THE CITY OF RICHMOND, INDIANA, MARCH 3, 2011
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, March 3, 2011, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Tony Foster. Also attending were Assistant City Attorney Kim Vessels, Lieutenant Don
Benedict and Assistant Fire Chief Oscar Abner.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the February 24, 2011 meeting.
Lawson moved to approve with a second by Foster. The motion was unanimously passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment for March 4, 2011 in
the amount of $379,770.19. She explained of that total $16,532.72 was paid to the City of
Richmond for reimbursement of Intergovernmental charges from 2009; $28,032.61 was paid to
Wayne County Treasurer for the City's portion of 9 -1 -1 salaries and benefits; $13,530.10 was
paid to Kiesler Police Supply for ammunition and targets and $15,564.25 was paid to Morton
Salt for road salt. Foster moved to approve with a second by Lawson. The motion was
unanimously passed.
HANDICAPPED PARKING SIGN RENEWALS
A. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict for the approval of a Handicapped sign renewal at 301 S.W. 3rd Street for
Dorothy Traylor. Lawson moved to approve with a second by Foster. The motion
was unanimously passed.
B. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict for the approval of a Handicapped sign renewal at 245 S.W. 3rd Street for
Lowell Nesbitt. Foster moved to approve with a second by Lawson. The motion was
unanimously passed.

C. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict for the approval of a Handicapped sign renewal at 121 South "E" Street for
Calvary Baptist Church. Foster moved to approve with a second by Lawson. The
motion was unanimously passed.
D. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict for the approval of a Handicapped sign renewal at 948 Sheridan Street for
Jessica Cooper for Breanne Dance. Lawson moved to approve with a second by
Foster. The motion was unanimously passed.
E. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict for the approval of a Handicapped sign renewal at 139 South 5th Street for
Therapeutic Solutions. Foster moved to approve with a second by Lawson. The
motion was unanimously passed.
F. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict for the approval of a Handicapped sign renewal at 405 South 13th Street for
Betty Kenney. Foster moved to approve with a second by Lawson. The motion was
unanimously passed.
G. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict for the approval of a Handicapped sign renewal at 203 South 14th Street for
William Hughes. Lawson moved to approve with a second by Foster. The motion
was unanimously passed.
H. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict for the approval of a Handicapped sign renewal at 216 South 14th Street for
Linda Davis. Lawson moved to approve with a second by Foster. The motion was
unanimously passed.
I. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict for the approval of a Handicapped sign renewal at 221 South 3rd Street for
Mary Ann Davis. Foster moved to approve with a second by Lawson. The motion
was unanimously passed.
J. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict for the approval of a Handicapped sign renewal at 222 North 20th Street for
Dawn Gentry. Foster moved to approve with a second by Lawson. The motion was
unanimously passed.
K. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict for the approval of a Handicapped sign renewal at 224 North 21st Street for
Mike Durham. Foster moved to approve with a second by Lawson. The motion was
unanimously passed.
FIREFIGHTER CANIDATES FOR HIRE
A. Robinson brought to the board a request that was presented by Assistant Fire Chief
Oscar Abner for the approval to hire Jamey Alan Miller as a Probationary Firefighter
subject to PERF's acceptance. Foster moved to approve with a second by Lawson.
The motion was unanimously passed.
B. Robinson brought to the board a request that was presented by Assistant Fire Chief
Oscar Abner for the approval to hire James William Brattain as a Probationary

Firefighter subject to PERF's acceptance. Lawson moved to approve with a second
by Foster. The motion was unanimously passed.
CONTRACTS
A. Robinson brought to the board a request that was presented by Assistant Fire Chief
Oscar Abner for the approval of Contract No. 32 -2011 with Life Star Rescue, Inc for
the purchase of two 2001 Braun Chief Type III ambulanced for the Richmond Fire
Department in the amount of $52,100.00. Lawson moved to approve with a second
by Foster. The motion was unanimously passed.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
