MINUTES OF MEETING OF AUGUST 12, 1971
The meeting was called to order at 7:40 p.m. by vice chairman
Jay Conley.
Members present: Mr. Jay Conley, Mr. Joe Davis, .efts• Blanche Fries
Mr. Guy Johnson, Mr. Larry Parrish and Mr. Don Warner
The minutes of July 22, 1971 were approved as mailed.
Action on the tentative map for Beaumont Condominium was to
postponed to the next meeting for presentation of the map.
Public hearing was opened on consideration of amendment to Ordinance
282 and Ordinance 324 with regard to land use. No one was present
to object to the proposed amendment.
Motion was made by Mr. Don Warner and seconded by Mr. Larry Parrish
that a resolution be forwarded tothe „City Council recommending they
adopt the amendments to the zoning ordinance and also an addendum to the
Building Code. Motion carried unanimous.
A date for the Public Hearing on Application for Conditional Use Permit
by JuAianna Freese for a Ballet Scnool at the American Legion Hall at
752 California Avenue was act for Thursday, August 26, 1971.
Public Hearing was opened on consideration of a new Sign Ordinance for
the City of Beaumont. Mr. Brian Romberg of 1094 Dorothy Anna Drive,
Banning, questioned the meaning of "Billboard” signs not oo*tingerat�/1'�
to the business. He was advised that Beaumont Pas a very liuited
sign ordinance and that a study had been made and this proposed ordinance
was an attempt to up grade the signs in Beaumont. Public. Hearing was
closed.
Motion was made by Mrs. Blanche Fries and seconded by Mr. Joe Davie
that a resolution be forwarded to City Council to recommend the adoption
of the Sign Ordinance. Tyote: Ayes 5„ NOES 0; :3r. Parrish ABSTAINED.
Mr. Brian Romberg requested information about the feasibility of having
a storage yard for woad and sale of firewood at Droperty behind the
Shell Station on Highland Springs Road North of the Freeway. The
consensus of the commission was that it waz a compatible axle.

Mr. Don Warner
The minutes of July 22, 1971 were approved as mailed.
Msmbera'of the Citizens Committee were present to present recommendations
for amendments oto Ordinance 282 relative to land use and also recommendations
for amendments to the Building code.
Motion was made by Mr. Don Warner and seconded by Mr. Joe Davis that a Public
Bearing be set for the 12th of August at 7:,30 p.m. on the proposed amendments
to Ordinance 282 relative to land use.
AYES 5; NOES 0; Moiton carried
Motion was made by Mr. Don Warner and seconded by Mr. Jay Conley that the
Resolution 1971- 5 be forwarded to City Council recoamiending the proposed
amendment to the Uniform Building Code:
WHEREAS the requirements of the Uniform Building Code as adopted by the City
of Beaumont in 1970 contain deficiencies in certain areas; and
WHEREAS these deficiencies have been brought to the attention of the Planning
Commission and discussed by the #Tanning Commission; and
WHEREAS correction of these deficiencies would be greatly beneficial to the
City of Beaumont,
NOW, THEREFORE, BE IT RESOLVED that the Uniform Building Code 1970 have
addendum thereto to incorporate the following*
1. Bedroom size be increased to 120 oquare feet from 90 square feet.
2. Requirement that finished floor level be a minimum of eight (8) inches
above crown of street.
BE IT FURTHER RESOLVED that provisions for dust control and removal of
building debris be a requirement for the issuance of a building permit.
Adopted this 27th day of July, 1971
Motion was made by Mr; Don Warner and seconded by Mr. Jay Conley that a
date for public hearing be set for August 12, 1971 on the Sign Ordinance.

