City Mgr "Youth Apprec Wk" The City Council of the City of Lynwood met in regular session in the City Hall, 11330 Bullis Road, on the above date, at 7:30 p.m. Mayor Green in the chair. Councilmen Byork, Morris, Rowe, Thompson and Green answered the roll call. Also present were Assistant City Manager Weaver and City Attorney Murphy. Council adjourned to executive session for discussion of personnel matters. Following executive session, the meeting-was reconvened. It was moved by Council- man Morris, seconded by Councilman Byork, that Council accept the letter of resignation from City Manager Tommy J. Davis, effective November 14, 1980. Roll Call: Ayes: Councilmen Byork, Morris, Rowe, Thompson, Green. Noes: None. Absent: None. It was moved by Councilman Morris, seconded by Council- man Thompson, that Assistant City Manager James Weaver be appointed City Manager, effective November 14, 1980. Roll Call: Ayes: Councilmen Byork, Morris, Thompson, Green. Noes: Councilman Rowe. Absent: None. Council designated the week of November 2-8, 1980 as "Youth Appreciation Week." It was moved by Councilman Thompson, seconded by Councilman Byork, and carried, that the proclamation be authorized. Scheduled Matters It was moved by Councilman Byork, seconded by Councilman Thompson, and carried, that the minutes of the regular meeting of October 21, 1980 be approved as written. New Business The Assistant City Manager recommended that Council waive formal bid procedure and authorize the purchase of a Toro GMT 200 Mower from Toro Pacific Distributing for $7,777.22 and adopt RESOLUTION No. 80-121 entitled: RES. 80-121 "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE PURCHASE OF TORO GMT 200 GROUNDS Zbpro Nbwer' MOWER." It was moved by Councilman Morris, seconded by Councilman Byork, that the resolution be adopted. Roll Call: Ayes: Councilmen Byork, Morris, Rowe, Thompson, Green. Noes: None. Absent: None. RESOLUTION No. 80-122 entitled: "A RESOLUTION OF THE RES. 80-122 CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING THE adding EMPLOYEE CLASSIFICATION PLAN TO ADD THE CLASSIFICATION Acct. Clk. OF ACCOUNT CLERK." was presented. It was moved by classification Councilman Thompson, seconded by Councilman Morris, and carried, that the resolution be adopted. RES. 80-123 RESOLUTION No. 80-123 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING THE EMPLOYEE Master/Equip. CLASSIFICATION PLAN TO DELETE THE CURRENT EQUIPMENT Mechanic MECHANIC CLASSIFICATION AND ADD MASTER EQUIPMENT MECHANIC Class added AND EQUIPMENT MECHANIC CLASSIFICATIONS." was presented. A ~, The Assistant City Manager reported that the revised job classification of Equipment Mechanic and the new classi- fication of Master Equipment Mechanic have been approv- ed by the Personnel Board. It was moved by Councilman Morris, seconded by Councilman Byork, that the resolution be adopted. Councilman Rowe inquired about the reason for the change. The Assistant City Manager stated the change was the result of discussions with the department. Roll Call: Ayes: Councilmen Byork, Morris, Thompson, Greer. Noes: Councilman Rowe. Absent: None. RESOLUTION No. 80-124 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNVdOOD Ar4ENDING RESOLUTION NO. 80-66, THE SALARY RESOLUTION." was presented. It was moved by Councilman Thompson, seconded by Council- man Byork, that the resolution be adopted. Councilman Rowe recommended that Council vote on salary for Account Clerk and Master Equipment Mechanic separately. Councilman Byork questiorYed changing job classification and salary in the middle of the year. It was moved by Councilman Rowe that the motion be amended to include the Master Equipment Mechanic salary at the same level as the Equipment Mechanic classification. An ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REPEALING ARTICLE II OF CHAPTER 25 OF THE LYNWOOD CITY CODE AND SECTIONS 3.06, 16.00 THROUGH 16.56, INCLUSIVE, 17.00, AND 18.00 THROUGH 18.03, INCLUSIVE, OF ORDINANCE NO. 570, THE ZONING ORDINANCE OF TIIE CITY OF LYPdWOOD, AS AMENDED, AND ADDING ARTICLES I AND II TO CHAPTER 25 OF THE LYNWOOD CITY CODE PERTAINING TO THE PLANNING COA'iMISSION AND THE ADb1INISTRATION OF THE CITY ZONING ORDINANCE." was presen-~ed for first reading. Councilman Morris recommended that Section 25-7 be amended to add "by Council action" at the end of the section. It was moved by Councilman Byork, seconded by Councilman Thompson, aild unanimously carried, that the ordinance be read by title only and introduced, as amended. The Assistant City Manager recommended that on the basis of a study of under-utilized lands in the Alameda industrial area and the Wrigh-c Road industrial area, Council approve rezoning residential property from R-1 to M in the Alameda area, and R-3 to M in the Wright Road area. It was moved by Councilman Morris, seconded