RESOLUTION NO.2005-63
RESOLUTION GRANTING FINAL APPROVAL OF A
TEXT AMENDMENT TO THE COMPREHENSIVE PLAN
REGARDING RURAL COMMERCIAL HOLDING
DISTRICT
Section I. Recitals.
1.01. The city of Medina (the "City") received a proposal from the city of Corcoran to
provide sewer service to Corcoran's southwestern corridor via Medina's local sewer system.
1.02. The City and Corcoran engaged in discussions regarding future capacity issues, as
well as cost and timing of the public improvements.
1.03. The City received the "Southwest Corcoran Concept Utility Report for Public
Infrastructure" and the "Trunk Highway 55 Infrastructure Study" and considered the feasibility
of the proposed public improvements with respect to land use planning for the affected
properties.
1.04. According to the City's comprehensive plan, the affected areas are currently
guided as Rural Commercial Holding district, which designation, while in the 2000-2020
Metropolitan Urban Service Area, indicates that urban service development can only occur when
there is a significant investment in the extension of urban services to this location.
1.05. After reviewing the request and analysis from Corcoran, the City held a public
hearing at the planning commission on July 12, 2005, and after hearing public comment, the
planning commission recommended approval of a text amendment to the comprehensive plan.
1.06. The city council held a meeting on August 2, 2005 to discuss the proposal and
after hearing public comment and reviewing the recommended text amendments to the
comprehensive plan, adopted the amendments to the existing land use policies regarding the
Rural Commercial Holding district, subject to review and approval by the Metropolitan Council.
Section II. Findings.
2.01. Based on the recommendations of the planning commission and other evidence
presented to the city council, the city council hereby determines that it is in the best interest of

the City that the comprehensive plan be amended with regard to the Rural Commercial Holding
district land use policies for the following reasons:
a. The properties in the Rural Commercial Holding district have not been
effectively master planned for urban development;
b. The City considers the expansion of urban services to this area to be
necessary but not immediately essential;
c. The City will consider the overall planning of the entire city through the
2010-2030 comprehensive plan update required by the Land Use Planning
Act, which update has a statutory submission deadline of December 31,
2008;
d. The provision of urban services to this area will not hinder the planning
efforts for the comprehensive plan planning process; and
e. The City does not anticipate urban development of this area until at least
the year 2012.
2.02. The City's text amendment to the comprehensive plan regarding the Rural
Commercial Holding district was approved by the Metropolitan Council, subject
to revisions, on October 3, 2005.
Section III. Final Approval.
3.01. Based on the actions of the Metropolitan Council, the city council hereby grants
final approval of the text amendment to the comprehensive plan regarding the
Rural Commercial Holding district.
3.02. City staff and consultants are hereby authorized and directed to take all actions
necessary or convenience to implement the text amendment to the comprehensive
plan regarding the Rural Commercial Holding district.

The motion for the adoption of the foregoing resolution was duly seconded by member Cavanaugh
and upon vote being taken thereon, the following voted in favor thereof:
Brinkman, Weir, Workman, Cavanaugh
and the following voted against same: (Absent: Smith)
None
Whereupon said resolution was declared duly passed and adopted.
