REGULAR MEETING, APRIL 15, 1880 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date, at 7:35 p.m. Mayor Morris in the chair. Councilmen Byork, Green, Higgins, Rowe and Morris answered the roll call. Also present were City Manager Davis and City Attorney Murphy. SCHEDULED .MATTERS It was moved by Councilman Byork, seconded by Councilman Green, and carried, that minutes of the adjourned re- gular meeting of April 1, 1980, and regular meeting of April 1,:_19.80, be~ approved .as written. Res. ~~80-32 RESOLUTION N0. 80-32 entitled: "A RESOLUTION OF THE Election of CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, RECIT- April 8, 1980 ING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON APRIL 8, 1980, DECLARING THE RESULT THEREOF .AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW." was presented. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the resolution be adopted. Oraths of Office The City Clerk administered the oath of office and & Certificates issued certificates of election to Councilman James E. of election to Rowe, Councilman E. L. Morris, and Councilman Louis A. Councilmen Thompson. Appreciation The Mayor presented Councilman George W. Higgins with a plaque to plaque in appreciation of his dedicated service to the G. W. Higgins City as Councilman from 1976 to 1980. The City Clerk requested nominations for the office of Nomination of Mayor. Councilman Morris nominated Councilman Green; Mayor Green Councilman Rowe nominated Councilman Morris. Councilman Morris requested that his name be withdrawn from nomina- tion. It was moved by Councilman Morris, seconded by Councilman Byork, and carried, that the City Clerk be directed to cast an unanimous ballot for Councilman Green. Nomination of Mayor Green took the chair and requested nominations Mayor pro-tem for the office of Mayor pro-Tempore. Councilman Rowe J. D. Byork nominated Councilman Byork. Nominations were declared closed. The Mayor directed the City Clerk to cast an unanimous ballot for Councilman Byork. RESOLUTION N0. 80-33 entitled: "A RESOLUTION OF THE CITY Res. ~~80-33 COUNCIL OF THE CITY OF LYNWOOD URGING THE ALLOCATION OF State Sales TWO CENTS OF THE STATE SALES AND USE TAX TO LOCAL GOVERN- & Use Tax MENTS." was presented. It was moved by Councilman Byork, seconded and carried, that the resolution be adopted. Councilman Morris recommended that copies of the reso- lution be forwarded to both houses of the State Legis- lature and to cities in Los Angeles County. A. G. Litke The City Manager reported that the term of Arnold G. reappointed Litke as a member of the Personnel Board will expire on to Personnel M$Y 1, 1980. It was moved by Councilman Rowe, seconded Board by Councilman Morris, and carried, that Arnold G. Litke be reappointed as a member of the Personnel Board. NEW BUSINESS The City Manager recommended that pursuant to Section 24-20 of the City Cade, Council grant authority to the current City Manager for the period of his tenure to delegate certain powers and duties conferred upon him to any other City employees as the City Manager deems appropriate. It was moved by Councilman Byork, second- ed by Councilman Morris, that Council concur with the recommendation. Councilman Rowe questioned approval, stating that the effect would be to give the City Manager unlimited authority to hire and fire, create new positions, assign and reassign duties, and switch people without having to consult with+Council. He stated that approval would abrogate Council in personnel matters and might lead to serious disaffection in the personnel system. He re- commended that action be deferred. City Mgr authority The City Manager recommended that Council authorize re- placement of the position of Clerk-Typist in the City Clerk-Typist Clerk's office. OLD BUSINESS The City Manager presented proposed Agreement between the City of Lynwood and the Lynwood Redevelopment Agency and RESOLUTION N0. 80-35 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING AN AGREE- MENT FOR THE REIMBURSEMENT OF SERVICES BETWEEN THE CITY OF LYNWOOD AND THE LYNWOOD REDEVELOPMENT AGENCY." It was moved by Councilman Morris, seconded by Councilman Thompson, and carried, that Council authorize execution of the Agreement and adopt Resolution No. 80-35. Councilman Rowe recommended that Council re-evaluate the payment of $75,000. by the Agency to the City and re- quested that Staff prepare a report with respect thereto. It was moved by Councilman Rowe, seconded by Councilman Byork, and carried, that the foregoing resolutions be adopted. COUNCIL ORAL COMMUNICATIONS California St Councilman Morris stated that he has received complaints f . parking & rom residents regarding the problems of street sweeping d an parking on California Street. The Assistant City sweeping - Manager reported that the Public Works Department is in decals on the process of re-routing street sweepers and that all street signs streets in the City will be re-signed. Councilman Morris recommended that consideration be given to using decals on present street signs to change the street sweeping schedule. Councilman Rowe inquired why the Assistant City Manager speaks for the. Engineering and Street Departments. The City Manager stated that Mr. Weaver has been appoint- ed department head for the Public Works Department. Wright Rd. Councilman Byork requested that something be done about Virginia & the problem of flooding on Wright Road, Virginia and '"'~" Louise Avenues ~ Louise Avenues, and recommended that the, Engineering De- flooding partment work with CalTrans on the ~ problem.. Councilman Thompson stated residents have expressed concern about lack of street sweeping due to parked cars. PUBLIC ORAL COMMUNICATIONS Frances Frances Navratil, 3686 Cedar Avenue, addressed Council Navratil's to complain about the lack of street sweeping due to complaint parked cars. She recommended that the overnight parking ordinance be enforced. Dr. Charles L. Floyd's complaints: street sweep- ing & over- night parking & minority employment Minnie Valdez's complaint re: dirty streets & alleys; Lugo Ave. car rpr. Joy Feryanitz Abbott Rd. speed limits & signs Dr. Charles L. Floyd, 12503 Harris Avenue, addressed Council to complain that the alley at Thorson Avenue is not being swept; and to inquire why the overnight parking ordinance is not being enforced. The Mayor requested a report from the Engineering Department. Rev. Floyd re- quested and received information regarding amendments to the personnel rules and regulations acted on earlier in the meeting. He recommended that minority employment be upgraded in the City. Minnie Valdez, 3847 Lugo Avenue, addressed Council to complain about dirty streets and to inquire whose re- sponsibility it is to sweep alleys. Mrs. Valdez complain- ed about a car repair business in the alley south of Lugo Avenue. Joy Feryanitz, 10850 Alexander Avenue, addressed Council to inquire when the new speed limits will go into effect on Abbott Road; and to inquire when the new speed signs will be posted. ~_F ~ r , William Horn, 3528 Agnes Avenue, addressed Council to Wm.
