Councilmen Byork, Morris, Rowe, Thompson and Green an- swered the roll call. Also present was City Manager Davis. RESOLUTION No. 80-59 entitled: A RESOLUTION OF INTENTION RES 80-59 TO ABATE DRY AND DRYING WEEDS ON"CERTAIN PARCELS OF LAND IN THE CITY OF LYNWOOD." was presented. The City Manager recommended that Council approve funding to continue Community Relations/Bicycle Safety Program, and Traffic Enforcement Program which are due to expire in September and October respectively. Captain Robert Ripley and Lt. Stuart Hansell discussed services rendered by the Sheriff's Department in connection with the programs. It was moved by Councilman Morris, seconded by Councilman Rowe, and carried, that the Community Relation/Bicycle Safety Program be continued and that $29,692 be appro- priated from the general fund. It was moved by Councilman Morris, seconded by Councilman Thompson, that the Traffic Enforcement Program be continued and that $85,096. be appropriated from the general fund. Council concurred with re- commendations relative to operation items. Account No. 1-113. General Services. Council concurred with recommendations relative to operation items. The City Manager recommended upgrade of position of Administrative Assistant to General Services Manager; upgrade of position of Administrative Analyst to Personnel Manager; addition of management training courses at a cost of $385 per manager. Account No. 1-120. Community Promotion. Council concurred with recommendations relative to operation items, and addition of $29,000 for Chamber of Commerce. Account No. 1-105. City Treasurer. The City Treasurer presented a request for increase in salary. It was moved by Councilman Morris, seconded by Councilman Rowe, that the City Treasurer's salary be increased to $300 per month. Roll Call: Ayes: Councilmen Byork, Morris, Rowe, Thompson, Green. Noes: None. Absent: None. Account No. 1-102. City Manager. Councilman Rowe questioned increase of 3000 for Travel and Meetings. He stated that the salary for the Assistant City Manager should be included under the City Manager's account. Councilman Rowe stated that he is opposed to declassification of the positions of Assistant City Manager, Administrative Analyst, Planning Director and City Engineer. The City Manager recommended that Council approve budget items from City Council to Personnel and Purchasing. It was moved by Councilman Morris, seconded by Councilman Byork, and carried, that Council concur with the recommendation. Council adjourned to executive session for discussion of per- sonnel matters.
