HomeMy Public PortalAboutM 1980-06-23 - CCr _t ADJOURNED REGULAR MEETING JUNE 23, 1980 The City Council of the City of Lynwood met in an adjourned regular session in the City Hall, 11330 Bullis Road, on above date, at 7:00 p.m. Mayor Green in the chair. Councilmen Byork, Morris, Rowe, Thompson and Green answered the roll call. Also present was City Manager Davis. Consideration of the proposed budget for the fiscal year 1980-81 was continued. City's 1980-81 budget continues Account No. 1-111. Personnel/Purchasing Division. Councilman Rowe questioned the legality of creating a Personnel Manager position in view of the City ordinance which specifies that the City Manager is the Personnel Officer. Councilman Rowe stated for the record he is opposed to items in the budget from City Council to Personnel and Purchasing. The City Manager recommended upgrad- ing of the position of Administrative Analyst to Personnel Manager; increase in the amount budgeted for physical examinations; addition of a budget item for $10,000 for management training. Councilman Rowe stated he is opposed to the budget item relating to manage- ment training. Account No. 1-126. Insurance. Council concurred with recommen- dations relative to operation items. Account No. 9-101. Retirement. Council concurred with recommen- dations relative to operation items. ~,.., Account No. 3-126. Worker's Compensation. Council concurred with recommendations relative to operation items. i It was moved by Councilman Morris, seconded by Councilman Byork, to accept management recommendations for budget items from Per- . sonnel/Purchasing to Worker's Compensation, as presented. Roll Call: Ayes: Councilmen Byork, Morris, Thompson, Green. Noes: Councilman Rowe. Absent: None. Account No. 1-103. City Clerk. The City Manager recommended up- grading of position of Accounting Supervisor to Accounting Manager; transfer of accounting responsibilities to Accounting; upgrading of position of Accounting Technician to Water Billing Supervisor. It was moved by Councilman Byork, seconded by Councilman Morris, that the budget for the City Clerk be approved. Roll Call: Ayes: Councilmen Byork, Morris, Thompson, Green. Noes: Councilman Rowe. Absent: None. Account No. 1-145. Public Safety. The City Manager rescinded the request for an additional Assistant Fire Chief, and recommended the addition of a Fire Prevention Division; and transfer of Building Inspection and Code Enforcement to Community Development. Council- man Rowe stated that he would vote against the Public Safety Budget because he considers the budget of $3,500 for Travel and Meetings to be excessive. Councilman Rowe stated he is concerned that Fire Inspection, Fire Prevention, and Fire Suppression are three sepa- rate items. It was moved by Councilman Byork, seconded by Council- man Thompson, and carried, that the budget for Public Safety be approved. Account No. 1-190. Parks and Recreation. The City Manager re- commended the addition of new positions of Custodian, Clerk-Typist, part-time Park Maintenance crew, and one full-time Maintenance Worker. Councilman Rowe stated that the budget for Travel and Meetings has increased from $500 for the last fiscal year to $1,200 for the current fiscal year. It was moved by Councilman Byork, seconded by
