Also present were City Manager Davis, City Attorney Thever, City Cierk Hooper, and City Treasurer Pygatt. City Clerk Hooper announced that the agenda had been posted in accordance with the � Brown Act. . � • PUBLICARAL COMMUNICATIONS . . NONE Mayor Pro Tem Sanchez arrived at 9:23 a.m. Item #5: FY 2001-02 Budqet Workshop •3 Recreation and Community Services Department �� Jim Given, Recreation and Community Services Department presented Council with i; their program and budget for FY 2001-02. The presentation included: o Departmental Flow Chart o Special Events Calendar , o Security Issues ' o Sponsorships o D+al-a-Ride Program. Co,uncilman Byrd discussed his recent visit to the Senior Center and that seniors were distributing a petition regarding the lack of space at the center for senior programs. City Manager Davis stated that staff is` soliciting a grant that will. assist the senior program and also include Ham Park as a senior service sight. Councilman Rea discussed Lynwood senior's participation in City events. Stated staff ` should market city programs to seniors and also get them involved with city events. Also discussed issues seniors have shared with`him about Dial-a-Ride: Councilman Reyes discussed senior citizens concern with using Fiesta Taxi as opposed �. to the city Dial-a-Ride. Stated some seniors are concerned with their safety as it relates to riding with a stranger, as opposed to the drivers they are aiready familiar with, and (,_.! seniors were also concerned about drivers being able to speak English. Mayor Pro Tem Sanchez stated that the seniors who participate in Lynwood programs are not Lynwood residents. , Councilman Byrd stated seniors want more input in programs that involve them, such as the decision to switch from Dial-a-Ride to Fiesta Taxi. i ���] Mayor Richards discussed a proposal he is preparing for a state of the art Senior Center. The idea is to build a maturity center that would address issues such as retirement planning, senior issues, recreation services, transportation, meals, etc. Stated he would like this facility built in the center of the civic center area as a single facility that would be useful for the entire community. CLOSED SESSION Item #6: Closed Session City Attomey Thever stated that with respect to every item of business to be discussed j� in the Joint Closed Session pursuant to Section 54956.9 and 54957: ; 1 o A. Threat to Public Safety ■ Consultation with L.A. County Sheriffs Department It was moved by Councilman Reyes, seconded by Councilman Byrd and carried to recess to a Joint Closed Session at 9:40 a.m. Council reconvened at 10:52 a.m. City Attorney Thever stated Council met on the aforementioned matters and stated on: o A.
