REGULAR MEETING OCTOBER 21, 1980
The City Council of the City of Lynwood met in regular
session in the City Hall, 11330 Bullis Road, on the
above date, at 7:30 p.m.
Mayor Green in the chair.
Councilmen Byork, Morris, Rowe, Thompson and Green
answered the roll call.
Also present were City Manager Davis and City Attorney
Murphy.
Mayor Green presented awards to the winners of the
"Walk For Litter" poster contest sponsored by the
Community Affairs Commission. The grand prize was
won by Elizabeth Bailey, Lindbergh School, and the
first prizes were won by the following: Shamel Wilson,
Abbott Elementary School; Raul Casares, Hosler Junior
High School; Jose Gomez, Lindbergh School; Panichai
Praditbatugo, Mark Twain School; and John Burger,
Roosevelt School.
Scheduled Matters
It was moved by Councilman Byork, seconded by Council-
man Thompson, and carried, that the minutes of the ad-
journed regular meeting of October 7, 1980 and the
regular meeting of October 7, 1980 be approved as written.
Pub.Hrng. The Mayor announced the time had arrived to conduct
weed abate- public hearing on proposed weed abatement program for
ment 1980/81 the fiscal year 1980/81. The City Manager presented
his report and informed Council that notices of public
hearing had been mailed to the affected property owners.
The Mayor inquired if there was anyone present who
wished to speak in favor of, or in opposition to, the
proposed abatement. There was no response and the
public hearing was closed.
RES. 80-115 RESOLUTION No. 80-115 entitled: "A RESOLUUION PASSING
Weed UPON OBJECTION AND DIRECTING THE SUPERINTENDENT OF
Abatement STREETS TO ABATE THE NUISANCE OF DRY AND DRYING WEEDS
THAT EXIST ON CERTAIN PARCELS OF LAND IN THE CITY OF
LYNWOOD." was presented. It was moved by Councilman
Rowe, seconded by Councilman Byork, and carried, that
the resolution be adopted.
New Business
Policy State- The City Manager recommended that Council adopt a

on Employee Medical Care. It was moved by Councilman Morris,

Medical Care commented favorably on the CPR program; the Mayor
commended the Fire Department for conducting the course
for City employees.
The City Manager presented a report on the proposed
RES. 80-116 Newsletter, with the recommendation that Council adopt
Newsletter RESOLUTION No. 80-116 entitled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE
APPROPRIATION OF TEN THOUSAND, ONE HUNDRED AND FORTY
DOLLARS, AND APPROVING AN AMENDMENT TO THE ANNUAL
OPERATING BUDGET FOR THE FISCAL YEAR 1980-81 TO APPRO-
PRIATE REQUISITE FUNDS." It was moved by Councilman
Morris, seconded by Councilman Byork, that Council

concur with the recommendation. Councilman Morris stated
he is in favor of a newsletter for disseminating information
on redevelopment, block watch, recreation, home improve-
ment programs, etc. to residents and businesses. Council-
man Rowe took exception to the language in the third
paragraph of the report, stating that the implications
are not clear. He pointed out that the proposed budget
does not take into consideration the staff writer's salary
and miscellaneous expenses. Councilman Rowe stated he is
opposed to a newsletter at this time on the ground that
it could be used for political aggrandizement of Council,
management and department heads.

for Krishna Rowe, and carried, that application from the International
Cons. request Society For Krishna Consciousness for permission and exempt

Council Oral Communications
Councilman Councilman Rowe requested the City Manager to report on a
Rowe re• recent trip to Phoenix, Arizona. The City Manager stated

trip; scanner; Association and that he will submit a written report to
Council. Councilman Rowe inquired if the trip was auth-
orized and the City Manager responded that it was

Councilman Rowe requested information with regard to the
scanner purchased by an employee of the City on September
25. The City Manager responded that the purpose of the
scanner, which is located in his office, is to listen to
police and fire calls. Councilman Rowe inquired whether
the Sheriff's Department had been notified and the City
Manager responded in the negative.
Councilman Councilman Byork expressed regret at the line of question-

Councilman Councilman Morris commended the winners of the "Walk For
Morris Litter" poster contest and members of the Community
oom~nds Affairs Commission for their efforts in helping to keep

Councilman Thompson stated that he would not be in favor

Councilman Thompson cited the Safety Program and Emergency
Planning Program as positive steps that Council has taken,
and expressed optimism about plans for the future.
Mayor Green. Mayor Green stated that Council has sufficient time for

Mayor Green commented on the long court delay experienced
by a resident in trying to bring charges against a purse-
snatcher, due to the fact that the public defender has
failed to appear on two occasions. It was moved by
Councilman Byork, seconded by Councilman Rowe, and
carried, that staff be authorized to send a letter to
the Los Angeles Times in this regard.
Mayor Green advised that Judge Hill, presiding judge of
Compton Court, has requested to appear before Council.

Public Oral Communications
Mrs. Sherror, 2121 Agnes Avenue, addressed Council to complain Ms•Sherror
about crime in the City and slow response time by the Sheriff. re: slow
Mrs. Violet Manning, 3607 Walnut Avenue, addressed Council
to state that the Sheriff's services have been outstanding;
to inquire whether the Sheriff's contract is to be termi-
nated; to state that Walnut and Birch Avenues are well-
patrolled; and to commend the Sheriff for their assistance
in helping to locate a missing relative. Councilman
Morris advised Mrs. Manning that he is not aware of any
plan to terminate the Sheriff's contract and stated that
he is very supportive of the Sheriff's Department.
Mrs. Frances Navratil, 3686 Cedar Avenue, addressed Council
to complain that the trash receptacle on Cedar Avenue has
not served its purpose and recommended that high school
students be given classes on the need to use such a
receptacle.
Mrs. Frances Cady, 3622 Walnut Avenue, addressed Council
to request that Lynwood's reputation as an "All American
City" be restored; to inquire if the proposed newsletter
is to be published in languages other than English; to
inquire why the City Manager has need for a scanner; to
complain about lack of response from City staff regarding
her complaints about illegal housing and an illegal sewing
machine business; to recommend better code enforcement;
to state it is wrong to use water fund monies for publi-
cation of a newsletter; to question the effectiveness of
a newsletter in view of the large proportion of non-
English speaking residents; to commend the Sheriff's De-
partment for outstanding performance and prompt response
to calls; to complain about the lack of shopping facilities;
to recommend that the curfew be enforced and to state that
unless something is done about the aforementioned problems
she will move from the City.
Council recessed at 8:50 p.m. for the meeting of the
Lynwood Redevelopment Agency. Following the recess it was
moved by Councilman Morris, seconded and carried, that the
meeting be reconvened.
Council adjourned to Executive Session for discussion of
litigation matters. Following the Executive Session, the
meeting was adjourned to November 4, 1980, at 7:30 p.m.
