HomeMy Public PortalAboutM 1980-02-19 - CC~~ ') l...J J. l.J REGULAR MEETING FEBRUARY 19, 1980 The City Council of the City of Lynwood met in a regu- lar session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Morris in the chair. Councilmen Byork, Green, Higgins, Rowe and Morris answered the roll call. Also present were City Manager Davis and City Attorney Murphy. SCHEDULED MATTERS It was moved by Councilman Byork, seconded by Council- man Higgins, and carried, that minutes of adjourned regu- lar meeting of February 5, 1980, and regular meeting of February 5, 1980, be approved as written. '" Pavement . The City Manager reported that two bids were received ;Marker bid for Pavement Marker Project and recommended that bid '' to Consley & award be made to the low bidder, Consley and Montigny Com- =;Montigny pany, Inc., in the amount of $180,116.96. It was moved by Councilman Green, seconded by Councilman Byork, that Council concur with the recommendation. Councilman Higgins noted that the project is fully funded by the federal government. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Rowe, Morris. Noes: None. Absent: None. Downey Ford The City Manager reported that five bids were received receives for dump truck replacement and recommended that bid award 'dump truck be made to the low bidder, Downey Ford, in the amount ;bid of $20,277.80. Inasmuch as the bid award is $777.80 over the amount budgeted for the dump truck, the City Mana- ger recommended that $777.80 be transferred from Capital Outlay Account 8-185 to cover the additional cost. It was moved by Councilman Higgins, seconded by Councilman Byork, that Council concur with the recommendation. Councilman Higgins recommended that the City consider purchasing larger diesels in the future in view of possible use of the Irwindale dump site when Palos Verdes dump site is filled. Don Kott The City Manager reported that six bids were received for Ford re- replacement of two pickup trucks and recommended that bid ceives bid award be made to the low bidder, Don Kott Ford, in on pickup amount of $11,449.30 ($5,724.65 per unit). Inasmuch as trucks the bid award is $1,449.30 over the amount budgeted for the pickup trucks, the City Manager recommended that $1,448.30 be transferred from Capital Outlay Account 8-185 to cover the additional cost. No. 80- COUNCIL OF THE CITY OF LYNWOOD APPROVING THE APPLICA- re LindbergY: TION FOR 1976 STATE GRANT MONIES FOR THE LINDBERGH PARK Park DEVELOPMENT PROJECT." was presented. The City Manager .••. stated that the City is eligiblefor a grant of $l1g,582 under the Nejedly/Hart State Urban and Coastal Parks and Bond Act for further development of Lindbergh Park. It was moved by Councilman Byork, seconded by Council- man Higgins, and carried, that Council adopt the resolu- tion. An ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL 1st reading OF THE CITY OF LYNWOOD AMENDING SECTION 1g-64 OF THE ord re LYNWOOD CITY CODE RELATING TO PRIMA FACIE SPEED LIMITS." prima facie was presented for first reading. The proposed ordinance speed limits has been approved by the Traffic and Parking Commission. The City Manager stated that California law requires a review every five years of speed limits that are enforced by radar. The basis of the review is a traffic and engi- neering. survey. It was moved by Councilman Green , seconded by Councilman Byork, that the ordinance be read by title only and introduced. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Rowe, Morris. Noes: None. It was moved by Council- man Higgins, seconded and carried, that Council approve the resolution. Councilman Rowe recommended that Council insist that the Los Angeles Flood Control District be requested to give an explanation as to where the water on Louise Street came from so that an explanation might be given to the people. He recommended that the Los Angeles Flood Control District be asked if the water came from the river. Councilman Higgins recommended that CALTRANS be requested to install a pump on Louise Street so that it does not become a collector street. P'USLIC ORAL COMMUNICAfiION ~, :,;.,,. Howard Rorrer, 11348 Louise Street, addressed Council to describe damage to his home as a result of flooding. He stated that he is presently living in a camper as his home is uninhabitable. Mr. Rorrer stated that he +^ saw the water coming from the river to Louise Street ` and described it as being twelve inches in depth. H. Rorrer re flood damage Travis Dennis, 5303 Century Boulevard, addressed Council T. Dennis re to describe flood damages to his home and to request in- flood damage formation on what assistance is available. The Mayor ad- assistance vised that there will be someone available at City available Hall on February 26 and 28 to assist persons who are in need of disaster aid. Alexander Bromley, 11365 Louise Street, addressed Council to recommend that Council appeal to the Governor for flood relief.. Mr. Bromley requested that the City re- move debris that has accumulated as a result of flooding. The Mayor recommend- disaster loaf ed that anyone in need of a disaster loan should contact City officials.
