RESOLUTION NO.2005-62
RESOLUTION GRANTING FINAL APPROVAL OF A
TEXT AMENDMENT TO THE COMPREHENSIVE PLAN
REGARDING UPTOWN HAMEL TRANSPORTATION
PLAN
Section I. Recitals.
1.01. The city of Medina (the "City") effectively planned for and ultimately rezoned
properties in the City generally located south of Trunk Highway 55, north and south of Hamel
Road to a planned mixed use district known as Uptown Hamel.
1.02. In 2004, the City initiated public improvements for the Uptown Hamel area,
including the adoption of a feasibility report.
1.03. After the City reviewed the feasibility report and considered the Uptown Hamel
district regulations for density, the city council on January 18, 2005,a traffic study was initiated
for the area to determine whether there might be a public safety issue at full development of the
area.
1.04. On February 17, 2005 the City held a public open forum to discuss potential
improvements based on the transportation study.
1.05. The planning commission held a public hearing on March 8, 2005 and reviewed
the results of the study and considered public input.
1.06. The city council held a meeting on April 19, 2005 to consider a text amendment
to the comprehensive plan and a map illustrating the results of the transportation study.
1.07. The city council held a meeting on May 10, 2005 and adopted the text amendment
and map illustration to the comprehensive plan, subject to review and approval by the
Metropolitan Council.
Section II. Findings.
2.01. Based on the recommendations of the planning commission and other evidence
presented to the city council, the city council hereby determines that it is in the best interest of
the City that the comprehensive plan be amended with regard to the Uptown Hamel
transportation and affected land use policies for the following reasons:
a. The properties in Uptown Hamel have unique access issues concerning
development of a mixed use nature;

b. The City considers the properties in Uptown Hamel on a case -by -case
basis with respect to access;
c. The City acknowledges that the development in the Uptown Hamel area
will determine the need for new access fire lanes to the rear of properties;
d. The City acknowledges that additional city streets or other transportation
planning may be needed if development happens rapidly or at the fullest
density potential; and
e. The City does not anticipate the need to align Sioux Drive with Mill Drive
at this time.
2.02. The City's comprehensive plan text amendment and illustrative map were
approved by the Metropolitan Council on August 26, 2005.
Section III. Final Approval.
3.01. Based on the approval of the Metropolitan Council, the city council hereby grants
final approval to the comprehensive plan text amendment and illustrative map for
Uptown Hamel.
3.02. City staff and consultants are hereby authorized and directed to take all actions
necessary or convenient to implement the comprehensive plan text amendment
and illustrative map of Uptown Hamel.

and upon vote being taken thereon, the following voted in favor thereof:
Brinkman, Weir, Workman, Cavanaugh
and the following voted against same: (Absent: Smith)
None
Whereupon said resolution was declared duly passed and adopted.
