REGULAR l+sEETITQG AUGUST l9, 1.980 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date, at 7:30 p.m. Mayor Green in the chair. Councilmen Byork, Morris, Rowe, Thompson and Green an- swered the roll call. Also present were City Manager Davis and Assistant City Attorney McEwen. SCHEDULED MATTERS: It was moved by Councilman Byork, seconded by Councilman Thompson, and carried, that minutes of the Adjourned Regular meeting of July 15, 1980; the Regular meeting of July 15, 1980; the Adjourned Regular meeting of August 5, 1980; and the Regular meeting of August 5, 1980 be approved as written. The Council designated the period from September 1-6, 1980 as "Union Label Week." It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the proclamation be authorized. RESOLUTION No. 80-86 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING, RESOLUTION NO. 79-89 REQUIRING THE FILING OF AN APPLICATION FOP,M FOR THE INSTALLATION OF ON-STREET HANDICAPPED PARKING ZONES." was presented. It was moved by Councilman Morris, second- ed by Councilman Thompson, and carried, that the reso- lution be adopted. The City Manager recommended that the firm of Berryman and Stephenson, Inc. be hired to provide engineering services in connection with the Storm Drain Master Plan Study for a fee of $19,000. It was moved by Councilman Morris, seconded by Councilman Thompson, and carried, that Council authorize the Mayor to execute the necessary agreement, subject to approval by the City Attorney. The City Manager presented Cooperation Agreement in connection with the Seventh-year Community Development Block Grant Program. It was moved by Councilman Thompson, seconded by Councilman Morris, and carried, that Council approve participation in the program and authorize the Mayor to execute the agreement. The City Manager reported that Housing & Community Develop- ment Contracts No. 77C-147 and No. 78C-162 expired on June 30, 1980 leaving a balance of $26,155 in unexpended funds. He recommended that the funds be transferred to Contract No. 79C-378 for the purpose of hiring a Planning Associate. It was moved by Councilman Morris, seconded by Councilman Byork, and carried, that Council concur with the recommendation and that approval of the transfer of funds be obtained from Los Angeles County Department of Community Development. The City Manager recommended that Council approve a contract Clifford with Clifford Robinson for the position of Housing and Community Development Coordinator at $2,225 per month. It was moved by Councilman Byork, seconded by Councilman Norris, and carried, that the resolution be adopted. RESOLUTION No. 80-88 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTID RES. 80_88 AND ORDERING T~,RRANTS DRAWN 'I~I2F~F'OR." was presented. It was moved by Councilman Thompson, seconded by Councilman Norris, that the re° Demands solution be adopted. Councilman Rowe asked for further information regarding Warrant No. 7869 for $2,907.77, issued to Petty Cash and charged to the Water Fund. It was moved by Councilman Rowe that Council instruct the City Manager to furnish details in connection with the expenditure. Gerard Goedh~-irt, Director of General Services, stated that the charge to the Water Fund represents refunds of deposits to water customers. The motion died for lack of a second. Noes: Councilman Rowe. Absent: None. The Motion failed to carry lacking unanimous consent. The City Attorney read Ordinance No. 1106 in its entirety. RES. 80-90 RESOLUTION No. 80-90 entitled: "A RESOLUTION OF THE CITY tax rate for COUNCIL OF THE CITY OF LYNWOOD FIXING THE RATES OF TAXES FY 1980-81 AND LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 1980 AND ENDING JUNE 30, 1981." was presented. It was moved by Councilman Thompson, and seconded by Councilman Morris, that the resolution be adopted. Roll Call: Ayes: Councilmen Byork, Morris, Rowe, Thompson, Green. Noes: None. Absent: None. ky i. ^ A report on the offer of Goodyear Tire & Rubber Company to lease 874.36 acre feet of water at $33 per acre foot, for a total cost of $28,853.88, was presented by the City Manager with the recommendation that Council approve the water right transaction and authorize the Mayor to execute the necessary agreement. Mayor Green inquired about the status of code enforcement. Witter to inquire about the large number of warrants drawn for questions newspaper advertisements. The City Manager responded warrants that the City is currently recruiting for six positions. Council discussed the mailing of job flyers to distant geographical areas and Councilman Rowe recommended that the practice be reevaluated. Councilmen Byork, Morris, Rowe, Thompson and Green answered the roll call. Also present were City Manager Davis and Assistant City Attorney McEwen. The City Manager added items 18 and 19 to the agenda relative to the tax rate for fiscal year 1980-81 and the lease of water pumping rights from Goodyear Tire & Rubber Company, respectively. Council adjourned to executive session to discuss a matter of potential litigation. Following executive session, the meeting was adjourned.