Mr. Guy Johnson, Mr. J. B. Thompson, Mr. Don Warner.
Member absent: Mr. Larry Parrish
Others present: Members of City Council, Mayor Haskell, Mr. Walter Rodman
and Mr. Howard Hightower.
Minutes of the meeting of July 8, 1971 were approved as mailed.
Conditional Use Permit for Poultry Processors was reviewed. It was
reported that there were no problems as far as the City of Beammnt was
coaeerned. Coaplaints about the odor from the sewer processing plant which
is located in the County were heard from Mrs. Margaret Roberts, a resident in
the County, and Mr. James Thompson who owes property within the city limits
of Beaumont. The property belonging to Mr. Thompson is being considered as
a site for a Mobil home park. This property is on Fourth Street west of
Minnesota and north of the Poultry Processing Sewer Plant. The City Manager
was instructed to notify the County that the Conditional Use Permit for
Poultry Processors rill be revoked unless action is taken to do away with the
odor problem.
Motion was made-by Mr. Jay Conley and seconded by Mrs. Blanche Fries that the
Review be tabled and the City Manager be instructed to notify the
Health Department of the County of Riverside, the Santa Ana Regional Water
Control Board and Poultry Processors of the non - conformance with Ordinance 282,
Artldaa 169 Section 6 of City Ordinance and set a masiwm time for compliance
of thirty (30) days.
Motion carried unanimously.
Information was requested Vy Mrs. Julia:ma Freese regarding the operation
of a Ballet School in the facilities now owned by the American Legion Hall.
They were advised to present a plot plan at the first meeting in August.
The Citizens Committee presented their recommendations for upgrading the
zoning ordinance and Building Code. A study session was scheduled for
an adjourned meeting to be held at 8:00 p.m. on Tuesday, July 27, 1971.
The Sign ordinance was studied jointly by the City Council and Planning
Coamission.

Meeting called to order at 7:41 p.m. by Chairman Thompson.
Members present: Mr. Jay Conley, Mr. Guy Johnson, Mr. Larry Parrish,
Mr. J. B. Thompson, and Mr. Don Warner. Members absent: Mrs. Blanche
Fries and Mr. Joe Davis.
Minutes of May 27 and June 10, 1971 were approved as mailed.
Chairman Thompson stated this was to be a joint meeting of the
Planning Commission and City Council to discuss the proposed sign
ordinance.
Since Councilman Hightower was the only councilman present it was
recommended that another date be set for a joint meeting.
Mr. Don Warner brought up the sign tables for discussion,
Chairman Thompson recommended that should establish criteria
from existing signs and go from there.
It has been suggested that the tables as shown in the proposed ord.
could be adopted and that they could amend it by resolution as
necessary.
A Joint meeting to be set with the City Council for July 22nd, 1971
for the purpose of studying the proposed sign ordinance.

be absent at tomorrows meeting.
After reviewing the proposed W I and W 2
Zones, I suggest the following revisions (attached).
I feel the determination of the areas of
proposed W I Zone should be made by our City Engineer.
The resources of the County flood control agencies are
readily available to the Engineer and will be used to
good advantage.
As you will note, the W 2 Zone would be
deleted from my recommendation. It seems unnecessary
at this time and could be added at anytime in the
future.
If possible action on the above would be
appreciated at this time. The proposed annexation
and adjacent developments seem eminent and we should
be ina position to control these issues.

Clarification of Subdivision development on Pennsylvania and Massachusetts
North of 12th Street was requested by Mr. Jack Chamberlin, resident at
1334 Michigan Avenue. Those requesting information included the following
interested property owners: Cieytus M. Bates, 1346 Michigan Avenue,
Mr. and Mrs. Paul REMY OF 1329 Michigan Avenue, Mrs. Parker of 1251 Massachusetts
Mr. Jack Mobley of 1025 E. 13th Street, Mrs. Oscar Chance of 1237 Antonell Court
Mrs. Bud Mathewson of 13th and Pennsylvania. Queetiona were asked and
City Manager Ted Ward will get the answers from reliable sources and advise
the interested parties.
A group of interested neighbors requested information about the development
of the Ormerod Estates subdivision at 13th and Maple Avenue. Those
requesting information were Mr. and Mrs. Don Williams of 1252 Maple Avenue,
Mr. and Mrs. John Hall of 1254 Maple Avenue, Mr. and Mrs. Alex C. Singer of
1262 Maple Avenue and Kamen N. Stevens of 690 E. 13th Street. These property
owners were referred to Mr. Ormerod who filed the restrictions on theproperty
in 1960 and the restrictions are listed as binding until 1905-
Consideration of the Sign Ordinances was tabled until the next regular meeting.
