HomeMy Public PortalAboutM 1979-08-15 - CC_sp;~`i) SPECIAL MFETTNG AUGUST 15, 1979 The City Council of the City of Lynwood met in a special session in the City Hall, 11330 Bullis Road, on above date at 2 p.m. Mayor Morris in the chair. Councilmen Byork, Greer, Higgins, Rowe, and Morris '"""` answered the roll call. Also present was. City Manager Valliere. Discussion The Mayor stated that the purpose of the meeting is re removal of to provide information on understandings between railroad on Caltrans and Southern Pacific Railroad relative to Fernwood Ave. abandonment of railroad along Fernwoocl Avenue. Mr. Ken Rosenfield will report on the meeting to the Traffic and Parking Commission. Mr. Frank Lew, Caltrans Project Director I-105 Freeway, was present to advise Council on the status of negotiations with the railroad. He re- quested Council to authorize abandonment of the railroad and to approve franchise for new cross- ings. Abandonment of the railroad requires that Caltrans build a new line on Alameda Street, up- grade certain crossings, abandon certain crossings and make new connections. mhese improvements are then submitted to the Public Utilities Commission and the Interstate Commerce Commission for approval. Mr. Lew stated he is working closely with City's Engineering personnel on the project and that Caltrans will submit a Letter of tTnderstanding setting forth agreement on all conditions. It was moved by Councilman Green, seconded by Councilman Higgins, to approve the concept for negotiating for the railroad line. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Rowe, Morris. Councilmen Byork, Green, Higgins, Rowe, and Morris answered the roll call. Also present was City Manager ~Talliere. The meeting was called to discuss the advisability of signing the Final Consent Decree relative to the I-1Q5 Freeway. PROCLAMATION The Mayor read a proclamation designating September 2-3, 197 as JERRY LEUIIS MUSCtTLAR 1~YS~?'ROP~-jY mFLFTHON 1~AYS. It vas moved by Councilman Byork, seconded by Council- man Higgins, and carried, that the proclamation be adopted. The Mayor will take part in the telethon and will be receiving pledges by telephone from 7 ~ 8 p.m. on September 2, 1979. mhe ?'~ayor stated that the Lynwood Firefighter's Association has contributed ~4~0 and is prepared to meet anything that might be pledged by other Firefighters Associations in excess of that amount. It was moved by Councilman Byork, seconded by Council- man Higgins, that compromise settlement of X5622.50 for permanent disability for Firefighter Bruce Bellanger be approved. Councilman Byork stated that two meetings regarding I_105 Fw,y meetir~s the I-105 Freeway are scheduled for September 10, and 9/10 ~ 24, 7A September 24, 1979. Federal, state and local officials re Final Consent wi:~l meet on September 10, 197A' ~;o sign Final Consent Agreement. Decree, and on September 2~, 1+74, Attorney Sorenson will discuss application to be made an behalf of Wilson School area residents for removal of houses in freeway corridor. After discussion, it was the consensus of Council that a decision regarding signing of the .Final Consent Decree be deferred until after the meeting of September 10, 1979.
