REGULAR MEETING MAY 5, 1981
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above date,
at 7:30 p.m.
Mayor Byork in the chair.
Councilmen Green, Morris, Rowe, Thompson and Byork answered
the roll call.
Also present were City Manager Weaver and City Attorney
iQc Ewen .
SCriEDULED MATTERS
It was moved by Councilman Thompson., seconded by Councilman
iKorris, and carried, that the minutes of the regular meeting
of April 21, 1981 be approved as written.
Commend. for The Mayor read a resolution commending the Accounting Manager,
E. Fox Elizabeth Fox, for her outstanding contributions and service
to the City during her tenure. It was moved by Councilman
Morris, seconded by Councilman Thompson, and carried, that
the resolution be adopted.
Proclamation The I~layor proclaimed the week of May 10-16, 1981 as "Municipal
"Mun . C 1 erk' s Clerk' s Week. " It was moved by Councilman Green, seconded

be authorized.
Proclamation The Mayor proclaimed the week of May 18-23, 1981 as "National
"National Pub. Public Works Week," and commended the City Engineer, Harold
Wks Week" Williams, on high morale of the Public Works Department. It
was moved by Councilman Thompson, seconded by Councilman
Green, and carried, that the proclamation be authorized.
Proclamation The Mayor proclaimed the week of May 3-9, 1981 as "National
"National Goodwill Week." It was moved by Councilman Morris, seconded

Council adjourned to Executive Session for discussion of
possible litigation. Following the Executive Session, the
meeting was reconvened.

Mrs. Anita Harris, Christ New Testament Missionary Baptist Inquiry from
Church, inquired what is being done to abate prostitution A.Harris re

Mr. Saul Saulson, Planning Associate, testified that tie Comments by

sufficient parking; that the open space recreational areas
are inadequate; that there are no buffers from adjacent

supply on South Atlantic Avenue for fire protection pur-
poses. The Mayor inquired where the 53 resident students
would exercise and Mr. Saulson responded that they would
use the two patios at the facility and go to parks and
school grounds.

Mr. William Hill, 2661. Via Marquette, Lomita, appellant,
spoke in favor of the Conditional Use Permit and stated
that there is sufficient outdoor recreation space on two
sites measuring 21' x 23' and 23' x 48', _~espectively. He
submitted to Council and discussed a' six-point memorandum
dated May 5, 1981 in support of his appeal.
In response to Councilman Green's inquiry, Mr. Hill stated
that the young people would not be free to leave the center
at night. The City Manager inquired if Mr. Hill is the
owner of the property and Mr. Hill responded that he has
a two-year lease with an option to buy. The Mayor inquired
what ages the young people would be and Mr. Hill responded
that they would be from 14-18 years of age.

of this kind would have upon this community. It was moved
by Councilman Morris, seconded by Councilman Green, that

of the first alley to the east of Alameda Street between
109 and 112 Streets. The Mayor inquired if anyone present
wished to speak in favor of, or in opposition to the pro-
posed zone change. A member of the audience requested to
see a map of the area under discussion. It was moved by
Councilman Green, seconded by Councilman Thompson, and
carried, that the matter be tabled for a few minutes to
allow staff time to prepare a presentation.

Pub. Hearing Council. resumed public hearing on proposed rezoning from

response to Councilman Rowe's inquiry, Chief Ron Lathrope
stated that the Fire Department will have access to the
alley and will monitor the area. Director of Community
Development, Charles Gomez, added that before Ranger
Diecasting can develop the area, they will have to go
through a site plan review.

opposing opposition to the proposed change of zone, stating that
rezoning he resides adjacent to the parking lot and that there are
two shifts at Ranger Diecasting-which have created a parking
problem; that employees of Ranger Diecasting litter his
lawn and that there is excessive noise.
G. Granados i~ir. Gonzalo Granados, Jr. , spoke on behalf . of his father
opposing and wished to go on record as being opposed to the propose
rezoning change of zone on the grounds that there is trash in the
street; that the street sweeper cannot clean the streets
because of parked cars and that there is excessive noise.
P.Perez NIr. Portino Perez, 111th Street, wished to go on record as
opposing being opposed to the proposed change of zone .

The Mayor inquired if anyone else wished to be heard. ,There
was no response and the public hearing was closed. The
City Manager recommended that the matter be held over
until the first meeting in June for further staff review.
It was moved by Councilman Rowe, seconded by Councilman
Thompson, and carried, that Council concur with the recom-
mendation.

It was moved by Councilman Morris, seconded by Councilman
Green, and carried, that the special permits, and exempt
business licenses, be approved.
Council discussed limiting the total number of fireworks
permits and the possibility of restricting permits to
local organizations. Councilman Morris requested staff
to study the problem and submit recommendations at the
first meeting in June. The City Manager stated that staff
will submit alternatives and procedures for Council con-
sideration.
INFORMATION ITEMS
Recommend- The City Manager reported that, at a meeting of the Cable
ations re Television Consortium held on April 30, 1981, the following
Cable TV recommendations were made: (1) that the cities of Bell
Consortium Gardens, Commerce, Downey, Paramount, Pico Rivera, Santa
and fran- Fe Springs, and Lynwood remain in the Consortium; and (2)

and California Cablesystems. It was moved by Councilman

Reply to J. Councilman Morris responded to Mr. John Lucas's inquiry at
Lucas back a previous meeting regarding back pay, stating that he
`''pay investigated the matter and found that Mr. Lucas's salary
was paid up-to-date.

P~Iayor Byork reported on a meeting in Washington of repre-
sentatives of corridor cities and officials of the Federal
highway Administration regarding the I-105 Freeway. The
."Mayor stated that FHA Director Ray Barnhart has promised
a decision on the future of the freeway within sixty days
and iias agreed to personally inspect the corridor the week
of June 28th.
PUBLIC ORAL COMMUNICATIONS
Ms. Hazel Von, 5400 Fertile Ave., addressed Council to
inquire if there are funds to purchase new Dial-a-Ride
buses. The City Manager advised that grant monies are
available to purchase two additional buses.

Bob Downs, 3920 Carlin Aue., addressed council to inquire
why the salary for the Director of Community Development
was readjusted. The City Manager responded that the
readjustment was based on a re-evaluation of the position
and a redistribution of job tasks. Mr. Downs inquired about
the sponsorship of the Cinco de Mayo celebration. He
stated that tiie event•was organized by the City's Recreation
Department and the Chamber of Commerce and that some City
funds were indirectly involved through the Chamber of
Commerce. Mr. Downs asked why the City Council and the
Chamber of Commerce did not support Black History Week
Program.. He stated that, as a Black person, he is upset.

to state that the property at 5407 Pelleur is again over-
grown with weeds.
