HomeMy Public PortalAboutM 1981-10-20 - CCREGULAR MEETING OCTOBER 20, 1981 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Byork in the chair. Councilmen Rowe, Thompson and Byork answered. the roll call. Councilmen Green and Morris were absent. It was moved by r~^ Councilman Rowe, seconded by Councilman Thompson, and carried, 1 that Councilmen Green and Morris be excused. Also present were City Manager Weaver and City Attorney McEwen. It was moved by Councilman Thompson, seconded by Councilman Rowe, and carried, that the minutes of the regular meeting of October 6, 1981 be approved as written. City Treasurer Dave Richman asked Council to discuss his request to include a verbatim transcript of his remarks to Council in the minutes of the meeting of October 6, 1981. The City Attorney noted, that a summary of the presentation appears in the minutes of October 6 and that inclusion of a verbatim transcript is a prerogative of Council. Mr. Rich- man stated that it was his understanding that the City Attor- ney was preparing a report for Council and that he had deferred action concerning his allegations until the report was submitted. The Mayor stated that the minutes have been approved. NEW BUSINESS RESOLUTION N.O. 81-139 entitled:- "A RESOLUTION OF THE CITY Res.81-13 COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE APPROPRIATION Auth. "~"" OF EIGHTY THREE THOUSAND FOUR HUNDRED AND FIVE DOLLARS Approp. THIRTY-ONE CENTS ($83,405.31.) FOR THE PURPOSE OF REFLECTING HCDA ACTUAL HOUSING AND COMMUNITY DEVELOPMENT ACT (HCDA) FUNDS APPROVED BY THE COUNTY OF LOS ANGELES AND PROJECTED FOR EXPENDITURE UNDER EXISTING CONTRACTS BETWEEN THE CITY AND COUNTY." was presented.. It was moved by Councilman Thompson, seconded by Councilman Rowe, that the resolution be adopted. It was moved by Councilman Thompson, seconded by Councilman Rowe, that the resolution be adopted. It was moved by Councilman Thompson, seconded by Councilman Rowe, that Council concur with the recommendation. It was moved by Councilman Thompson, seconded by Councilman Rowe, that the foregoing items be approved. ROLL CALL: Ayes: Councilmen Rowe, Thompson and Byork Noes: None Absent: Councilmen Green, Morris COUNCIL ORAL COMMUNICATIONS Coun. Councilman Thompson commented favorably on the installation Thompson of the new scoreboard at the Recreation Center. PUBLIC ORAL COMMUNICATIONS D. Willis re Dave Willis, 3272 Louise Street, commended Council for prompt soliciting action taken to correct a street sweeping problem. Mr. Willis asked what could be done about soliciting for purposes of prostituion on Long Beach Boulevard. The Mayor advised the City is working on the problem and expects to have results soon. Councilman Rowe noted that several arrests have been made. F.Navratil Frances Navratil, 3686 Cedar Avenue, addressed Council to re paramed. inquire how long the assessment for paramedic services would continue. The City Manager advised that the proposed ordin- ance provides for a yearly assessment for four years, after which it will again go on the ballot. In response to Mrs. Navratil`s inquiry, the City Manager stated that the assessment will cover training, equipment and overtime. Mrs. Navratil asked if other cities have similar assessments and Chief Lathrope responded that other cities have assess- ments for paramedic services included in their tax bill but because of Proposition 13, the assessment for Lynwood will be identified as such. The Mayor pointed out that firemen with paramedic training will be able to perform many more tasks than they now perform. Councilman Thompson stated that the assessment will go up for four years but after that period of time, it will not increase. He stated that it is up to the City Council to maintain the program at a certain level. Firefighter Norm Ortner addressed Council ,to discuss the research conducted by the Fire Department over the past two years which indicated that private paramedic service would not provide the same level of service as the Fire Department and that private paramedic service would not be less expensive. Firefighter Ortner urged everyone in the city to consider the total cost effectiveness of the paramedic program as compared to a private paramedic program. Dave Richman requested an explanation of the Analysis of Proposition "P" and inquired where in the proposed ordin- ance it is stated that all the money will be used for para- medic services. The City Attorney stated that in his opinion any interpretation of the language of the proposed ordinance has to take into account the intentions of the persons that addressed it and that Council at their meeting of September 15, 1981 indicated their intention to use all the money for paramedic services. Mr. Richman stated his question had not been addressed; the City Attorney stated he had answered the question. Mr. Richman asked what the law is: the intent or statement of policy by the legislative body, or, the ( language that is contained in the ordinance. The Mayor stated that the question had been answered. Councilman Rowe stated that policy is not law. Firefighter Alan Barndollar stated that the language is clear regarding what is intended. Bob Downs, 3920 Carlin Avenue, addressed Council to inquire how expenditures of paramedic services would be monitored and what the apparatus for monitoring would be. The Mayor stated that the City Council would monitor the program. Mr. Downs stated he wished to go on record regarding the poor attitude displayed by Council when a citizen dissents or presents a counter idea. The City Manager stated that the paramedic program would be monitored in the same way that the landscape program is monitored, that is, the city would collect the tax which would then be allocated to a specific fund. The tax would appear in the budget which must be approved by Council, and at the end of the year, the accounts would be audited. Mr. Downs inquired at what point the monitoring would begin in order to assure that the money is expended for paramedic services only. The City Manager stated that the process would include the city ,..., auditor. Councilman Rowe disagreed with the latter remark I stating that the auditors have no way of knowing what is ~ right and what is wrong. Councilman Rowe asked what guaran- tees there are that the money will be spent strictly for paramedics since paramedics is not a service by itself but has to do with the Fire Department. Mr. Downs stated that the people in the city have legitimate concerns and want a straight answer from Council. Williard Horn, 3528 Agenes Avenue, addressed Council to .commend the Fire Department and the Sheriff's Department for their actions at a recent fire. The Mayor stated that the matter would be-dealt with when it arose.
