AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING
THE FINAL PLAT OF PARTNERSHIP BUSINESS PARK, SECTION ONE, A SUBDIVISION OF
THE CITY OF JEFFERSON, MISSOURI.
WHEREAS, JC Chamber 21s' Century Land Investment, LLC, owner of the real estate
hereinafter described, having submitted to the City Council a plat of said real estate, being located
in Jefferson City, Cole County, Missouri, and more particularly described as follows:
Part of the Southwest Fractional Quarter of Section 19 and part of the Northwest Quarter of
Section 30, Township 44 North, Range 10 West, in the City of Jefferson, Cole County, Missouri,
more particularly described as follows: From a stone marking the southwesterly corner of U.S.
Private Survey No. 2616 in Township 44 North, Range 10 West and said corner being the
southwesterly corner of a survey of record in Survey Record Book A, page 690, Cole County
Recorder's Office; thence S75 002'13"W, on a direct line, 946.40 feet to the POINT OF BEGINNING
for this description; thence N85 038'00"W, 836.89 feet to a point intersecting the easterly line of line
of the Militia Drive right-of-way, as shown on a certain Tract Division Survey of record in Survey
Record Book A, Page 884, Cole County Recorder's Office; thence along the easterly line of said
Militia Drive right-of-way, the following courses: N13 040'46"W, 47.33 feet; thence N25 018'54"W,
187.81 feet; thence N88 018'10"W, 42.65 feet; thence, N5 030'37"E, 246.61 feet; thence
N1°44'08"W, 107.06 feet; thence leaving the aforesaid Militia Drive right-of-way line, S88 025'51"E,
93.72 feet; thence easterly, on a curve to the left, having a radius of 570.00 feet, an arc distance:
of 173.81 feet, (the chord of said curve being N82 050'02"E, 173.14 feet); thence N74 005'54"E
�• 536.38 feet; thence easterly, on a curve to the right, having a radius of 630.00 feet, an arc
distance of 170.75 feet, (the chord of said curve being N81°51'46"E, 170.23 feet); thence

Containing 15.09 acres.
WHEREAS, it appearing that said plat has been fully and properly signed and accepted by
the owner of said subdivision, known and referred to as the Plat of Partnership Business Park,
Section One, that all taxes have been paid, and that in all respects the requirements of Chapter
445, RSMo, entitled "Plats" have been fully complied with by the owner of said subdivision, and
that in all respects the requirements of the Planning and Zoning Commission of the City of
Jefferson, Missouri, relating to plats and subdivisions have been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1. That the plat of Partnership Business Park, Section One, lying, being and
situated within the corporate limits of the City of Jefferson, Missouri, as shown by the said plat
attached hereto and made a part of this ordinance, is hereby approved and accepted by the City
Council of the City of Jefferson, Missouri.
SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse
acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of
Jefferson.

SECTION 3. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

• Please consider this as a formal request for your consideration that the council rules be suspended to allow this final
Plat to be approved on Monday May 4 instead of two weeks later.This appears to be non controversial and this two
weeks is extremely important to the site development project and the ultimate building completion. As you may
know Fabick must move before March 1 of next year.This is an extremely agressive schedule.

Case No. P07016—Algoa East Industrial Park Section One, Preliminary and Final Plat. Request filed by
The Jefferson City area Chamber of Coin nerce for a one lot subdivision consisting of 15.09 acres. The
proposed subdivision is located on the east side of Militia Drive approximately 1500 feet north of Highway 50
and is described as part of the Southwest Fractional Quarter of Section 19 and part of the Northwest Quartet- of
Section 30, Township 44 North, Range 10 West, in the City of Jefferson, Cole County, Missouri. (Central

Background
The Jefferson City Area Chamber of Commerce recently acquired this property for the purpose of establishing an
industrial park in the Algoa area. The Chamber of Commerce has submitted a request for a one lot subdivision for
the purpose of creating a parcel of land for a specific client. The Chamber of Commerce is working closely with the
City in the development of this new industrial park and a development agreement between the Chamber of
Commerce and the City is in the process of being introduced to the City Council.
Description of Proposed Plat
Zoning: M-1 Light Industrial
Size of Property: 15.09 acres
Number of Lots: 1
Lot Size: 13.64 acres
Streets: One street is proposed with a width of 60 feet. The proposed name of the street (Rising Creek Road) is in
• conflict with an existing private road in the area and will need to be changed.
Utilities: Sanitary sewer lines are proposed to be extended from north of the subdivision along Militia Drive and
along the southern boundary of the subdivision in order to access future sections. Underground utilities (Telephone,
electric, gas, and water service) are shown within the 25' general utility easement along the new roadway. Street
lights are shown at intervals of 300 feet along the new roadway,but are not shown along Militia Drive. Fire hydrants
need to be shown at intervals of 300 feet along the new roadway and Militia Drive.
Public Improvement Plans: The City is currently in the process of entering into a development agreement with the
Jefferson City Area Chamber of Commerce in order to extend utility service to this new subdivision. Public
improvement plans for the necessary infrastructure to serve the subdivision have not been finalized.
Staff Recommendation
Staff recommends approval of the Preliminary Plat with the following conditions:
1. Show sidewalks, street lights, and fire hydrants along the new and existing roadways according to city
standards.
2. Indicate a suitable name for the new road.
3. Compliance with the recommendations and technical corrections of the Engineering Division.
Staff recommends approval of the Final Plat with the following condition:
1. Compliance with the recommendations and technical corrections of the Engineering Division.

Sidewalk
* Sidewalk will be needed along all streets, existing and proposed, unless a variance is requested to
be considered by the City Council. Sidewalk plans are needed for review.
Streets/Traffic Impact
* `File new street is proposed as thirty-three(33) feet wide. This width allows for parking on one
(l) side of the street. Allowed parking needs to be noted on the plat. Street plans are needed for
review.
x Access to the proposed subdivision will be from Militia Drive, via the new proposed street.
* Site distance will need to be quantified upon the street plans at each street intersection.
Fire IIvdrants/ Street Lights
* Facilities are proposed for the subdivision as required, although relocation/addition of facilities
will be necessary.

Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke
regarding this request. Mr. Bates distributed a visual showing the layout of Lot One of Algoa East
Industrial Park. He explained that Fabick Co. is looking to relocate from their current site on
Missouri Boulevard to a site that would accommodate their growing needs. Mr. Bates stated that
Fabick Co. will occupy Lot One of Algoa East Industrial Park by the beginning of 2008.
Ms. Missy Bonnot, Vice President of Economic Development for the Jefferson City Area
Chamber of Commerce, 214 Adams Street, spoke regarding this request. Ms. Bonnot explained
that the Jefferson City Area Chamber of Commerce recently acquired this property in order to
establish an industrial park.
Mr. Bates stated that he concurs with staff comments and recommendations outlined in the
staff reports.
No one spoke in opposition to this request and no correspondence was received.

As a part of the same motion, Mr. Yarnell moved and Mr. Hagan seconded to recommend
approval of the Final Subdivision Plat of Algoa East Industrial Park, Section One, to the City
Council, subject to the following condition:
1. Compliance with the recommendations and technical corrections of the Engineering
