COUNCIL MINUTES/BUDGET HEARING
SEPTEMBER 14, 1987 - 5:15 P.M.
The final Budget Hearing of the Bal Harbour Village Council
was held on Monday, September 14, 1987 in the Village Hall. The
meeting was called to order at 5:15 p.m. by Mayor Richard H.
Olsen and the roll was called. Those present were:

Mayor Olsen opened the meeting by announcing that the
proposed millage rate, 3.95, is 16.5% above the rolled -back rate.
In response to an inquiry from John Bruno, 50 Park Drive, Mrs.
Miller explained that the proposed millage rate provides for the
elimination of the garbage user fee - thus returning that charge
to the millage rate. Mayor Olsen then opened the public hearing
on the proposed budgets. Mr. Bruno queried as to why property
assessments had been increased. Mr. Weiss explained that
assessments are handled by the County and explained the process
for appeal of an assessment. Mr. Charles Bornmann, 39 Camden
Drive, protested the garbage disposal fee charged in FY 86/87 and
called on the Council to appoint a committee to equalize these
charges noting that numerous accounts had remained unpaid in
protest. Mrs. Miller explained that the ordinance establishing
these charges was in the process of being rescinded and that in
the proposed budget, such costs would be included in the millage
rate. Additionally, the ordinance establishing garbage user fees
provided a collection procedure. Mr. Taplin requested
clarification as to several line items. Mrs. Miller explained
the proposed expenditures, noting that competitive prices are
obtained on all large purchases. Mayor Olsen then closed the
public hearing and the Clerk read, in full, a resolution
establishing the millage rate at 3.95. A motion to adopt the
resolution was offered by Mr. Boggess and seconded by Mrs. Stern.
There being no discussion the resolution was unanimously adopted

FINAL MILLAGE RATE FOR FISCAL YEAR 1987/88;
PROVIDING FOR AN EFFECTIVE DATE.
An ordinance was then read by the Clerk, by title only,

adopting the General Fund budget for FY 87/88. A motion to adopt
the ordinance on first reading was offered by Mr. Blank and
seconded by Mrs. Stern. There being no discussion the motion
carried unanimously (5-0) and the ordinance was adopted on first
reading

SEPTEMBER 30, 1988 IN THE AMOUNT OF
$3,185,165; AUTHORIZING EXPENDITURES;
ESTABLISHING AN EFFECTIVE DATE.

1988 IN THE AMOUNT OF $615,740; AUTHORIZING
EXPENDITURES; ESTABLISHING AN EFFECTIVE
DATE.
An ordinance was then ready the Clerk, by title only,
adopting a Sewer Fund budget for FY 87/88. A motion to adopt
the ordinance on first reading was offered by Mrs. Stern and
seconded Mr. Taplin. There being no further discussion the
motion carried unanimously (5-0) and the ordinance was adopted on
first reading
ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A
BUDGET FOR THE SANITARY SEWER DEPARTMENT FOR
THE PERIOD OF OCTOBER 1, 1987 TO SEPTEMBER
30, 1988 IN THE AMOUNT OF $491,032;
AUTHORIZING EXPENDITURES; ESTABLISHING AN
EFFECTIVE DATE.
An ordinance was then read by the Clerk, by title only,
adopting a Tourism Fund budget for FY 87/88. A motion to adopt
the ordinance on first reading was offered by Mrs. Stern and
seconded by Mr. Taplin. There being no discussion the motion
carried unanimously (5-0) and the ordinance was adopted on first
reading
ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A
BUDGET FOR THE DEPARTMENT OF TOURISM FOR 'Lii
PERIOD OF OCTOBER 1, 1987 TO SEPTEMBER 30,
1988 IN THE AMOUNT OF $1,215,440;
AUTHORIZING EXPENDITURES; ESTABLISHING AN
EFFECTIVE DATE.
Mayor Olsen thanked the Manager and Councilman Blank for

there efforts in completion and reduction of the budget.
There being no other business a motion to adjourn the
meeting was offered by Mr. Boggess and seconded by Mrs. Stern.
The motion carried unanimously and the meeting adjourned at
5:45 p.m.
