HomeMy Public PortalAboutM 1981-01-20 - CCREGULAR MEETING JANUARY 20, 1981 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Green in the chair. Councilmen Byork, Morris, Rowe, Thompson and Green answered the roll call. Also present were City Manager Weaver and City Attorney Murphy . SCHEDULED MATTERS It was moved by Councilman Byork, seconded by Councilman Thompson, and carried, that the minutes of the regular meet- ing of January 6, 1981 be approved as written. Council proclaimed February 15, 1981 as Junior Catholic Daughters of America Day. The Mayor announced that the time had arrived to conduct public hearing on proposed zone change from CB-1 to R-3 at 12401-12433 and 12511-12531 Atlantic Avenue. The City Mana- ger reviewed action of the Planning Commission taken pursuant to public hearing. The Mayor inquired if' anyone present wished to speak in favor of, or in opposition to, the pro- posed zone change. There was no response and the Mayor de- clared the public hearing closed. An ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING ORDINANCE N0. 570 BY CHANGING THE ZONING CLASSIFI- CATION OF CERTAIN PROPERTY FROM CB-1 (CONTROLLED BUSINESS) TO R-3 (MULTIPLE FAMILY RESIDENTIAL)." was presented for ~'"" first reading. It was moved by Councilman Byork, seconded ~; by Councilman Thompson, and carried, that the ordinance be read by title only and introduced. It was moved by Councilman Thompson, seconded by Councilman Byork, and carried, that the ordinance be read by title only and introduced. A report on Lynwood Services Corporation relating to the City's LSC Red financial participation, services provided to the City and funding sources was presented by the City Manager. It was moved by Councilman Thompson, seconded by Councilman .Morris, that Council ,instruct the City Manager to draw up an agree- ~„_, ment with Lynwood Services Corporation f'or services rendered at the cost to the City of $4,750 per month, and that the services to be provided be enumerated as indicated in the report of the City Manager, and that necessary action that the Council needs to take to provide changes in the 1980-81 Budget also be proposed at that time, and that the agreement be made retroactive to January 1, 1981 through June 30, 1981 and be included in .the next Council agenda of February 3, 1981, and that should any additional County funds come in at that time, they will be repaid to the City. r ~`: Roll Call: Ayes: Councilmen Byork., Morris, Rowe, Thompson, Green Noes: None Absent: None NEW BUSINESS Ord. first The City Manager reported that the Planning Commission has ,read - HNID approved proposed Hospital-Medical-Dental (HMD) Zone desig- Zone nation for the St. Francis Hospital property, and presented for first reading, an ordinance entitled: " AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING ORDI- NANCE N0. 570, THE ZONING ORDINANCE, BY PROVIDING FOR A HOSPITAL-MEDICAL-DENTAL (HMD) ZONE." It was moved by Coun- cilman Morris, seconded by Councilman Byork, and carried, that the ordinance be read by title only and introduced. Ord. first The City Manager reviewed action of the Planning Commission read - Fence taken pursuant to public hearing approving amendment to the ord. City Code and Ordinance No. 1092 to allow the use of barbed wire atop fences in commercial zones under certain condit- ions, and presented an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REPEALING SECTIONS 8-63, 8-65, 8-66, 8-68, and 8-69 OF THE CODE OF THE CITY OF LYNWOOD AND AMENDING ORDINANCE N0. 1092, RELATING TO FENCES.°' The City Attorney directed that the following co- rrections be made: "SECTION 2. Section 1 of Ordinance 1092 is amended by amend- ing Item 1 and by adding Items 2 and 3 in the Commercial Zones portion under the title 'FENCES IN ALL ZONES OTHER THAN RESIDENTIAL,' which items shall read as follows: (1) Except as hereinafter provided, no fence shall be greater than six (6) feet in height in any commercial zone." It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the ordinance be read by title only and introduced as corrected. THROUGH ADOPTION BY REFERENCE THE UNIFORM BUILDING CODE (1979 Code ED.) AND 'STANDARDS,' ESTABLISHING THE BUILDING DEPARTMENT AS THE CONTROLLING AUTHORITY, ADDING AN APPEAL PROCEDURE, EXEMPTING CERTAIN MINOR WORK, AMENDING SECTIONS 8.1, 8.2, 8.3; 8.4, 8.5, AND 8.6 OF THE LYNWOOD CITY CODE, AND REPEAL- ING ALL OTHER ORDINANCES OR PARTS THEREOF IN CONFLICT HERE- WITH." was presented for first reading. Councilman Rowe stated he is opposed to removing positions from Civil Service since an unclassified employee could be fired at any time without any reason and be without recourse. Coun- cilman Byork stated that the Los Angeles County Economy and Efficiency Commission originated the concept of unclassified service and termed the Civil Service System an archaic or- ganization. It was moved by Councilman Byork, seconded by Councilman Morris, that the resolution be adopted. Roll Call: ROUTINE BUSINESS Request from Economic Resources Corporation for waiver of business license fee was held over. It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that request from the Lynwood Fire- fighters' Association to conduct annual variety show-be approved. Hostages PUBLIC ORAL COMMUNICATIONS Mrs. Emma Estarza, 10914 Ruth Avenue, addressed Council on E.Estarza: behalf of the Roosevelt School PTA to protest removal of school crossing guards at Imperial Highway and Ruth Avenue stating crossing that the safety of 400 children is endangered. The City Manager advised that staff has recommended to the Traffic ~ E`l and Parking Commission that a signal be installed at the intersection and that the matter will be taken up at Thurs- day night's meeting. R. Denny - ~, Rod Denny, 3537 Sanborn Avenue, addressed Council to City Hall & complain about deception at City Hall, meetings and poor Mayor treatment of the public during Public Oral Communications, and requested the Mayor to resign. Mr. Denny questioned why there is a residency requirement to be eligible for the Ceta Program while the City Manager is allowed to live out of the City. The City Attorney advised that the resi- _ dency requirement for the Ceta Program is a State ~.aw. Recess The Mayor declared a recess at S:ZS p.m.an~convened joint meeting of the Council and Lynwood Redevelopment Agency.. Council adjourned to Executive Session f'or discussion of Exec.Session personnel matters, Agency adjourned for discussion of possi- ble litigation. Following the Executive Session, the City Council meeting was reconvened.
