Councilmen Green, Morris, Rowe, Thompson and Byork an- swered the roll call. Also present were City Manager Weaver and City Attorney McEwen. SCHEDULED MATTERS It was moved by Councilman Thompson, seconded by Council- man Morris, and carried, that the minutes of the adjourned regular meeting of May 28, 1981 and the regular meeting of June 2, 1981 be approved as written. The Mayor presented a plaque to Chester Wakefield, Street Department, in appreciation of his 25 years of service to the City. Pub.Hrg. RESOLUTION Res.81- N0. 81-74 entitled: "A RESOLUTION OF THE CITY COUNCIL OF 74 THE CITY OF LYNWOOD ORDERING THE VACATION AND ABANDONMENT Alameda FOR PUBLIC PURPOSES 'T'HAT PORTION OF THE FIRST ALLEY EAST OF ALAMEDA STREET BETWEEN 108TH AND i.09TH STREETS, CITY OF LYNWOOD, AS SHOWN ON TRACT N0. 5418, MAP BOOK 59, PAGE 43, RECORDS OF LOS ANGELES COUNTY." was presented. The Mayor inquired if anyone present wished to speak in favor of or in opposition to the proposed vacation. MR. HARLOW Mr Bill Harlow, Ranger Diecast Company, spoke in favor of IN FAVOR the proposed vacation stating that the vacation will OF ABOVE eliminate speeding vehicles; that Ranger Diecast Company VACATION will maintain the alley and that the area will be secure for Ranger Diecast employees who work 2-3 shifts and on Saturdays. In response to the Mayor's inquiry, the City Engineer stated that the Edison Company has p®wer lines underground. It was moved by Councilman Thompson, seconded by Councilman Green, and carried, that the resolution be adopted. Pub.Hrg. The Mayor announced that the time had arrived to conduct re repeal public hearing on proposed repeal of sections of the Ord.570 zoning ordinance that have been superseded by subsequent Certain ordinances. An ordinance entitled: "AN ORDINANCE OF Sections THE CITY COUNCIL OF THE CITY OF LYNWOOD REPEALING CER- TAIN SECTIONS OF ORDINANCE N0. 570, THE ZONING ORDINANCE OF THE CITY OF LYNWOOD: 12.04 (b) 3,4,5; 14.05 A 3 a,b,c,; 15.25; 15.26; and 19.21." was presented for first reading. The Mayor inquired if anyone present wished to speak in favor of or in opposition to the proposed ordi- nance. There was no response and the public hearing was closed. It was moved by Councilman Green, seconded by Councilman Morris, that the ordinance be read by title only and introduced. The City Manager recommended that the Lynwood Municipal Code be amended to reflect a recent court decision and presented an ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING SECTIONS 24-59 and 24-b0 OF THE CODE OF THE CITY OF LYNWOOD PER- TAINING TO THE PERSONNEL SYSTEM." was presented for first reading. It was moved by Councilman Green, sec- onded by Councilman Thompson, and carried, that the ordinance be read by title only and introduced. RESOLUTION N0. 81-75 entitled: "RESOLUTION OF INTENT- ION TO ABATE DRY AND DRYING WEEDS ON CERTAIN PARCELS OF LAND IN THE CITY OF LYNWOOD." was .presented. It was moved by Councilman Morris, seconded by Council- man Thompson, and carried, that the resolution be adopted. RESOLUTION N0. 81-7b entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING RULE XV, SECTION 4 OF THE PERSONNEL RULES AND REGULATIONS." was presented. It was moved by Councilman Green, seconded by Councilman Morris, and carried, that the resolution be adopted. The City Manager advised that the term of Recreation Commissioner George Martini expires in June. Council- man Thompson nominated Mr. George Martini for another term. The City Manager recommended that Council approve the C""" transfer of functions of Economic Development to the Department of Community Development and approve the title of Development Division Manager for the position. RESOLUTION N0, 81-77 entitled:. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING RESOLU- TIONS N0. 80-bb, THE SALARY RESOLUTION, AND RESOLU- TION N0.81-40 REGARDING THE EMPLOYEE CLASSIFICATION AND POSITION PLAN." was presented. It was moved by Councilman Green, seconded by Councilman .Thompson, and carried, that the resolution be adopted. RESOLUTION N0. 81-78 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. It was moved by Coun- cilman Morris, seconded by Councilman Thompson, that the resolution be adopted. Councilman Green inquired if there was a dispute regarding Warrant No. 19,8b3 in the amount of .$756 payable to Corder's Paint. The City Manager responded that Corder's Paint has submitted a bill for $7,000 which the City has been unable to con- firm. Councilman Green requested a report. It was moved by Councilman Morris, seconded by Councilman Thompson, that Cou ncil approve the request. Roll Call: Ayes: Councilmen Green, Morris, Rowe, Thompson, Byork Noes: None Absent: None DE MOLAY The City Clerk presented a late application from Lynwood SPECIAL DeMolay for special permit to conduct a fireworks stand at PERMIT 3541 Century Blvd. It was moved by Councilman Green, seconded by Councilman Rowe, and carried, that Council grant the application. CITY It was moved by Councilman Green, seconded by Councilman SELECTION Morris, and carried, that Mayor Byork serve as member and COMMITTEE Mayor pro tem Thompson serve as alternate member on the members City Selection Committee of the Southern California Rapid Transit District. INFORMATION ITEMS EDISON'S The City Manager reported that Southern California Edison declined Company has declined to purchase the City's street lighting pur of standards on the basis that it is not cost effective. He st. lighting noted that Edison's analysis indicated some deficiencies standards in the City's system which staff will be studying. Council- man Thompson inquired if there is anything the City can do to cut down on street lighting costs over the next few years.. The City Manager responded that the City has re- ceived a grant of $42,000 which will help to reduce costs. Calif .Cable-The City Manager reported that at a meeting with the Minis- systems terial Association. there was general agreement regarding '' disc. the franchise agreement with California Cablesystems. Two concerns discussed at the meeting