HomeMy Public PortalAbout07-22-10c A Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at 6:00 P.M., Thursday, July 22, 2010, Council Chambers, Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call vote the following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Randy Krum " Susan Naples Also noted present was Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Borough Attorney. Noted absent was Councilmember Joseph Sitarz. The Meeting was opened with a minute of Silent Prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated that the 2010 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on January 4, 20 10 and published in The Home News Tribune on January 6,2010 and in The Star Ledger on January 8,2010. Upon MMS&C, by Councilmembers Diaz and Naples and the unanimous affirmative vote of. the five (5) members present, the minutes of July 8,2010 wel:e approved as transcribed and engrossed by the Clerk. . . July 22, 2010 Regular Meeting Roll Call Also noted Present Noted Absent Silent Prayer/Pledge of Allegiance Statement of Meeting Notice Minutes for Approval 1 July 22, 2010 Public Portion/ Resolution/Agenda Items & New Business Open to Public Public Portion Closed Resolutions- Discussion Continued PUBLIC PORTION ON RESOLUTION/AGENDA ITEMS Ai'lD NEW BUSINESS: Upon MMS&C, by Councilmembers Diaz and Krum and unanimous affilmative vote of the five (5) members present, the public portion on Resolutions/Agenda and New Business was opened to the public. There were no comments from the public. Upon MMS&C, by Councilmembers Diaz and Krum and unanimous affumative vote of the five (5) members present, the public portion was closed. Mayor Reiman read the resolutions into the record: 1. # 1 0-170 Professional Services - Slavin & Morse, LLC, Re: ABC Related Matters. Mayor Reiman rep0l1ed that this was alcohol beverage control. We have some pending issues with some of the local bars. 2. #10-171 Professional Services - T&M Associates, Re: Turnpike Sewer Crossing Construction Observation & Contract Administration Services. Mayor explained that this is the Turnpike Sewer Crossing. This is for the sewer lateral construction under the turnpike. It is nmded by the NJEIT which is the Environmental Infrastructure Trust Fund. The total project is about two million dollars. We awarded that a few meetings ag~ for the contractor. This is for the Engineers to be on sight as they are putting that lateral in. 2 July 22, 2010 3. #10-172 Professional Services - T&M Associates, Re: Turnpike Sewer Crossing Bidding & NJDEP Redesign Services. Mayor explained that this was the final phase of the DEP to redesign Con tinued Di scussion services. We sent down the original plans to the DEP and they required some changes that T &M had to do prior to issuing the bids. 4. # I 0-173 Accepting Grant from Hazardous Discharge Site Remediation Fund Public Entity Program Through the NJ Economic Development Authority and the DEP, Re: Carteret Sewage Treatment Plant Property. 5. #10-174 Approval Renewal ABC License - Karen Bezner, Esq., Re: Albob. Mayor noted that this was the old Bob Bucklew license, Brother's Bistro on Cooke Avenue. That license was sold and is now under Bankruptcy Trustee Guardianship. 6. #10-175 Granting Pelmission to Lexent Metro Connect, LLC to Install Telecommunications Facilities Along the Public Right - of- Way. Mayor Reiman explained that they will be lUnning telecommunication wires in underground conduits. 7. #10-176 Amendment to the 2010 Local Municipal Budget. 8. #10-177 Award of Bid for Miscellaneous Streetscape Improvement to Buckler Associates. Councilmember Diaz asked what streets that was for. Mayor replied that these are miscellaneous streetscape improvements, damages, crushed sidewalk. It is also to finish up the streetscape for the Roosevelt Avenue section in Chrome. A p0l1ion of it will be nmded by the Neighborhood Preservation Program Grant of which we have about $280,000.00 remaining and the balance will have to come from the SID or the Carteret Redevelopment Agency as well as 3 July 22, 2010 Owen Ravino - Health Inspector miscellaneous disputed quantities so that if there is a broken sidewalk here or there and only within that streetscape area. 9. #10-178 Approving Public Health Inter-Local Services Agreement with the County of Middlesex. Mayor explained that the County handles our Health Services. As you know, Owen Ravino our Health Inspector works for Middlesex County. That is pm1 of the Shared Service Agreement. 10. # I 0-179 Professional Services -Potter Architect, Re: Final Phase, Health & Wellness Center. II. #10-180 Professional Services - T&M Associates, Re: Keystone Property Acquisition. Mayor Reiman rep0l1ed that tllis is some of the property that we previously acquired along the waterfront for our pmking lot. 12. #10-181 Designating Investors Savings as the Conditional Redeveloper for P0l1ions of W asllington Avenue Redevelopment Project. Mayor Reiman explained they have a two year lease with us. They will ultimately construct a new Investor Savings Bank on Wasllington Avenue cattycomer from Krauzers and Rite Aid. The Redevelopment Agency will or does own that propel1y and they will enter into a long telm land lease. 13. #10-182 Award of Bid for the 2010 Road Program - Phase I to S. Brothers. 14. #10-183 Award of Bid for the 2010 Road Program, Tennyson Estates to S. Brothers. 15. #10-184 Authorizing Bids for East Cheny Street Rehabilitation. Councilmember Knlm asked about East Chen'y Street. He wanted to know if that was pm1 of Hennann Avenue. 4 Mayor Reiman replied that Helmal'ln Avenue, when it mns west bound turns into East Cherry Street behind the High School. We are going out to bid for mill and reconstmction but not complete curb and sidewalk. This is the final phase. The first was for one section of Hermann A venue and Romanowski and the third phase takes it the other way to Jackson Avenue. 16. #10-185 Authorizing Bids for Industrial Road Landscaping Improvements. Mayor Reiman explained this was pm1 of our settlement with Kinder Morgan. They provided three hundred thousand dollars for beautification and landscaping improvements along the highway. 