AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A MAJOR
AMENDMENT TO THE FINAL PUD PLAN FOR PROPERTY LOCATED AT 905 WEATHERED
ROCK ROAD; CONSISTING OF PART OF TRACTS D AND F OF MILLBROOK SUBDIVISION
AND LOTS 1 AND 2 OF STONEHILL SUBDIVISION, SECTION ONE, JEFFERSON CITY, COLE
COUNTY MISSOURI.
WHEREAS, Jefferson Street Commerce Park, owner of the real estate hereinafter described,
having submitted to the City Council a Major Amendment to the Final PUD Plan of
said real estate, being located in Jefferson City, Cole County, Missouri, and more
particularly described as follows: Part of Tract "D", part of Tract "F" of Millbrook, in
the City of Jefferson, Missouri, per plat of record in Plat Book 8, Page 109, Cole
County Recorder's Office, and part of Weathered Rock Drive and State Route B
vacated by the City of Jefferson by Ordinance No. 11892, dated May 3, 1993, more
particularly described as follows: Beginning at the Southeast corner of Lot 1 of
Stonehill, Section 1, in the City of Jefferson Missouri, per plat of record in Plat Book
11, Page 888, Cole County Recorder's Office, thence S40 045'21"E, 185.00 feet;
thence S33 054'47"E, 290.33 feet, thence S25 006'03"W, 58.30 feet; thence South 56
degrees 04 minutes, 20 seconds West, 74.88 feet; thence westerly on a curve to
• the right, having a radius of 372.09 feet, an arc distance of 65.34 feet, (the chord of
said curve being South 61 degrees 06 minutes 10 seconds West, 65.25 feet);
thence North 33 degrees 55 minutes 40 seconds West, 51.57 feet; thence northerly
on a curve to the left, having a radius of 418.64 feet, an arc distance of 165.24 feet,
(the chord of said curve being North 45 degrees 14 minutes 06 second West,
164.17 feet); thence northerly on a curve to the right, having a radius of 373.37 feet,
an arc distance of 249.46 feet, (the chord of said curve being North 37 degrees 24
minutes 06 seconds West, 244.85 feet); thence northerly on a curve to the left,
having a radius of 1120.31 feet, an arc distance of 30.00 feet, (the chord of said
curve being North 19 degrees 01 minutes 42 seconds West, 30.00 feet); thence
North 52 degrees 39 minutes 32 seconds East, 207.62 feet to the point of
beginning. Containing 2.48 acres.
WHEREAS, it appears that the procedures set forth in the zoning code relating to zoning have in
all matters been complied with, as said property owners submitted to the Planning
and Zoning Commission and City Council a Major Amendment to the Final PUD
Plan for the above referenced property.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1. The Major Amendment to the Final PUD Plan submitted by Jefferson Street
Commerce Park on file as Case No. P07020 in the Jefferson City Planning Division, for a 6,120

square foot building expansion and associated parking lot expansion is hereby approved for the
• above land referenced herein.
SECTION 2. Approval is made subject to the following conditions: (1) The underlying zoning
district shall be C-O Office Commercial for the purposes of establishing allowed uses; (2) Indicate
parking lot landscaping for the existing 29 space parking lot, as indicated on the previous major
amendment to the PUD plan for this property; (3) Indicate a 4' wide sidewalk along Weathered
Rock Road; (4) Compliance with Engineering Division recommendations and corrections to the site
plan.
SECTION 3. Common Areas and Public Land. No common areas are proposed and no
lands are dedicated to public use with this PUD Plan.
SECTION 4. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

McCarty Street, to consider a Major Amendment to the Final PUD Plan for the tract described
herein:

Case No. P07020 — 905 Weathered Rock Road, Major Amendment to PUD Plan.
Request filed by Jefferson Street Commerce Park, LLC, Dick Otke, authorized
representative, for a major amendment to a PUD Plan to build a 6,120 square foot building
addition and a 56 space parking lot. The property is generally located on the northwestern
corner of the intersection of Lorenzo Greene Drive and Weathered Rock Road and is
described as part of Tracts D and F of Millbrook Subdivision and Lots 1 and 2 of Stone Hill
Subdivision Section One. (Central Missouri Professional Services, Consultant).
Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke
regarding this request. Mr. Bates distributed a visual depicting the proposed amendment to the
PUD plan. He explained that an addition consisting of 6,120 square feet will be constructed on
the south end of Info Crossing Healthcare. Mr. Bates stated that an additional 56 space parking
facility will be constructed on the north side of the subject property.
Mr. Ken Otke, 6524 Route B, spoke regarding this request. Mr. Otke explained that this is
the third major addition to the existing building.
No one spoke in opposition to this request and no correspondence as received.

