REGULAR MEETING JULY 7,._1981

The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above date
at 7:30 p.m.
Mayor Byork in the chair.
Councilmen Green, Morris, Rowe, Thompson and Byork an-
swered the roll call.
Also present were City Manager Weaver and City Attorney
McEwen.
SCHEDULED MATTERS
The City Manager presented a report on the proposed zone
change from R-1 to M (properties adjacent to the first
alley east•of Alameda, between 109th Street-and Fernwood
Avenue). The Mayor inquired if anyone present wished to
speak in favor of or in opposition to the proposed zone
change.
Mr. Saul Garcies, 2620 109th Street spoke in opposition
to the proposed zone change.
Since there was such a large audience, the Mayor inquired
whether anyone was in favor of the proposed zone change
and since no one was, the public hearing was closed. It
was moved by Councilman Morris, seconded by Councilman
Green, and carried, to deny the proposed zone change.

It was moved by Councilman Green, seconded by Councilman
Thompson, and carried, to waive reading of and introduce
an ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF LYNWOOD AMENDING THE CODE OF THE CITY OF
LYNWOOD TO PROVIDE PROCEDURES FOR SITE PLAN REVIEW."
The City Manager presented a report on the proposed amend-
ment to the zoning ordinance regarding mobile homes on lots
where single family dwellings are permitted and recommended
that Council introduce and adopt emergency ORDINANCE No.
1130 entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD AMENDING ORDINANCE 570 (ZONING ORDINANCE)
PROVIDING FOR THE INSTALLATION OF MOBILE HOMES ON LOTS
WHERE SINGLE-FAMILY DWELLINGS ARE PERMITTED". The Mayor
inquired if anyone present wished to speak in favor of or
in opposition to the-proposed ordinance.
G. W. Higgins, 5300 Cortland, stated it should also include
manufactured housing and mobile homes. Since there was no
more response the hearing was declared closed.

The City Attorney stated that an emergency ordinance requires
4/5 vote for adoption. It was moved by Councilman Thompson,
seconded by Councilman Green, that emergency Ordinance No.
1130 be adopted.
Roll Call:
The City Manager presented a report on Sections 395b0-
39587 of the Government Code. which allows cities to abate
weeds on parcels and collect costs through a special assess-
ment against that parcel. On June 16, 1981 Council direct-
ed Staff to abate weeds on certain parcels of land within
the City and the three days required posting was adhered to.

Mrs. Garcies, 2737 E. 111th, spoke in favor of the
resolution.
Mr. Don Rickes, 11b38 Louise Avenue, wants the freeway
corridor cleaned up with Caltrans charged for the work. ^~,
Beverly Hopkins, 11279 Pope Avenue, spoke in favor of the
weed abatement and charging the work to the individual.
Since there were no other comments, the hearing was closed.
It was moved by Councilman Green, seconded by Councilman
Thompson,. and carried, that the Resolution be adopted.
RES. 81-88 The City Manager reported on the City's weed abatement

properties within the City limits, collecting costs through
a special assessment. On June lb; 1981 Council authorized
a public hearing and all persons were mailed a notice of
said public hearing. It was recommended that Council
approve RESOLUTION No. 81-88 entitled: "A RESOLUTION
PASSING UPON OBJECTION AND DIRECTING THE DIRECTOR OF
PUBLIC WORKS/CITY ENGINEER TO ABATE THE NUISANCE OF DRY
AND DRYING WEEDS THAT EXIST ON CERTAIN PARCELS GF LAND
IN THE CITY OF LYNWOOD." LOT 48 TRACT 2794.

Auth.Agrmt. The City Manager reported that Council authorized an agree-

City has 7,500 delinquent citations at Compton Municipal
Court and they propose processing this backlog @ $1.05
per citation (their standard charge), making the total

Rowe, seconded by Councilman Morris, and carried, to
apply for the loan now before the. expiration date expired.
The City Manager reported that the Employee Classifica-
tion and Position Plan should contain statements de-
scribing the nature of the work and qualifications re-
quired for adequate performance of all City positions.
The position of Public Information Officer was added
to the City's table of organization and the job de-
scription should be approved and included. This po-
sition is partially funded through grant programs
that should be placed in the exempt classification.
He recommended that Council adopt RESOLUTION No.81-91
entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD AMENDING THE EMPLOYEE CLASSIFICATION
AND POSITION PLAN TO INCLUDE THE DESCRIPTION FOR
PUBLIC INFORMATION OFFICER." It was moved by Council-
man Green, seconded. by Councilman Thompson and carried,
that the Resolution be adopted.
The City Manager stated that the success of recruit-
ment for some City classifications is severely cur-
tailed by a scarcity of skills for which there is .a
significant labor market demand. The merger of eli-
gibility lists would allow the City to integzate the
scores of qualified candidates from both previous
and more recent recruitments for the same classifi-
cation in order to create a single list containing
sufficient candidates for appointment consideration.
In that way the earlier certified candidates would
not be removed from possible consideration, or have
to be retested, which can be both inefficient and
expensive. He recommended that Council adopt RESO-
LUTION No. 81-92 entitled: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD AMENDING RESOLUTION
2843, PERSONNEL RULES AND REGULATIONS, RULE VIII, SEC-
TION 2.°' It was moved by Councilman Green, seconded
_""', by Councilman Morris, and carried, that this Resolu-
tion be adopted.
The City Manager reported that on June 9 and June 23,
the City Council met and reviewed the proposed 1981-
82 Annual Operating Budget, with the requested changes
completed. In addition, the Capital Improvement pro-
jects proposed to be funded from revenue sharing will
be funded from the General Fund. He recommended that

in the park, stating that the crowd was what was
anticipated.
Mayor Byork reported on the corridor inspection and
freeway meeting Thursday, July 2 where Mr. Ray Barn-
hart, Federal Highway Inspector, came out for the
tour. Mr. Barnhart is cognizant of the .4200 houses
to be replaced and the freeway construction required
by a Consent Decree. He is willing to start any
time a b-lane freeway and limit houses to 1500-2000,
which is a negotiating deal. Mayor. Byork suggested
we go along with thinking as it was .thrown out to us
since it can always be widened later. The Federal
Highway Commission and the Plaintiff's lawyers can
sit down and discuss this with Caltrans. Mayor Byork
stated a-total of 1025 homes will be relocated. He
expressed his desire to be allowed to be part of the
nego iating team. It was moved by Councilman Thomp-
son, seconded by Councilman Morris, that a letter be
prepared for the Mayor's signature containing this
request.
