RECxULAR MEETING OCTOBER 16, 1979
The City Council of the City of Lynwood met in a. regular.
session in the City Hall, 11330 Bu11is Road, on above
date at 7:3o p.m.
Mayor Morris in the chair.
Councilmen Byork, Green, Higgins, Rowe and Morris answered
the roll call.
Also present were Acting City Manager Lathrope and City
Attorney Murphy.
PROCLAMATIONS
Council designated the month of October, 1979, as "PARENT- "PTA MembE
TEACHER ASSOCIATION MEMBERSHIP MONTH." _T_t was moved by ship MonTr

carried, that the proclamation be authorized.
Council designated the week of November 5-11, 1979 "American
as "AMERICAN VETERANS' ORGANIZATION WEEK." It was Veterans

PUBLIC HEARINGS
The Acting City Manager reported that the Housing and
Community Development Advisory Board conducted public
hearing on October 3, 1979 on possible programs for
Sixth-Year Community Development Block Cxrant funding.
The recommendations were as follows: (1) that the City
continue its Housing Rehabilitation Program in the
amount of $460,000, (2) that the City continue its
Commercial Rehabilitation Program in the amount of
$60,000, and (3) that the City apply for a Future
Economic Development Program in the amount of $107,000.
The Mayor announced the time had arrived for public
hearing on Sixth-Year Community Development Block Grant
funding. The Mayor inquired if anyone present wished to
speak in favor of, or in opposition to, the proposed
program. In response to the City Attorney's inquiry
about interest rate on Commercial Improvement loans, Mr.
Christopher Johnston, Director of the Housing Community
Development Program, stated that the rate would be re-
vised upward to reflect recent increase in interest
rates. It was moved by Councilman Higgins, seconded by
Councilman Byork, that Council concur in the recommenda-
tions of the Housing and Community Development Advisory
Board. _

Pursuant to the recommendation of the Acting City Manager,
it was moved by Councilman Green, seconded by Councilman
Byork, and carried, that public hearing on nuisance abate-
ment at 3264 Fernwood Avenue be deleted from the agenda.

The Planning Commission has recommended changes of zone

by Councilman Higgins, seconded by Councilman Green, and
carried, that ordinance be read by title only.

objected to the language in Section l of the proposed
ordinance stating that it was not specific enough, and
was too broad a.nd imprecise. Councilman Rowe further
stated that the term "Official Duties" is not defined in
the proposed ordinance. After considerable discussion
regarding interpretation of Section 1, it wa.s the con-
sensus of the Council that the ordinance be revised.

MANAGEMENT STUDIES
The Acting City Manager presented Resolution No.
79-85 entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LYNWOOD APPROVING THE LETTER OF UNDER-
STANDING BETWEEN THE STATE OF CALIFORNIA AND THE CITY
OF LYNWOOD REGARDING THE SOUTHERN PACIFIC TRANSPOR-
TATION COMPANY RAILROAD TRACK RELOCATION 07-LA-105."
The letter of understanding approves proposed abandon-
ment of Santa Ana Railroad Branch Line (Fernwood
Avenue), the proposed relocation and adjustment of
the San Pedro Railroad Branch Line (Alameda Street),
and the installation of improved railroad grade cross-
ing on San Pedro Branch Line and was approved by the
Traffic and Parking Commission on August 23, 1979.
It was moved by Councilman Byork, seconded by Council-
man Higgins, and carried, that Resolution No. 79-85 be
adopted.

The Acting City Manager presented a report on the recom-
mendations of the Traffic and Parking Commission to in-
struct the Director of Public Works to deny blue curb
installation until such time as procedures and guide-
lines for qualifications can be established. It was
moved by Councilman Rowe, seconded by Councilman Byork,
and carried, that Council concur in the recommendation.

It was moved by Councilman Byork, seconded by Council-
man Higgins, and carried, that Robert Cooper, William
Cunningham, Julio Mendoza, Virginia Robbins & Alfred
Walker be reappointed to the Housing and Community Develop-
ment Advisory Board for terms of two years.
The Acting City Manager reported that the City has
received $17,744.29 from early payoffs of Housing Re-
habilitation loans and that the Director of the Housing
and Community Development Program has recommended that
the money be reallocated as follows: $14,000 for
Housing and Community Development Act Project #74c-158
and $3,744.29 for the purchase of two water sandblasting,
machines for removal of graffiti. It was moved by
Councilman Higgins, seconded bV Councilman Green, that
Council concur in the recommendation.

