REGULAR MEETING OCTOBER 2, 1979
The City Council of the City of Lynwood met in a regu-
lar session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Morris in the chair.
Councilmen Byork, Green, Higgins, Rowe and Morris
answered the roll call.
Also present were City Attorney Murphy and Acting City
Manager Lathrope.
The Mayor announced the untimely passing of Edward J.
Valliere, City Manager, on September 29, 1979. The
Mayor praised Mr. Valliere for excellent service during
the three years he served as City Manager and extended
prayers and sympathy to the family and friends of Mr.
Valliere.
The Mayor announced that Council has designated Ronald
Lathrope as Acting City Manager.
It was moved by Councilman Green, seconded by Council-
man Higgins, and carried, that minutes of adjourned regu-
lar meeting of September 18, 1979 and regular meeting of
September 18, 1979 be approved as written.
PROCLAMATION
Proclamation re The Mayor read a proclamation designating the
RESPECT LIFE WK October 7-13, 1979 as "RESPECT LIFE WEEK." It
October 7-13,79 by Councilman Higgins, seconded by Councilman
carried, that the proclamation be authorized.

Public Hearing The Mayor announced that the time had arrived to hear

Mayor reviewed action of the Planning Commission taken
pursuant to public hearing. The Mayor inquired if any-
one present wished to speak in _f_avor of the Conditional iJse
Permit.
Mr. Sam Menlo, appellant, addressed Council to object to
three conditions recommended by the Planning Commission
relating to staffing, minimum age limit, and maximum
number of residents. He stated that he has had a special
use permit since 1969 for a Convalescent hospital; that
he will not accept returnees and that if the appeal is
denied, he will take the matter to court.
The Mayor again inquired if anyone present wished to speak
in favor of the conditional use permit. There was no re-
sponse. The Mayor inquired if there were anyone present
who wished to speak in opposition to the conditional use
permit.

Reverend Paul Hackett, 12201 Harris Avenue, addressed
Council to speak in opposition to the conditional use
permit stating that he lives 100 yards from the Hilton
Retirement Center and, in his opinion, it is a convalescent
home with a heavy influx of returnees; that he has removed
two truckloads of wine bottles from the lot adjacent to
the Hilton Retirement Center and that for six years, de-
ranged, disheveled, people have wandered into all facili-
ties of his church, and that, the Hilton Retirement
Center is a detriment to the community.
Mrs. Adele Kropp, 5422 Olanda Avenue, spoke in opposi-
tion to the conditional use permit stating that the
Hilton Retirement Center is a hazard for school children
who must pass to get to school.
Dr. Paggett, 11298 Harris Avenue, objected to the con-
ditional use permit on the basis that residents of Hil-
ton Retirement Center are physically and mentally incapaci-
tated and that it is a detriment to the community.
The Mayor inquired if anyone present wished to speak in
rebuttal.
Mr. Menlo stated that if Council wished to identify
undesirable residents at Hilton Retirement Center, he
would have them removed. He further stated that there
is no evidence that the residents have been guilty of
wrongdoing.
It was-moved by Councilman Higgins, seconded by Council-
man Green, and carried, that the testimony taken before
the Planning Commission be deemed to be incorporated
±^, as part of the record of the public hearing. The Mayor
inquired if anyone else wished to speak in rebuttal.
There was no response, the Mayor declared the hearing
closed.
RESOLUTION N0. 79-81 entitled: "A RESOLUTION OF THE Res. No.

The Mayor announced that the time had arrived for public
hearing on the appeal of the Planning Commission de-
cision in denying application for a variance from Section
15.03 of the Ordinance No. 570 to permit the sale of
beer at 12016 Long Beach Boulevard. The Mayor reviewed
the action of the Planning Commission taken pursuant to
public hearing. The Mayor inquired if there were
anyone present who wished to speak in favor of the:

~ Ms Gloria Jimenez, 12008 Long Beach Boulevard, addressed
Council to state that the appellant, Mr. Rafael Jimenez,
is making arrangements to rent a vacant parking lot lo-
cated across Long Beach Boulevard to provide off-site
parking. She submitted a letter of permission from the owner
of the property. Councilman Byork inquired if the letter
being submitted in evidence had been received by the
Planning Commission and was advised by the City Attorney
that it had not been presented to the Planning Commission.
The Mayor inquired if anyone present wished to speak
against the variance. As there was no response, the
Mayor declared the hearing closed. ~*
Variance It was moved by Councilman Higgins, seconded by Council-

to Planning to the Planning Commission for a complete report and that

Public Hearing The Mayor announced the time had arrived for public
re proposed zone hearing on application of Mr. Greg George for a change

