Newell The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date, at 7:30 p.m. Mayor Green in the chair. Councilmen Byork, Morris, Rowe, Thompson and Green answered the roll call. Also present were City Manager Davis and City Attorney Murphy. SCHEDULED MATTERS It was moved by Councilman Byork, seconded by Councilman Thompson, and carried, that minutes of the adjourned regular meeting of May 6, 1980, and the regular meeting of May 6, 1980, be approved as written. The Mayor presented a plaque to Arthur F. Zielinski on the occasion of his retirement in appreciation of his 22 years of service. The Mayor presented a plaque to Earl L. Newell on the occasion of his retirement in appreciation of his 21 years of service. Dr. Abel B. It was the consensus of Council that a resolution of Sykes, Jr. commendation be approved for Dr. Abel B. Sykes, Jr. , RES. of President, Compton Community College on the occasion of commendation his 10th anniversary. The Mayor announced that the time had arrived to conduct Rev. sharing a public hearing on the proposed use of $747,000. in funds $747,000. revenue sharing funds for general municipal services for 1980/81 fiscal year 1980/81. The Mayor inquired if there was anyone present wishing to speak for or against the pro- posed use. As there was no response, the Mayor declared the public hearing closed. Councilman Rowe recommended that the final revenue sharing budget be detailed with respect to fund allocations. ORD. 1039 repealed. It was moved by Councilman Morris, seconded by Councilman Byork, that Ordinance No. 1039 be repealed. An Ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY Fire Serv. fees OF LYNWOOD REPEALING ARTICLE IV OF CHAPTER 12 OF THE 1st reading LYNWOOD CITY CODE RELATING TO FIRE SERVICE FEES." was presented. The City Attorney advised the motion is to read by title only and to introduce. Roll Call: Ayes: Councilmen Byork, Morris, Rowe, Thompson, Green. Noes: None. Absent: None. Morris, Alternate It was moved by Councilman Morris, seconded by Councilman Thompson, and carried, that the appointments be approved. i `?. S~ ~~ RESOLUTION No. 80-47 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE APPLICATION FOR GRANT FUNDS UNDER SB 620 DISCRETIONARY FUNDS." was presented. The City Manager reported that the Depart- ment of Transportation has invited the City to submit an application for special transportation needs and the City has applied for a grant of $60,800. to expand its Dial-A-Ride program. It was moved by Councilman Rowe, seconded by Councilman Byork, and carried, that the resolution be approved. Dan Snavely,. Director of Parks and Recreation, stated that the Dial-A-Ride pro- gram will be expanded to provide for weekend coverage, extended day hours, and service outside of the City. RESOLUTION No. 80-48 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ESTABLISHING FEES FOR ENVIRONMENTAL ASSESSMENT OF PROJECTS PROPOSED WITHIN THE CORPORATE BOUNDARIES OF THE CITY OF LYNWOOD." was presented. It was moved. by Councilman Morris, seconded by Councilman Byork, and carried, that the resolution be adopted. The City Manager reported on SB 1439 which would permit the use of funds under the Litter Control Act (SB 650) for eradication of graffiti. It was moved by Councilman Byork, seconded by Councilman Morris, and carried,. that Council support SB 1439• Councilman Morris commented that SB 1439 is an example of cooperation between cities and legislators. Councilman Morris stated that at a meeting with Senator Dills in January, State funds were requested by the City to buy paint to eradicate graffiti within the community. Senator Dills subsequently authored SB 1439. OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THERE- FOR." was presented. It was moved by Councilman Byork, seconded by Councilman Thompson, that Council adopt the resolution. Roll Call: Ayes: Councilmen Byork, Morris, Rowe, Thompson, Green. Noes: None. Absent: None. OLD BUSINESS JHK & Assoc. The City Manager reported that JHK and Associates have 30-day ext, requested an extension of 30 days to fulfill the service contract for traffic engineering service. It was moved by Councilman Morris, seconded by Councilman Rowe, and carried, that amendment extending the completion date to June 30, 1980, be approved. COUNCIL ORAL COMMUNICATIONS Street sweeper/ Councilman Thompson inquired if the new street sweeper elec. vehicle is in operation. The Assistant City Manager advised discussion re that it is scheduled to be used on May 27, 1880. Council- maintenance man Thompson inquired if the electric vehicle grant pro- vides for maintenance costs and, if so, for what period of time. The City Manager responded that maintenance of the vehicle is part of the service that the City provides. Councilman Rowe discussed a communication from manage- ment in response to his request for clarification about Councilman Rowe the position of Public Works Director. He stated that re Public Wks. the head of Public Works should be an engineer, pursuant Director to the City's classification plan in effect prior to the present management. Councilman Rowe stated that the designation of a non-professional to direct professionals is a policy matter. He expressed concern about a recent change in designating former department heads as division heads for the positions of City Engineer, Superintendent of Public Works, and Garage Superintendent. Councilman Rowe stated that the new arrangement insulates manage- ment from direct communication by imposing another level of authority, and is bad for morale, stifles initiative, and is not conducive to good teamwork. Councilman Morris recommended that Council consider Contract be- management's request for a contradt between the City and tween City & the Lynwood Services Corporation and approve the three LSC recommendations made by the City Manager in Newsletter of May 9, 1880. It was moved by Councilman Morris, seconded by Councilman Byork, t-hat Council approve the request. Councilman Rowe stated that he would not vote until he has had an opportunity to study the agreement and re- commended that action be postponed until the next meeting. Councilman Rowe stated that some changes should be made, but that the agreement has not been sent to, nor dis- cussed byr the Board of Directors of the Lynwood Services Corporation. Councilman Morris stated that Lynwood Services Corporation performs a vital function for City government and for people within .t he community and that there is, at the present time, no contract for labor or work. i Councilman Thompson stated that he was unaware that matter would be voted upon at this meeting and that he had not had an opportunity to study the matter. Councilman Morris referred to request made at a previous meeting for information regarding the sale of fireworks within the City, and stated that the cities of Los Angeles ,;. Fireworks ~ ~, and Long Beach are the only cities in the area that do not discussion allow selling of safe and sane fireworks. He expressed & request -- concern about the number of fireworks stands that will be for study conducted in the City and requested that consideration be given to limiting the number of stands. It was moved by Councilman Morris, seconded by Councilman Rowe, and carried, that staff be directed, after July 4, 1980, to prepare a study setting .forth guidelines. S. Mrs. Sotelo expressed concern about & fire haz. the potential for fire presented by overgrown palm trees.
