The City Council.of the City of Lynwood' met in a Regular Meeting in the Council Chamliers, 11330 Bullis Road on the above date at 6:10 p.m. Mayor Reyes presiding. � CouncilmanByrd, Pedroza; Richards, Rodriguez, and Reyes answered the joint roll call ' ~ � for all agencies. � , � � Also present were City Manager Gonzales, Interim City Attomey Montgomery, City Clerk Hooper and City Treasurer Pygatt. ' City Clerk Andrea Hooper announced that the agenda had been duly posted in accordance with the Brown Act. Item #6: PRESENTATIONS/PROCLAMATIONS: � A) A Proclamation was presented for Women's History Month B) World Literacy Crusade presented a plaque to the Councilmembers PUBLIC ORAL COMMUNICATIONS (Regarding Agenda Items Only) Jose Escobar, Owner of La Rumba Restaurant #17 — Stated that the purpose of the ' restaurant would create more jobs for Lynwood residents and is asking that Council members grant him permission to hosC live entertainment at his restaurant. Stated that the ' _ City has accused him of violating some of the City's rules and regulations, which he has -� ~ ; tried to abide by them. Also explained to the Council that he has not violated any rules or I regulations and has all his licenses up-to-date. � , PUBLIC ORAL COMMUNICATIONS Sylvia Henon, 3597 Beechwood ' , Stated that Secretary of State Bill Jones held a Press Conference on February 2g` regarding South Gate City Clerk being stripped from her election duties. California Election Law is crystal cleared and states, "the City Clerk may not function as an Election Official only at her own Recall, but may function iri all aspecYs as the proper , Election Official. Also stated' that Council made a mistake By taking "the Elections duties • from City Clerk Andrea Hooper and would like Council to reconsider this. It was moved by Mayor Pro Tem Pedroza, seconded by Councilman Byrd and carried to open Public Hearing. Mayor Pro Tem Pedroza stated he agrees with Councilman Richards, and would like to , take the Bowling Alley into consideration for the Senior Citizens Center. T J Mayor Reyes stated by general cbnsent this Item is to be continued for further discussion. CITY COUNCIL ORAL AND WRITTEN COMMUNICATION Councilman Byrd stated he attended Agnes school and the guest speaker was Christopher Nance trying to encourage students to read and believes that having a reading program would benefit the children. Councilman Richazds stated that he is very happy with the Bullis Road Improvement Project and the Natatorium Project, and believes that Council should have a Grand Opening for the Clock Tower. Councilman Rodriguez stated he also agrees with the Grand Opening for the Bullis Road Improvement Project and would also like to start using cameras to investigate the illegal dumping that is being made in:the City alleys and the illegal graffiti also. Mayor Pro Tem Pedroza explained that the City's pazks need to be more secured for the children. And wouid also like to have the Chamber of Commerce located here in the City i Hall, he also questioned staff in regazds to the closing of the alleys because the alleys are � just being use for dumping sites. Mayor Reyes stated he would like for staff to clean up some of City's properties to help progress Lynwood. CLOSED SESSION CiTy attomey Montgomery stated'with respect to every item of business to be discussed in Joint Closed Session Pursuant to Section 54956.9: Item #19: CLOSED SESSION ITEMS: A. Public Employee Discipline/Dismissal/Release City Attorney Montgomery reported to the Council that there is a Subsequent Need Item: Diaz v. Lynwood. Council has ratified the severance agreement that the City Manager . � has negotiated with Mr. Gary Chicots the former Community Development Director, and Council has also authorized the CiTy Manager to 8esignate an Interim'acting Community Development Director.