Councilman Byork recommended that the water sandblast-

the resolution be adopted.

COUNCIL AGENDA
Coun.Rowe re Councilman Rowe recommended that staff ascertain whether

Coun. Higgin~ouncilman Higgins recommended that the City send a

scribed Councilman Byork as a "Courtroom Orator."
Coun.Byork Councilman Byork requested that something be done about

locked. The Acting City Manager commented that more
frequent pickups might alleviate the problem. Council-

Councilman Byork commented favorably on the signing of Coun. Byork presen

Councilman Green's inquiry about the procedure for posting
of "No Parking" signs, Mr. Rosenfield explained that the
City does not require a petition and that in the instance
of Cortland Avenue, the Block Watch Captain requested
the "No Parking" signs.
Councilman Rowe inquired if a third street sweeper Coun. Rowe re

Councilman Rowe stated one or two residents had been cited driveways
for parking in the driveway when there is no garage. He
asked how the determination was made that a driveway that
no longer leads anywhere is considered to be part of the
lawn. The City Attorney stated that there are conflicting
policies if the City prohibits parking in the front yard
and there is an approach that leads nowhere. Councilman
Rowe suggested that the City consider closing up approach es
to driveways which no longer lead to garages. Council-
man Green requested the Acting City Manager to submit a
policy on requests for "No Parking" signs at the next
regular meeting.
Councilmen Green stated that he has received complaints Coun. Green re

velop a policy on enforcement of the noise ordinance.
The Mayor recommended that Council approve acquisition of
a decibel meter. Councilman Green suggested that the Mayor recorrmiends

Mayor re EJV The Mayor read a news release from St. Francis Medical
Memorial Fund, Center establishing the Edward J. Valliere Memorial
I-105 Fwy Heart Fund and noted that it was unfortunate the former
City Manager was not present at Judge Pregerson's
office when the injunction was lifted. The Mayor stated
that October 11, 1979 was a historic day for the City
of Lynwood and that construction of the I-105 Freeway
will be a source of jobs, a boon to the Redevelopment
Project on Long Beach Boulevard and will restore Lyn-
wood to its proper position in the southeast area. The
Mayor again commended Councilman Byork for his consis-
tent efforts to make the proposed freeway a reality.
Mayor presents The Mayor presented a plaque from the Bass family to
plaque from the Sheriff's Department commending the two officers
Bass family to who were responsible for saving Samuel Bass's life.
Sheriff's Dept Captain Kirtley accepted the plaque on behalf of the
officers and the Sheriff's Department.
PUBLIC BUSINESS FROM THE FLOOR
A. Legg re Archie Legg, 3671 Platt Avenue, Vice-chairman of the
street sweeping Traffic and Parking Commission, addressed Council to
discuss parking ordinances with respect to street sweep-
ing problems. Mr. Legg stated the Traffic and Parking
Commission will meet with Mr. Arthur Nelson to re-
schedule street sweeping hours. Councilman Byork
suggested that street sweeping start at 7, 8, or 9 a.m.
instead of at 4 a.m.
J. Loya re Mr. Jose Loya, 11511 Peach Street, addressed Council to
curb hazard complain about the traffic hazard in front of his home,
stating that a 40 year old roll curb has been the cause
of four accidents. The Mayor requested the Acting City
Manager to investigate the complaint.
R.White re Richard White, 3579 Century Boulevard, owner of Plaza
distance require-Liquor, addressed Council to ask if there is a distance
ment off-sale requirement in the zoning ordinance relating to off-
liquor sales sale of liquor. The City Attorney advised that the
zoning ordinance does not provide a distance require-
ment for off-sale of liquor.
D. Richman re Dave M. Richman, 11106 Benwell Drive, addressed Council

Council adjourned to executive session for discussion
of litigation and personnel matters. Following the execu-
tive session, the meeting was adjourned.