17. #10-186 Authorizing Refund for Tax and/or Sewer Fee Overpayments. 17a. #10-187 Award of Bid for Cell Tower, Verizon and Metro PCS. Mayor Reiman explained that they are going to constmct a cell tower on a small piece of propelty behind Public Works. They are going to pay us a total of five thousand dollars per month once its constructed between the two. This is the fust tinle we've seen sometlling like this. They are going to build it and nun it over to us; they will maintain it and we will collect twenty five hundred dollars from each of them so five thousand dollars per month for the life of the tower. Anytlling we rent out we'll also get the monies on that. This could be a long telm money maker. 17b. # I 0-188 Authorizing Receipt of Proposals for Special Tax Services. 18. #10-189(a) Appointing Member to the Zoning Board of Adjustment. **Clerk's Note- Tliis resolution was adopted later in the meeting but for continuity, it is placed here. Councilmember Sitarz was noted absent. 8 Upon MMS&C by Council members Diaz and Krum all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted in the affirmative. Application for ABC License #1201-33-032-012 transfer from Karen Bezner, Esq. to Padam Patel. The Mayor explained that this was the Albob license that was renewed under resolution earlier. Karen Bezner, Esq. was the bankruptcy trustee that was appointed by the com1 and will be transferring the license to Padmll Patel who won the license at a Federally Auctioned bankruptcy auction. Councilman Bellino asked if the Mayor knew where he would put it. Mayor replied that there was no place to put it as of yet. This is just a person-to-person transfer. Before they can use the license they have to come in, find a spot, find a building and go through any planning or zoning permits that are required. The Clerk stated that tIlis is just to accept it and send it to the Police Depm1ment. The Mayor than asked for a motion to accept the application. Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, KIum md Naples the application was accepted. Councilman Sitarz was noted absent. BUILDINGS & GROUNDS - Conmlittee Chairperson Naples rep0l1ed that Seasonal maintenance is being taken care of. Again, for all of our maintenance workers outdoors they' are doing a great job July 22, 2010 Bill List Application Discussion Approved Transfer Committees Buildings & Grounds 9 July 22, 2010 with the heat and dry weather md staying healthy, wllich IS our concern. Finance & AdministratiolfINANCE & ADMINISTRATION - Committee Chairperson Diaz reported that they have been pretty quite this summer. Continued Progress. Fire & Domestic Preparedness FIRE & DOMESTIC PREPAREDNESS- Committee Chairperson KI'um reported that Firefighter Joseph Lombardi md EMT Eric Wahl conducted CPR and Defibrillator classes for six Girl Scout Troop Mothers. They need to take this class to be Troop Mothers. We also have six High School students who have joined our Volunteer Cadet Program. The students will be attending meetings and training drills and will be allowed to observe and assists at fire scenes where appropriate. We m'e introducing the students to the duties of an emergency responder and help them to decide if they would like to pursue tllis type of work. Progress. Parks, Recreation & Public Property PARKS, RECREATION & PUBLIC PROPERTY - Committee Chairperson Bellino reported that the weather has been treacherous for outside workers. They have been taking time to hydrate. Progress. Ash Street Park - Ribbon Cutting Mayor stated that everyone should have received in their mail box the official Ribbon Cutting for the Ash Street Park. The Mayor said he believed that it will be on July 3151 at 10:00 A.M. or II :00 AM. Upon the ribbon cutting, the park will be open and we'll have a couple of (inaudible) Soccer Games. Police POLICE - The Mayor stated that Councilmember Sitarz is absent. Progress in that depm1ment. Mayor said that he would advise everyone to Buckle Up. Public Horks PUBLIC WORKS - Comnlittee Chairperson DiMascio reported nothing new. 10 BOARD OF EDUCATION - Committee Chairperson Naples reported that she just received word today from High School Principal Mr. Repollet that the high school did apply for and receive a Grant in the amount of five hundred thousand dollars ($500,000.00) per year for five years totaling 2.5 million for after school programs which will really bring a lot to our students. She said she would have more information at the next meeting. BOROUGH OF CARTERET MIDDLESEX COUNTY, NEW JERSEY PROCLAMATION NATIONAL NIGHT OUT 2010 WHEREAS, the National Association of Town Watch (NATW) is sponsoring a unique, nationwide crime, drug and violence prevention progrml on August 3rd, 2010 called "NATIONAL NIGHT OUT"; and WHEREAS, the "27tb Annual National Night Out" provides a unique oppOliunity for the Borough of Carteret to join forces with thousmds of other communities across the countty in promoting Cooperative, police-community crime prevention eff0l1s; and WHEREAS, the Crime Prevention Unit plays a vital role in assisting the Cm1eret Police Depm1ment through joint crime, drug and violence prevention eff0l1s in the Borough of Cm1eret; and WHEREAS, it is essential that all citizens of the Borough of Carteret be aware of the imp0l1mce of crime prevention programs and the impact that their pm1icipation can have on reducing crime, drugs and violence in the Borough of Carteret; and WHEREAS, police-community pm1nerships, neighborhood safety, awareness and' cooperation m'e important themes of the "Nationaf Night Out". FURTHER, LET IT BE RESOLVED THAT WE, The Mayor and Council, do hereby proclaim Tuesday, August 3rd , 2010 as "National Night Out" in the Borough ofCm1eret. Mayor Reiman appointed Planning Board Members Class 4 - Jose Ortiz & Daniel Croson, Jr. He appointed a Class 4 Member to the Zoning Board, Kerry Ann Mansuetto. He said he needs a consent on the two Board appointments. The Clerk asked for a resolution and vote.