Mr. Barron gave the Planning Division staff report and explained that 17 parking spaces,
including 4 ADA spaces, are proposed to be removed in order to accommodate the building
addition. A new 4' wide sidewalk is shown along Stone Hill Road opposite of the applicants
property. A 4' wide sidewalk is required along Weathered Rock Road and a 5' sidewalk is
required along Lorenzo Greene Drive. The applicants consultant has conveyed their intention to
request a waiver from the sidewalk requirements for the sidewalk along Lorenzo Greene Drive.
Mr. Wade gave the Engineering Division staff report and explained that infrastructure is in
place. A sidewalk needs to be shown on the site plan along Weathered Rock Road. Access will
be via-two-new-entrances to the north on Stone Hill Road.
Mr. Bates stated that he concurs with staff comments and recommendations.
Mr. Nunn moved and Mr. Hagan seconded to recommend approval of the Major Amendment
to the PUD Plan for 905 Weathered Rock Road to the City Council, subject to the following
conditions:
1. The underlying zoning district shall be C-O Office Commercial for the purposes of
establishing allowed uses.
2. Indicate parking lot landscaping for the existing 29 space parking lot, as indicated on
the previous major amendment to the PUD plan for this property.
3. Indicate a 4' wide sidewalk along Weathered Rock Road.
4. Indicate a 5' wide sidewalk along Lorenzo Greene Drive, unless the City Council
grants a waiver for this section of sidewalk.

Case No. P07020—905 Weathered Rock Road,Major Amendment to PUD Plan. Request filed by Jefferson
Street Commerce Park,LLC,Dick Otke,authorized representative,for a major amendment to a PUD Plan to build
a 6,120 square foot building addition and a 56 space parking lot. The property is generally located on the
northwestern corner of the intersection of Lorenzo Greene Drive and Weathered Rock Road and is described as
part of Tracts D and F of Millbrook Subdivision and Lots 1 and 2 of Stonehill Subdivision Section One. (Central

Notification
By publication in the newspaper, by letter to adjacent and affected property owners within 185 feet, and by
posting a sign on the property.
Nature of Request
The applicant is proposing a 6,120 square foot expansion to the existing building, the construction of a 56
space parking lot, and the construction of 6 ADA parking spaces (that will be displaced by the building
expansion).
Location
The subject property is located on the northern corner of Stone Hill Road and Weathered Rock Road. The
property abuts Lorenzo Greene Drive to the rear.
Staff Analysis
Permitted Uses. The underlying zoning of this property was never established. Based on the existing and
future intended uses, C-O Office Commercial would be the most appropriate underlying zoning district.
Parkin
17 parking spaces, including 4 ADA spaces,are proposed to be removed in order to accommodate the building
addition. Six ADA spaces are proposed to be rebuilt in front of the building resulting in a further loss of 3
parking spaces. A 56 space parking lot is proposed on the northern side of the property. Based on square
footage of the building,the parking requirement applicable to the property is 105 spaces with a total of 185
spaces shown on the PUD plan.
Landscaping. The new parking lot is shown with landscaping consisting of 10 trees. This would be adequate
the meet the 35% shade requirement for the new parking lot. The landscaping for the existing (smaller)
parking lot consisted of 7 trees that were never installed. These trees need to be shown on the current PUD
plan and installed as shown.
Sidewalks
A new 4' wide sidewalk is shown along Stone Hill Road opposite of the applicants property. A 4' wide
sidewalk is required along Weathered Rock Road and a 5' sidewalk is required along Lorenzo Greene Drive.
The applicants consultant has conveyed their intention to request for a waiver from the sidewalk requirements
for the sidewalk along Lorenzo Greene Drive.
is Staff Recommendation
Staff recommends approval of the Major Amendment to the PUD Plan with the following conditions:
1. The underlying zoning district shall be C-O Office Commercial for the purposes of establishing

allowed uses.
• 2. Indicate parking lot landscaping for the existing 29 space parking lot, as indicated on the previous
major amendment to the PUD plan for this property.
3. Indicate a 4' wide sidewalk along Weathered Rock Road.
4. Indicate a 5' wide sidewalk along Lorenzo Greene Drive,unless the City Council grants a waiver for
this section of sidewalk.
5. Compliance with Engineering Division recommendations and corrections to the site plan.

needs to be shown on the site plan along Weathered Rock Road. A variance is being
requested for sidewalk being placed along Lorenzo Greene Drive.
Streets/Traffic Impact
* Access exists to serve the site. Two (2)new entrances are proposed for the new parking lot to
the north on Stone Hill Road.
* Site distance is acceptable from the new entrances proposed onto Stone Hill Road.
* Lorenzo Greene Drive is considered a minor arterial roadway.

* Facilities are existing in the vicinity.

Provide a description (including length. location, and name of adjacent roadway) of the
sidewalk you arc requesting a waiver for: 830 linear feet. Adjacent roadway: Lorenzo
Greene Drive. Location: 905 Weathered Rock Road.

1. How much pedestrian traffic will be generated by the proposed development?
The development is not anticipated to generate pedestrian traffic along Lorenzo
Greene Drive.
2. Wil l the density of existing or future development in the area generate the need
for a sidewalk?
The area is a combination of apartments, offices, and office/distribution facilities.
We do nvi believe future development would require side walks.
3. Arc there other pedestrian generators in the area which a sidewalk would provide
access to, such as schools or parks?
The YMCA has a facility approximately% of a mile away on Ellis Boulevard.
4. Are there other sidewalks in the area that would connect to the sidewalk along the
proposed development?
There are no other sidcwalls in the area.

Lorengo Greene Drive was originally designed by MoDOT. Thcre is no curb and