R-3 at 3570 Family) at 3570 Century Boulevard. The Mayor presented a
Century Blvd report on the Planning Commission action pursuant to a
public hearing on the matter. The Mayor inquired if any-
one present wished to speak in-favor of the proposed zone
change.
Mr. Greg George, 1300 Highland Avenue, Manhattan Beach,
applicant, addressed Council to describe the area and
to state that he proposes to develop residential condo-
minium units on the site.
The City Attorney recommended that the proposed ordinance
be amended to provide that it would take effect only at
such time as the ordinance providing for the development
of condominium projects within the City had been adopted
and the applicant had applied for and received approval
of a tentative tract map for a condominium project and such
other appropriate approvals df a condominium project as
the City Council would deem appropriate.
The Mayor inquired if anyone else wished to speak in favor
of the proposed zone change. There was no response. The
Mayor inquired if anyone present wished to speak in oppo-
sition to the proposed zone change. As there was no re-
sponse, he declared the public hearing closed.
Ordinance An Ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL
amending No OF THE CITY OF LYNWOOD AMENDING ORDINANCE N0. 570 FOR THE
570 PURPOSE OF ADDING TO AND THE RECLASSIFICATION OF CERTAIN
PROPERTIES THAT AMENDS THE ZONING MAP WHICH IS A PART OF
SAID ORDINANCE." was presented. It was moved by Council-
man Rowe, seconded by Councilman Byork, and carried, to
concur with the findings of the Planning Commission and
that the ordinance be read by title only. It was moved by
Councilman Byork, seconded by Councilman Rowe, that the
ordinance be introduced, as amended.

Public Hearing The Mayor announced that the time ha.d arrived to

The Mayor inquired if anyone present wished to sneak
in favor of the proposed zone designation. Mr. Boris
Sztorch, Planning Director, stated that b,y letter dated
September 28, 1979, Caltr.ans has advised that they
have no objection to the proposed zone designation.
Council discussed the permitted uses in a CF Zone pursuant
to Section 11.01 of Ordinance No. 1022:
(1) City, county, or state or federal facilities,
buildings, grounds;
(2) Public educational facilities (including administra-
tive offices) and private educational facilities offering
full curricula as required by State Law;
(3) Churches, church schools and reli~-ious facilities;
(4) Hospitals.
The Mayor inquired if anyone wished to speak in opposition
to the proposed zone designation. Mr. George Martini,
10760 Alexander Avenue, requested a definition of Com-
munity Facility Zone. The Mayor again inauired if anyone
wished to speak in opposition to the proposed zone desig-
nation. As there was no response, the Mayor declared the
hearing closed.

quest extra Sheriff's Department patrol because of recent
crime, (e) to complain about excessive speed by patrol cars

The City Council of the City of Lynwood met in an ad-
journed regular session in the City Hall, 11330 Bullis
Road, on above date at 7 p.m.

Councilmen Byork, Green, Rowe and 1'~Iorris answered the
~ roll call. Councilmen Higgins was absent.
Also present were City Attorney Murphy and Acting City
Manager Lathrope.
Councilman Higgins arrived.
The Acting City Manager stated he has been notified
that the Chamber of Commerce will not sponsor the annual
Christmas Parade due to lack of staff. The
Mayor advised that the Christmas Parade will be held on
November 30, 1979. It was moved by Councilman Green,
seconded by Councilman Byork, and carried, that the
Recreation Department and the Recreation Commission be
designated to coordinate the Christmas Parade.
The meeting was adjourned.

The City Council of the City of Lynwood met in an ad-
journed regular session in the City Hall, 11330 Bullis
Road, on above date at 10 a.m.
Mayor Morris in the chair.

Also present was Fire Chief Lathrope. -
The Mayor stated that it was with profound sorrow
that the Gity Council learned of the sudden passing of
Edward J. Valliere, City Manager.
After discussion regarding the advisability of signing
the I-105 Freeway Consent Decree in anticipation of
the lifting of the injunction, it wa.s moved by Council-
man Byork, seconded by Councilman Green, and carried,
that Council defer action until the City Attorney is
consulted.

Media day Chief Lathrope stated that a media da.y is being planned

freeway houses and it is expected that 11 units will be
