Cauncilmen Byork, Morris, Rowe, Thompson and Green answered the roll call. Also present were City Manager Davis and City Attorney Murphy. SCHEDULED MATTERS It was moved by Councilman Byork, and carried, that minutes of the special meeting of May 19, 1980; the adjourned regular meeting of May 30, 1980; and the regular meeting of May 20, 1980, be approved as written. Stewart It was moved by Councilman Byork, seconded by Councilman Rowe, and carried, that Agenda items 7 and 8 (zone changes on Spruce Street and Wright Road) be continued to the next regular meeting. NEW BUSINESS RESOLUTION No. 80-5o entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REQUESTING AN ALLOCATION AND PAYMENT OF COUNTY AID TO CITIES FUNDS FOR THE MAINTENANCE OF SELECT SYSTEM STREETS." was presented. The City Manager re- ported that Aid to Cities funds in the amount of $122,690 are available. It was moved by Councilman Morris, seconded by Councilman Thompson, and carried, that the resolution be adopted. The City Manager recommended that Council approve removal of parkway trees at the following locations: 11011 Duncan Avenue 10721 Hulme Avenue 4200 Shirley 4005 Woodlawn It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that Council concur with the recommendation. The City Manager recommended that Council approve an increase in fees for Stradling, Yocca, Carlson & Rauth, as follows.: monthly retainer fee to be increased from $1,300 to $1,450, and the hourly rate for certain specified additional work, including litigation and extraordinary assignments, from $65. to $70, to be effective as of July 1, 1980• It was moved by Councilman Morris, seconded by Councilman Byork, and carried, that Council concur with the recommendation. Council discussed the request from Southern California Association of blind athletes for a contribution to help defray costs involved blind in sending Leamon Stansell, 3901 Carlin Avenue, to Holland to athlete compete for the United States in the Olympics for the blind. It was moved by Councilman Byork, and carried, that staff be direct- Leamon ed to obtain further information regarding the request. Council- Stansell man Byork recommended that the Recreation Director investigate the possibility of organizing some kind of competition to help raise money for this purpose. { RES. 80-51 RESOLUTION No. 80-51 entitled: "RESOLUTION OF THE CITY Demands COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. It was moved by Councilman Byork, second- ed by Councilman Thompson, that the resolution be adopted. Councilman Rowe requested that pages be numbered on the warrant register in the future. ROUTINE ITEMS ORD. 1099 ORDINANCE No. 1099 entitled: "AN ORDINANCE OF THE CITY Repealing COUNCIL OF THE CITY OF LYNWOOD REPEALING ARTICLE IV OF Fire Service Fees CHAPTER 12 OF THE LYNWOOD CITY CODE RELATING TO FIRE SERVICE FEES." was presented. RES. 80-52 RESOLUTION No. 80-52 entitled: "A RESOLUTION OF THE Redevelopment CITY COUNCIL OF THE CITY OF LYNWOOD DESIGNATING THE Survey ENTIRE CITY AS A REDEVELOPMENT SURVEY AREA." was in- troduced. It was moved by Councilman Morris, seconded by Councilman Byork, and carried, that Council adopt the resolution. COUNCIL ORAL COMMUNICATIONS Councilman Thompson commends Safety Councilman Thompson commended the Safety Committee on Committee the success of the Safety Program and commented on the reduction of the number of employee accidents and injuries during the past year. Councilman Rowe re Compton property Councilman Rowe expressed concern regarding a report (Sears) re ared b mana ement recommendin the p p y g g purchase of property in Compton for use by the City and School District for corporation yards. Councilman Rowe stated that the plan, if approved by Council, had the potential for creating an altercation with the City. of Compton. He inquired why Compton officials were not consulted in advance. Councilman Rowe stated he discussed the matter with a Compton City official and that the official indicated that the plan would not survive its first test. Councilman Rowe recommended that Council consider all the implications involved before proceeding further. Councilman Morris stated that only a portion of the Sears property is under consideration. The Mayor stated that he discussed the plan with Mayor Cade on two occasions. Richman, 11068-B Benwell Drive, addressed Council D.M.Richma to discuss the difficulty he encountered in obtaining in- re recent formation from the Sheriff's Department regarding a recent homicide homicide. John H. Clark, 3456 Josy Avenue, Long Beach, addressed J.H.Clark Council to complain about the circumstances of his son's re Sheriff arrest May 17, 1980. He alleged that the Sheriff's De- Dept. partment had harassed his son and had confiscated certain harassment items of personal property. The Mayor referred the complaint to the City Manager for investigation. Camille Whiteley, 11530 Virginia Avenue, addressed Council C.Whitele5 to discuss: proposed purchase of the Sears property; the comments City's salvage ordinance; purchases of furniture for City Hall offices; washing of cars in the street; and lack of representation by the City at the recent freeway meeting. Milton Smith, 526 Alberta Street, Altadena, addressed M.