were development of a list of community .needs that could be incorporated into the final agreement; and the City's ability to vote a- gainst the franchise should the franchise not be in the City's best interest. CONSORTIUM Councilman Thompson pointed out that six out of the seven vote to cities in the consortium have voted to approve California approve Cablesystems. Councilman Thompson recommended that a Cable Tv public hearing be held so that everyone in the community will have an opportunity to express their needs. It was moved by Councilman Thompson, seconded by Councilman Green, and carried, that a public hearing on cable television be held on June 30, 1981 at 7:00 p.m, in the Council Chambers. Councilman Rowe requested additional information with re- spect to the cable television franchise. NEXT BUDGET It was moved by Councilman Thompson, seconded and carried, MEETING that the next budget meeting be held on June 23,1981 at 6-23-81 7 : 00 p , m. CORRIDOR The City Manager advised that there will be a meeting of C I T I ES MTG Corridor Cities on Monday, June 22, 1981 at 9 : 00 a . m. in 6-22-81 Bateman Hall. PUB HRG The City Manager stated that the I-105 Freeway Agreement Scheduled is being reviewed by the City Attorney and that a public 6-23-81 hearing is scheduled to be held on June 23, 1981. f} The City Manager reported that the recently adopted State STATE BUDGET budget is consistent with the City's preliminary budget. consistent with City's The City Manager advised that it will be necessary for Council to take action on the ParaMedic Program in July ACTION ON so that i t may be placed on the ballot for the November PARAMEDICS election. Sen.Cit. Effective July 1, 1981 the price per meal will be raised from $.b0 to $1.25. Councilman Green stated that 18-wheel trucks are using the alley behind Atlantic Avenue. Councilman Morris commented on the impact the State IMPACT OF budget will have on every city and county in the State. STATE BUDGET He stated that he hoped issues such as welfare will be addressed by the State. Mayor Byork announced that he will leave for Washington AUTORIZATION on Wednesday. PUBLIC ORAL COMMUNICATIONS Champ_Singleterry, 11220 Elm Street, Pastor of the-First Baptist Church and President of the Lynwood Ministerial Association, addressed Council. to discuss concerns re- garding cable television: that the Ministerial Associ- ation has doubts about California Cablesystems and that the Ministerial Association did not concur with the selection of California Cablesystems; that the Minis- terial Association requests that a public hearing be held and that is to be publicized; that the Ministerial Association wishes to go on record that there be re- ligious access for Christians and other religions in the contract; that there be Black access in the contract to meet the needs of the Black population; that :there is concern about the morality of the program. Councilman Morris stated that there will be Hispanic access and Black access in the franchise agreement. Frances Cady, 3b26 Walnmt Avenue., addressed Council to inquire what could be done about the problem of child- ren playing in the street until 11:30 p.m.; and to complain that realtors are selling single-family homes to multiple families. Councilman Green recommended that the Sheriff be instructed to assign a Deputy to the street. The City Manager recommended that Mrs. Cady join a Block Watch group . - - Dave Willis, 3272 Louise Street, addressed Council to complain of speeding automobiles and motorcycles on Louise Street between State Street and Long Beach Boulevard; to complain of parked automobiles on side- walks and lawns; to state that prostitution on Jo- sephine Avenue, south to Burton Avenue, is giving the City a poor image and to request more police survei- llance. ACCESS CHNLS CABLE TV CHILDREN PLAYING IN STREETS LATE HOURS SPEEDING AUTC IN STREETS NOISE FROM Mrs. Cummerfeld, 11480 Birch Avenue, addressed Council to BARKING DOGS complain of noise from barking dogs and crowing roosters AND CROWING at 11474 and 11476 Fernwood Avenue; and to complain that ROOSTERS five families live in two houses at the latter addresses. COMPLAINTS Emma Sparse, addressed Council AGAINST to complain , that there are gross improprieties within Lyn Pee Wee the Lynwood Baseball Pee Wee Association; to state that Assn parents have registered complaints against the umpires and that the complaints were not acted on. The Mayor recommended that Mrs. Sparse bring the matter to the attention of the Recreation Commission. The City Mana- ger referred the complaint to the Recreation Department. COMPLAINTS Melvin White, 4312 Lugo Avenue, addressed Council to re- RE WEEDS quest that something be done about the weeds in the alley between Cortland and Lugo Avenues. Mrs. White requested and received clarification of the sewer charge. STREET William Steck, 11703 Long Beach Boulevard, addressed SWEEPING DUE Council to complain that his street is not being swept TO PARKED because of parked cars; and to request that something CARS be done about noise from motorcycles on Louise Avenue from Long Beach Boulevard to State Street. TRASH AT Dave Richman, 11106-B Benwell Drive, addressed Council BUS STOP to complain of garbage and refuse at the bus stop at Cen- tury Boulevard and Imperial Highway. He recommended that the Code be enforced or a new ordinance adopted to alleviate the problem. COMPLAINTS Violet Manning, 3607 Walnut Avenue, addressed Council to re children, complain that the City is getting dirty; to complain that cars and children are harassing residents; to complain that it is dogs unsafe for residents to park their cars in their yards; and to complain of dogs running loose and barking dogs. COMPLAINT Lotte Galaway, 3617 Walnut Avenue, addressed Council to Children in request that something be done about the problem of streets children in the streets. The Mayor suggested that a Block Watch group might help with the problem. Mrs. Frances Cady recommended that City officials talk with parents of the children regarding behavior.
