REGULAR MEETING FEBRUARY 17 , 1981
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above date
at 7:30 p.m.
Mayor Green in the chair.
Councilmen Byork, Morris, Rowe, Thompson and Green answered
the roll call.

Murphy.
SCHEDULED MATTERS
It was moved by Councilman Byork, seconded by Councilman
Morris, and carried, that the minutes of the Special Meeting
of January 19, 1981 and regular meeting of February 3, 1981
be approved as written.
The City Manager recommended that Agenda Item 6 be held over Item 6 he
to allow sufficient time to advertise for public hearing. adv.publi

NEW BUSINESS
The City Manager recommended that Council award two bids for $8,134 tc
Fire, Theft, Vandalism, Malicious Mischief and Collision FFI Co. f
insurance to Firemen's Fund Insurance Company for a total damages
premium of $9,134. It was moved by Councilman Morris, second-
ed by Councilman Thompson, that Council concur with the reco-
mmendation.

RESOLUTION N0. 81-15 entitled: "A RESOLUTION OF INTENTION Res. 81-1

The City Manager recommended that Council approve the plans Remod. F~

at a cost of $22,000 and authorize staff to advertise for

man Thompson, that Council concur with the recommendation.

Pk.&Rec The City Manager reported that an Urban Park and Recreation
rehab grantgrant of $172,611 has been awarded for the rehabilitation of
Williamson,the City Park and recommended that Council approve proposal

uses disc.the three phases of the project: (1) continuation of reno-
vation of public restrooms, (2) installation of new lighting
for the tennis courts, and (3) remodeling and rehabilita-
tion of picnic shelters.

Assistance Program (HUD 701) and presented RESOLUTION N0.81-
18 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD AUTHORIZING SUBMISSION OF A PRELIMINARY APPLICA-
TION UNDER THE HUD 701 FY 81-82 PROGRAM." It was moved by
Councilman Morris, seconded by Councilman Byork, that the
resolution be adopted.

San Luis The City Manager recommended that Council approve contract
contract with Land Surveyors, Inc. for $2,050 for services in connect-

The City Manager recommended that Council approve contract
with Pacific Soils Engineering, Inc. for $1,600 for services
in connection with Water Main Design Project at Industry Way
and Mona Boulevard. It was moved by Councilman Thompson,
seconded by Councilman Byork, that Council concur with the
recommendation.

COUNCIL ORAL COMMUNICATIONS
Councilman Morris commented favorably on the removal of some Comments

C of C The Mayor commented favorably on the Chamber of Commerce pro-
gram to remove shopping carts from the streets. -~-•
PUBLIC ORAL COMMUNICATIONS
Notice of Mr. Robert Downs, 3920 Carlin Avenue, addressed Council to
Intent to request the dismissal of the City Manager on the grounds of
Recall disrupting the community and showing disrespect to a number
of ethnic groups. Mr. Downs served the Mayor with a Notice
of Intention to Recall.
Council Mr. William Cunningham, 10821 Cornish Avenue, addressed Council
asked to to take exception to remarks made by the previous speaker.
take Mr. Cunningham stated that he considers the present City Manager
exception and City Council one of the finest he has seen in more than
thirty years in the City. He urged Mr. Downs to reconsider his
decision.
St. swpng Mr. Richard Watson, 3561 Los Flores Boulevard, addressed

ordinance.
Weed com Mrs. Susan Sotelo, 5401 Pelleur Avenue, addressed Council to
plaint complain of overgrown weeds, dropped avacado fruit, an old
bus, old cars in her neighborhood.
It was moved by Councilman Thompson, seconded by Councilman
Morris, and carried, that the meeting be adjourned to
March 3, 1981 at 7:30 p.m.
