HomeMy Public PortalAbout04-14-2011THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 14, 2011 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, April 14, 2011, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Tony Foster. Also attending were Assistant City Attorney Kim Vessels and Major Kevin Wampler. The following business was conducted: CALL TO ORDER Robinson called the meeting to order and noted for the minutes that all board members and legal counsel were present APPROVAL OF MINUTES Robinson made a request to the board to approve the minutes for the April 7, 2011 meeting. Lawson moved to approve with a second by Foster. The motion was unanimously passed. CLAIMS FOR PAYMENT Robinson made a request to the board to approve the claims for payment for April 15, 2011 in the amount of $1,001,411.46. She explained of that total $504,945.25 was paid to PERF for contributions to the City employees' retirement; $189,057.89 was paid to Wayne County Insurance for property liability insurance; $83,136.40 was paid to RP &L for electric cost including street lights and $107,230.37 was paid to Butler, Fairman for terminal apron & taxiway at Richmond Airport. Foster moved to approve with a second by Lawson. The motion was unanimously passed. CURB CUTS A. Robinson made a request to the board to approve a curb cut at 3800 Sandbridge Drive. Lawson moved to approve with a second by Foster. The motion was unanimously passed. SIGN INSTALLATION A. Robinson brought to the board a request that was presented by Major Kevin Wampler for the approval of the installation of a "Hidden Drive" sign or "Heavy Traffic Area" Board of Works Minutes April 14, 2011 Page 2 of 3 sign on the east side and west sides of 2000 Wernle Road. Foster moved to approve with a second by Lawson. The motion was unanimously passed. STREET CLOSURES A. Robinson brought to the board a request that was presented by Major Kevin Wampler for the closure of Elm Place and the old North 9th Street, under the bridge, on Saturday, April 30, 2011, between 1:00 P.M. and 2:00 P.M. for a destination point for the parade of cars from the Ivy Tech Car Show. Lawson moved to approve with a second by Foster. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Major Kevin Wampler for the closure of NW 8th Street from West Main Street to Peacock Road; Peacock Road from NW 8th Street to NW 13th Street and Peacock Road to the railroad bridge on NW 13th Street, on Saturday, May 14, 2011, with a rain date of May 21, 2011 for the Optimist League Opening Day Parade. Foster moved to approve with a second by Lawson. The motion was unanimously passed. TRAFFIC CONTROL A. Major Kevin Wampler brought to the board information to let then know that the Richmond Police Department would be assisting with traffic control on May 14, 2011 for the 12th Annual Girls Inc. 5k Run/Walk. There will be no street closings during this event. BID AWARDS A. Robinson made a request to the board to award the bid for the aggregate & bituminous materials for 2011. The bids to be awarded are as follows: Concrete, with fiber reinforcement, flowable fill to Ernst Concrete 2. Stone to Barrett Paving 3. Gravel, washed gravel and sand to U.S. Aggregates Robinson took this time to thank Barrett paving for keeping their pricing for 2011 the same as they were in 2010 and reducing their delivery charges. She went on to say that U. S. Aggregates kept their 2011 pricing and delivery charges the same as 2010. Foster moved to award these bids with a second by Lawson. The motion was unanimously passed. Foster moved to reject the bid for cold mix, base & surface asphalt to be re -bid for both fixed and flexible pricing with a second by Lawson. The motion was unanimously passed.
