscal year. The City Manager presented his report and informed Council that notice of public hearing had been posted and also mailed to the affected property owners. ,Tne Mayor ina_uired if there was anyone present who wished to be heard. Mr. Delmo Blakey, 3808 Agnes Street, addressed Council to state he is not opposed to landscape maintenance but is opposed to property owners being taxed for land- ^s^ scape maintenance. Councilman Green explained that the landscape maintenance levy is not a new assessment, but that the City is required to conduct public hearing. Counci man Higgins moved to close the hearing. Res. 79-68 The City Manager reported that the U.S. Department of ~,~ Pr,og. the Intdrior has grants available under the new Urban grant assist. Park and Recreation Recovery Program which is designed to help local governments to rehabilitate deteriorated recreation facilities. The Recreation Department has recommended reconstruction of two deteriorated restroom buildings in Lynwood City Park and Ham Park. The total cost of the project is estimated at $115,000, to be funded as follows: $91,355 from the federal government, $17,734 from state government and $5,811 as the City match. The City Manager recommended that Council approve appli- cation for grant under Title IIIB of the Older Americans Act to provide information and referral services to senior citizens. The grant from the county is $11,235 with a City match of $1,250 in kind services. The City Manager reported that the U.S. nepartment of Energy is soliciting proposals for Electric and Hybrid Vehicle Demonstration Project and recommended that Council authorize application for ten (10) elec- tric vans and trucks for use by the City. Total cost of the project is estimated at $262,941 to be funded by Department of Energy for $210,351 with the City match of $52,590 to be paid over a four-year period. It was moved by Councilman Higgins, seconded by Mayor rROrris, that Council authorize execution of Cooperation Agreement between the City and County Housing and Community Development Agency. Council discussed proposed Economic Development Planning Program which provides for drafting of a general economic development strategy for the City, development of the two est~.blished project areas of the Lynwood Redevelop- ment Agency, identification of areas of vacant or under- utilized industrial/commercial land which have potential for redevelopment and preparation of a specific strategy for assisting existing businesses within the City. The Economic Development Planning Program was approved by the Housing and Community Development Advisory Board on August 1, 1979.
