HomeMy Public PortalAbout18-9498 Annual Training on Ethics Public Records and Administrative Policies Sponsored by: Commissioner Pigatt RESOLUTION NO. 18-9498 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, DIRECTING THE CITY MANAGER, CITY ATTORNEY AND CITY CLERK TO DEVELOP A HANDBOOK AND ANNUAL TRAINING ON ETHICS, PUBLIC RECORDS AND ADMINISTRATIVE POLICIES FOR CURRENT STAFF AND NEW EMPLOYEES; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Opa-locka ("City") needs to ensure that current staff and new employees are familiar with ethics requirements, public record laws and the City's administrative policies; and WHEREAS, ethics and public records violations, due to improperly trained staff, may serve as the basis of litigation and cost the City thousands of dollars in legal fees; and WHEREAS, the City desires that the City Manager, City Attorney and City Clerk develop a comprehensive training program and handbook on ethics, public records and administrative policies, that is updated yearly with the latest developments in those areas and is a requirement for current staff and all new employees. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: Section 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. Section 2. AUTHORIZATION The City Commission hereby directs the City Manager, City Attorney and City Clerk to develop a handbook and annual training on ethics, public records and administrative policies for current staff and new employees to be presented to the City Commission within forty-five (45) days of the passage of this Resolution. SECTION 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re-lettered and corrections of typographical errors which do not affect the intent may be authorized by the City Manager, or the City Manager's designee, without need of public hearing, by filing a corrected copy of same with the City Clerk. Resolution No. 18-9498 Section 4. EFFECTIVE DATE. This Resolution shall take effect immediately upon adoption and is subject to the approval of the Governor or his designee.
