AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A SUPPLEMENTAL AGREEMENT WITH
BURNS AND MCDONNELL FOR ADDITIONAL DESIGN RELATED TO THE PARALLEL
TAXIWAY PROJECT AT THE JEFFERSON CITY MEMORIAL AIRPORT.
WHEREAS, Burns and McDonnell is providing design of a new parallel taxiway at the
Jefferson City Memorial Airport to serve the main instrument runway; and
WHEREAS, additional work relating to the project has been identified and will be
incorporated into the taxiway design; and
WHEREAS, additional grant funds have become available to include the additional work
necessary for completion of the project.
NOW THEREFORE, BE IT ENACTED BY THE COUNCIL OFTHE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SSection 1. The Mayor and City Clerk are hereby authorized to execute a
Supplemental Agreement with Burns and McDonnell for the project(Project AI RE 06-04013-
8);
Section 2. The Supplemental Agreement shall be substantially the same in form
and content as that Supplemental Agreement attached hereto as Exhibit A.
Section 3. This Ordinance shall be in full force and effect from and after the date
of its passage and approval.

This supplemental agreement to the original agreement, approved February 8,2006,is made by and
between Burns&McDonnell Engineering Com any,Inc.(C SULTANT),a Missouri Corporation
and the City of Jefferson, Missouri this day of 2007. Burns & McDonnell

Whereas, it is the mutual desire of the parties hereto to amend the Agreement for Professional
Engineering Services entered on the 8th day of February 2006, hereinafter called the existing
agreement.
• Whereas, the original agreement is to be modified to account for additional scope of services, the
City of Jefferson requests the scope of special services be modified to satisfy the below scope of
work. This amendment provides a cost proposal breakdown and scope of services modification to
the existing professional engineering services agreement.
CONSULTANT will serve as SPONSOR's professional engineering CONSULTANT in those
assignments to which this proposal applies, according to the Scope of Services described herein,
and will give consultation and advice to SPONSOR during the performance of such services.

EXHIBIT I— SCOPE OF SERVICES
A. DESCRIPTION OF IMPROVEMENTS: Develop construction documents for a
supplemental taxiway connector between Runway 12-30 and new Taxiway A. This
taxiway will be developed as a bid alternate to the base package. In addition, the
SPONSOR has requested the CONSULTANT to incorporate previously planned
pavement remediation work located in the apron into this project.
B. DESCRIPTION OF SERVICES TO BE PERFORMED: CONSULTANT will
prepare the design and packaging of said improvements using the guidelines herein
described.
1. Preliminary Design Phase: This phase includes activities for defining the scope
of the aforementioned project and establishing preliminary requirements. The
elements of work for this task include:
a. Identify the proposed location for the bid alternate taxiway(Taxiway A-2),
using the existing master plan and the Taxiway A construction drawings.
b. Coordinate with and obtain a topographical survey from the SPOSNSOR
for the purposes of the design of this project.
C. Perform a Q1, Quality Review by independent senior level staff.
d. Develop a preliminary cost estimate.
• e. Develop a preliminary construction schedule.
f. Incorporate cost and scheduling data into the preliminary design report.
g. Perform a Q2, Quality Review by independent senior level staff.
2. Design Phase: This phase will include the activities required to develop the
project design documents showing the character and scope of work to be
performed by contractors on the project. The specific tasks that will be performed
in this phase are:
a. Prepare construction Bid Documents. The drawing list is estimated as
follows:
1. Incorporate new bid items into the Summary of Quantities Plan
Sheet
2. Modify the proposed Access & Safety Plans
3. Modify the proposed Phasing Plans
4. Modify the proposed Apron Demolition Plans
5. Modify the proposed Apron Site Plan
6. Taxiway A-2 Site Plan
7. Taxiway A-2 Plan &Profile
8. Taxiway A-2 Grading Plan
9. Taxiway A-2 Rigid Pavement Joint Layout Plan
10. Apron Enlarged Partial Elevation Plan
11. Taxiway A-2 Enlarged Partial Elevation Plan

b. Modify the Project Manual outlining bid quantities and bid packages.
C. Modify the preliminary cost estimate for final engineer's estimate of
probable cost.
d. Modify the construction schedule.
e. Modify the final design report which will identify how the project was
developed, rational for the design selected, and specific elements that are
unusual to this project or are nonstandard.
f. Perform Q3 Quality Review by designer of the project.
g. Perform Q4, Quality Review by independent senior review team.
h. Revise drawings and specifications per Q3 and Q4 review comments.
i. Perform Q5, Specification Review and Q6, Constructability Review by the
quality control department.
j. Revise drawing and specification per Q6 review comments.
k. Submit 4 copies of drawings, specifications and final report to Sponsor
and MoDOT for 90%review.
1. Revise contract documents per 90%reviews and resubmit to SPONSOR
and MoDOT for bidding.
M. Provide an electronic copy of Construction Drawings in AutoCAD
Version 14.
• 3. Construction Phase Services: This phase includes activities for developing a
construction observation program and providing full-time construction services
throughout the project. This Scope of Services will be developed as a separate
work order and is not a part of this supplemental agreement.
B. AMOUNT OF COMPENSATION
The costs for this work are identified in Table A.