by Councilman Rowe, and carried, that Council concur with the recommendation. RESOLUTION No. 80-125 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLO~r~7ING AND APPROV- ING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. It was moved by Councilman Byork, seconded by Councilman Thompson, that the resolution be adopted. Roll Call: Ayes: Councilmen Byork, Morris, Rowe, Thompson, Green. Noes: None. Absent: None. MENT TO THE ANNUAL OPERATING BUDGET FOR THE FISCAL YEAR 1980-81 TO APPROPRIATE REQUISITE FUNDS." It was moved by Councilman Byork, seconded by Councilman Thompson, that Council concur with the recommendation. Roll Call: Ayes: Councilmen Byork, Morris, Rowe, Thompson, Green. Noes: None. Absent: None. Councilman Byork requested that staff identify specific budget items in future recommendations. The Assistant City Manager reported that three bids Bid award to were received for Resurfacing of Cortland Street Project Sully Miller and recommended that bid award be made to the low bidder, Cortland St. Sully Miller Contracting Company, for $27,170. It was Resurfacing moved by Councilman Byork, seconded by Councilman Thompson, that Council concur with the recommendation. Roll Call: Ayes: Councilmen Byork, Morris, Rowe, Thompson, Green. Noes: None. Absent: None. The Assistant City Manager reported that one bid was received for the design and construction of Vehicle Elec. Vehl. Storage Shelter and recommended that bid award be made Shelter to Pryorson, Inc., dba Alco Construction, for $28,350. oont'd. It was moved by Councilman Morris, seconded by Council- man Byork, that Council concur with the recommendation. Councilman Rowe inquired why no plans were included in the bid. He recommended a structural engineer be hired to draw up plans before going out to bid. Councilman Thompson concurred. It was moved by Councilman Rowe, seconded by Councilman Thompson, and carried, that the agenda item be continued and staff authorized and directed to solicit proposals. Council Oral Communications C. Weaver Councilman Morris congratulated Assistant City Manager Weaver on his appointment and commended him for doing an excellent job. Councilman Byork congratulated Assistant City Manager Weaver on his appointment. Councilman Byork commented favorably on the free services available to senior citizens through the Steel Workers Old-Timers Foundation. Councilman Thompson extended congratulations to Assistant City Manager Weaver on his appointment. Councilman Thompson commended those persons involved in sponsoring the Halloween celebration at the Community Center. Mayor Green congratulated Assistant City Manager Weaver on his promotion. Public Oral Communications Sal Ledesma and Frank Hinze, members of the Personnel Board, addressed Council to inquire whether Council action in adopting .Resolution No. 80-123 also approved deletion of Journeyman level from Equipment Mechanic and Master Equipment Mechanic classifications. The City Attorney advised that the proposed job descriptions for Equipment Mechanic and Master Equipment Mechanic classifications attached to Resolution No. 80-123 include the statement "performs journeyman level equipment and repair." Archie Legg, 3671 Platt Avenue, addressed Council to A.Legg re advise that the terms of two members of the Traffic and T&P Comm. Parking Commission will expire in November. The Mayor vac. stated that the commissioners continue to be members until replaced by Council action. Ms. Selma Fisher, 10118 State Street, addressed Council to voice concerns about animal control services pro- S.Fisher re vided by the Southeast Area Animal Control Authority. animal Ms. Fisher inquired about a recent article in the control Los Angeles Times regarding wild dogs in the freeway corridor. She recommended that Council investigate the quality of services before approving renewal of the contract. Ms. Jeanette Watson, 11341 Annetta Avenue, addressed J.Watson re Council to relate her observations regarding pictures newspaper taken in connection with the Los Angeles Times article. article Burk M. Bussiere, Director of the Southeast Area Animal Control Authority, addressed Council to state that the B.Bussiere Los Angeles Times article was written as a result of a re SEAACA grant application to the State for funds to control the dog problem in the freeway corridor. He further stated that on the basis of statistics, he feels the Lynwood animal control program is stable. ,.... Fred Hughes, 4235 Platt Avenue, speaking on behalf of the Community Affairs Commission, commended the Mayor and F.Hughes re Mrs. Green; Councilman Morris; Assistant City Manager Walk For Weaver; Assistant Executive Director of Lynwood Services .Miranda; the Sheriff's Explorer Scouts; Channels 2, 4 Litter and 7; and Radio Station KFWB for their efforts during the "Walk For Litter" drive.
