THE CITY OF RICHMOND, INDIANA, JUNE 16, 2011
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, June 16, 2011, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Tony Foster. Also attending were Assistant City Attorney Kim Vessels, Lieutenant Don
Benedict, Director of Public Works and Engineering Greg Stiens and Gerald Sowah.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel are present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the June 9, 2011 meeting.
Foster moved to approve with a second by Lawson. The motion was unanimously passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment for June 17, 2011 in the
amount of $ $707,960.52. She explained of that total $14,941.83 was paid to G3 Tech Partners
for phone maintenance; $204,434.25 was paid to RP &L for electric cost; $154,392.00 was paid
to Fletcher Chrysler for seven (7) police cruisers; $39,336.80 was paid to Clark Dietz for
Engineering services for South "E" Street and $189,864.00 was paid to INDOT for the City's
local match for the Salisbury Road Project. Lawson moved to approve with a second by Foster.
The motion was unanimously passed.
ROAD CLOSURES
A. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict and submitted by Reynolds Service Tech, Inc., for the closure of Backmeyer
Road. He explained to the board that this request had been cancelled.
B. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict and submitted by the Deloney Family, for the closure of North 11th Street
from North "G" Street to North "H" and the alleyway on July 2, 2011 from 10:00 AM
to 12:00 Midnight for the Deloney's Family Event. Foster moved to approve with a
second by Lawson. The motion was unanimously passed. Lawson moved to grant a

Noise Variance until 12:00 Midnight on July 3, 2011 for fireworks with a second by
Foster. The motion was unanimously passed.
C. Robinson brought to the board a request that presented by Lieutenant Don Benedict
and submitted by Doug Williamson as President of the Wayne County
Commissioners for the closure of Salisbury Road from Crowe Road to the old rail
road bed at the fair grounds on June 24, 2011 beginning at 10:00 PM until the end of
the fireworks. Lawson moved to approve with a second by Foster. The motion was
unanimously passed.
TEMPORARY SIGN
A. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict a request that was submitted by Doug Williamson as president of the Wayne
County Commissioners, for a temporary stop sign at the entrance of the Wayne
County Fair Grounds on Salisbury Road to be removed at the end of the Fair. Foster
moved to approve with a second by Lawson.
CHANGE ORDER
A. Robinson brought to the board a request that was presented by Director of Public
Works and Engineering Greg Stiens for Change Order No. 11 for the Reid Parkway
Retention Pond with the Reid Parkway Project (INDOT Contract R- 27114) in the
amount of $16,903.25. Foster moved to approve with a second by Lawson. The
motion was unanimously passed.
BID AWARDS
A. The Bid Award that was on the agenda for printing services was tabled by Robinson
because there were no documents presented telling who was recommended for the
award.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
