The City Council of the City of Lynwood met in a regu-
lar session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Morris in the chair.
Councilmen Byork, Green, H.igg.ns, Rowe and Morris an-
swered the roll call.
Also present were City Manager Davis and City Attorney
Murphy.
SCHEDULED MATTERS
The Mayor announced the nominees for appointment to Com-
munity Affairs Commission vacancies as follows: A. Ann
Fields, Fred Hughes, David Litsinger and Randy Williams.
It was moved by Councilman Byork, seconded by Councilman
Higgins, and carried, that A. Ann Fields and David Litsinger
be reappointed. With one vacancy to be filled, the Mayor
requested a vote on nominations of Fred Hughes and Randy
Williams.
Roll Call:
Councilman Byork: Randy Williams.; Councilman Green: Randy
Williams; Councilman Hgg.i.ns: Fred Hughes; Councilman Rowe:
abstained; Mayor Morris: Fred Hughes. As neither candidate
received a majority of votes cast, no appointment was made.
The Mayor stated that although-Randy Williams is an intelli-
gent and capable young man, nominations to Commissions
traditionally have been mare mature individuals. The
Mayor recommended that Council consider the appoint-
ment of Randy Williams as an ex-officio member of the
Community Affairs Commission to represent the youths of
the community. Councilman Byork objected, stating that
the by-laws of the Community Affairs Commission have no
minimum age requirement and that Randy Williams is capable
of serving on the Commission. Councilman Rowe recommended
that Council establish a plan for Student Commission Partici-
pation whereby young people under 18 years of age could serve
on City Commissions and participate in discussion,, Council-
man Higgins recommended that Council adopt an official
policy with respect to young people serving on Commissionsas
ex-officio members. Councilman Rowe stated that appoint-
ment of a young person to a Commission will set a prece-
dent and result in problems in the future. It was moved by
Councilman Green, seconded by Councilman Byork, that appoint-
ment to fill one vacancy on the Community Affairs Com-
mission be tabled until the next meeting.

It was moved by Councilman Higgins, seconded by Mayor

young people under eighteen years of age serving on Com-

Higgins, seconded by Councilman Byork, that the ordinance
be read by title only and introduced. Councilman Higgins
recommended that the ordinance be amended to delete item 4
of Section 4.03. It was moved by Councilman Higgins,
seconded by Councilman Green, that the ordinance be amended
to delete the word "pigeons" in Section 4.03, page 4.
Councilman Rowe recommended that Section 4.03 be deleted
in its entirety and the ordinance be r~Yised to specify what
types of animals may be allowed in a condominium. It was
moved by Councilman Green, and seconded, that substitute
motion to be read by title only and to be introduced
amending item 4, Section 4.03, to state "Not more than
three (3) other animals of the type normally considered
to be indoor pets."

The City Attorney stated that in view of the lack of unanimi-

was moved by Councilman Byork, seconded by Councilman
Green, that the ordinance be read by title only and intro-
duced.

Councilman Higgins questioned item 3, Section 1, stating
that any fence in any area more than 8 feet in height
should require a Conditional Use Permit. After considera-
ble discussion regarding fence heights and the question
of barbed wire in Commercial and Industrial Zones, it
was moved by Councilman Green, seconded by Councilman
Higgins, and carried, that the ordinance be reconsidered
and referred back to the Planning Commision for a further
report.

NEW BUSINESS
RESOLUTION N0. 79-104 entitled: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD APPROVING AN APPLICATION FOR
DISCRETIONARY FUNDS UNDER THE INTERGOVERNMENTAL PERSONNEL
ACT." was presented by the City Manager with the recommen-
dation that Council approve Grant application to Inter-
governmental personnel act for a demonstration project to
develop a physical fitness program for utility workers. The
grant of $15,760 would be used to pay for physical examina-
tions, health consultants, and exercise equipment. It was
moved by Councilman Higgins, seconded by Councilman Green,
and carried, that Council concur in the recommendation.
RESOLUTION N0. 7g-105 entitled: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE COUNTY OF
LOS ANGELES TO ISSUE FOR AND ON BEHALF OF THE CITY OF LYN-

WETGHT LOADS ON CITY STREETS." was presented by the

C V Dis- The City Manager reported that C V Disposal, Inc. has re-

app'd The City Manager pointed out that the rates have not
been reviewed for 18 months. C V Disposal, Inc. is seeking
an increase of 27°~ for residential units and 33% for
commercial and industrial units. The City Manager approved
a 16% across-the-board increase and that staff be_instructed to re-
view the rate schedule in July 1980. Mr. Bernie Nash, presi-
dent of C V Disposal, Inc. stated that the request for a
27% was for an 18 month period but that he is agreeable
to a 16% increase until July 1980. Councilman Rowe in-
quired why the contract with C V Disposal was not reviewed
on its anniversary date in July 1.979. Mr. Nash stated
that he did not receive the payment for June 1979 until
September and that his auditors could not audit his records
until that time. It was moved by Councilman Green, seconded
by Councilman Byork, that Council approve an across-the-
board increase of 16% for C V Disposal, Inc.

program for anyone interested. In response to Councilman
` Byork's inquiry, Mr. Arthur Nelson, Street Superintendent,
reported that the Slurry Seal project has been completed.
Councilman Byork commented favorably on the new agenda
format.
Coun.HigginsCouncilman Higgins requested that the Community Affairs

Councilman Rowe recommended that Council write to the
Coun.Rowe Mayors and Councilmen of the Corridor Cities requesting

Corridor Freeway Steering Committee. Mayor Morris advised that Mr.
