The City Council of the City of Lynwood met in a special
session in the City Hall, 11330 Bullis Road, on above date
at 3:00 p.m.
Mayor Green in the chair.
Councilmen Byork, Morris, Rowe and Green answered the roll
~'"""` call. Councilman Thompson was absent. It was moved by
Mayor Green, seconded by Councilman Byork, and carried,
` that Councilman Thompson's absence be excused.
Also present were City Manager Weaver and Lynwood Services
Corporation Board of Directors Dowd, Higgins, Johnston,
Morris and Shlemmer.
The Mayor stated that the meeting was called at the request
of the Board of Directors of Lynwood Services Corporation.
Mr. Dowd requested Council to clarify the status of LSC in LSC clari-
view of the tabling of LSC request for funds at the last fication
Council meeting. Councilman Morris stated that no action requested
was taken on the LSC budget of $x+2,750 pending a full report
from the City Manager, which report has now been completed.
Mr. Shlemmer stated that LSC was created as a non-profit
organization for the sole purpose of obtaining more grants
for the City and has operated for the improvement of the
City under the guidance of the City Council and the City
Manager. The Board has worked with the City Manager and
the City Attorney in the past on any problems. Recently,
however, certain events have occurred which have raised
~,,,,, concerns. Mr. Shlemmer stated that the presentation of the
r ~ LSC budget was not properly discussed, negotiated or ex-
plained. Other areas of concern are the resignation of the
Executive Director, the walkout of some LSC members, and
complaints and unfavorable discussion regarding LSC at the
last Council meeting. Mr. Shlemmer pointed out that of
the total LSC budget of $356,97+, $42,750 was requested
from the City. He inquired if Council wishes the LSC to
continue. Councilman Morris stated that Council was instru-
mental in the formation of LSC and has supported it since
its inception.
Councilman Thompson arrived.
Mr. Shlemmer recommended that Council, through the City
Manager, advise LSC what it wants done. He requested:'.that
Council and the City Manager provide guidance.
The City Manager summarized some findings from his report:
that all LSC grant applications be prepared by City staff;
that LSC seek funds from other sources than the City; that
the current cost to the City for LSC utility maintenance
and paint is $22,000 per year; that if the school crossing
guard and graffiti removal programs are retained, the cost
to the City would be $57,000; that seven LSC positions;~e
,,-, assigned to graffiti removal and that the latter be made a
priority. Considerable discussion followed regarding the
financial condition of LSC. Messrs. Dowd and Shlemmer
stated that should LSC receive a CSA grant, an adjustment
would be made in the agreement with the City.
It was moved by Councilman Byork, seconded by Councilman
Morris that the meeting be adjourned.
