Public Hearing was opened at 7:31 o.m. on Application of Harlequin Confetti Corp.
for a Variance to install a tinht fence around pronerty at 1499 E. 6th Street.
it was noted that the application was duly filed and i #once of Public Hearing
was advertised in newspaper and by mailing to residents within 300 ft of the
Property.
Mrs. Joe Thomas of 1404 P. 6th Street spoke ingonPOSition to a solid vra
fence across the front of the nronerty. The city has landscaped Sixth Street,
and is trying to make it look nice. She ;ust can't see a solid wood fence.

Meeting was called to order at 7:30 p.m. by Jay Crrsley, Vice Chai;man� TA Y(pR

Mr. Larry Parrish, Mr. Don Warner; Mr. Thompson arrived late.
Minutes Of meeting of December 9, 1971 were approved as mailed.
Mr. Naidley was present to explain that his company was ready to proceed
and were waiting for Agreement with Kaushansky and Rinaidi, deadline set
for January 14, 1972. It was determined that the Zone Change approved
in January of 1971 did not mandate a time reversion action. Motion was
made by Mr. Warner and seconded by Mrs. Fries that the gone change as
originally approved be extended for one year.

Motion was made by Mrs. Blanche Fries and seconded by Mr. J. B. Thompson
that Lot splits be granted as requested by Oscar Berg for property located
on Euclid Avenue between 11th Street and 12th Street, Beaumont, Calif.
for the reason that they are compatible with existing lots in that area.
City Manager Ted Ward was requested to ve!1 fy with the City Attorney
the legality of compliance with Subdivisioa Law.

tabled to the next regular meeting, an adjourned meeting to be held November 16, 1972.
Revised plot plan from Kaushansky and Rinaldi for permanent location of demonstration
building at Beaumont Meadows was presented.
Motion was made by Mr. Don Warner and seconded by Mr. [mill Rebee that the plot
plan be accepted as revised showing street dedication and curb and llruer
on 110 foot frontage.

Motion was made by Mr. Don 'darner and seconded by firs. Blanche Fries that
approval be given to application to convert a demonstration building to a
permanent building providing all compliances of building code are met.

Mr. George Ramos was not present on request to locate a wood yard at Sixth and
Highland Springs Road across from Highway Patrol office.
Mrs. Wilma Lindke requested information as to possibility of using a travel trailer
as Guest House on R -3 lot. The secretary was instructed to advise that state and
local laws do not permit this usage on R type lots except in Mobil home subdivisions
or Parks.

Minutes of meeting of September 14, 1972 were approved as corrected to
show that "single family unitA be deleted.
City Manager Ted Ward reported that a report had been received from the
Water Control Board indicating that Poultry Processors meet qualifications.
Application to move a house from Norwalk to 1273 Vichigan Avenue was
received. Date for public hearing was set for Thursday, October 12, 1972
at 7:30 p.m.
Request for information regarding a lot split eih 13th Street between
Euclid and Edgar Avenue for property owned by Marion and Calvin Gavarick
was considered.
Kaushansky and Rinaldi requested permit to put foundation under
demonstration building presently located near Highway 60 in Beaumont Meadows.
They are to be invited to meeting on October 12th.
Study session was held on Ordinance 282.

MINUTES OF MEETING OF August 24, 1972
Meeting was called to order at 7:30 p.m. by Chairman Thompson
Members present: Mr. Joe Davis, Mrs. Blanche Fries, Mr. Bill Bebee,
Mr. Larry Parrish, Mr. J. B. Thompson, Mr. Donald Warner
ABSENT: Mr. Jay Conley
The minutes of the meeting of August 10, 1972 were approved as maildd.
The request of the Church of Christ to place a trailer on church grounds
at 890 E. 8th Street was withdrawn.
It was reported that the Polestar Properties have removed the small sign
as as requested by the Commission.
Mr. McAnally was present to request further investigation before filing
of complaint against Poultry Processors Treatment Facility. The Planning
Commission requested a written report from the Water Quality Board to be
considered at the next meeting.
City Manager, Ted Ward, presented a letter from Mr. Hugh Cooper re: Zoning
for property in Sect. 50 T35 R1W, SE h , 9105 acres. This property is now
R1 with proposed commercial zoning on adjacent property.
Annual Review of Conditional Use Permits:
Motion was made by Mrs. Blanche Fries and seconded by Mr. Larry Parrish that
the Conditional Use Permit for Juiianna`s School of Ballet located at the
American Legion Hall on California Street between 7th and 8th be renewed
for one year.
AYES 6; NOES 0; Motion carried.
Motion was made by Mrs. Blanche Fries and seconded by Mr. Joe Davis that the
Conditional Use Permit for the Catholic Youth Hall on Chestnut Street
between 12th and 13th Street be renewed on a permanent basis.

Motion was made by Mr. Don Warner and seconded by Mr. Bill Bebee that the
Conditional Use Permit for San Andreas High school be exteeded for one year.

Mr. Oscar Berg requested information about possibility of change of zone for
property on Euclid Avenue between 11th and 12th Street. It was suggested
that a buffer zone of R3 would be compatible in the location between R1 and
comierci al .
The following communications were received:
Course of Study from Crafton Hills College in Yucaipa regarding evening
classes.
Notification of Department of Real Estate Requirements regarding recording
of tract maps.
Report was made on plans for alleyway between 10th Street and 9th Street
in Block 36.
Ordinance No. 333 was studied and the following items were suggested as
amendments to the Ordinance:
To clarify yard sales 1. No fee or Minimum $5.00 fee Permit to be issued
by the City. Fees may be amended by Council Resolution.
2. Maximum 5 day limit for 5 consecutive days.
3. Interval between sales - 3 months
No permit will be issued within 90 days of final day of
last sale.
4. Police to have right to inspect merchandise for sale.
Mrs. Blanche Fries indicated interest in Convention at Anaheim Oct. 15, 16 and 17th.
Mr. Ward, City Manager, requested a joint meeting with the City Council for
the next meeting.

Meeting called to order at 7:35 p.m. by Vice Chairman Mr. Jay Conley

Members absent: Mr. Bill Bebee, Mr. JoeDavid on leave.
Minutes of meeting of July 13, 1972 were approved as mailed.
Mr. Carl Mellor presented request for a lot split for property situated at
10th and Michigan between 9th and 10th Street and Michigan and Massachusetts
Avenue legally described as West half of Lot 1, Block 36, City of Beaumont
California. Proof of survey and fee were presented.
Motion was made by Mr. Larry Parrish and seconded by Mrs. Blanche Fries that
the lot split be approved subject to the recommendations of the Planning
Director: 1. Lot size conform to adjacent black layout
2. Lot depths be reduced to 160 feet net and reminder of
property be dedicated to City of Beaumont for future alley
with deeds to be prepared by City Engineer.
3. Sewer easements are recorded and fall within the proposed
alley area. Each proposed lot is served by a sewer.
4. Property owners to the south will be contacted re: easements
to permit completion of alley
AYES 5; NOES 0; Motion carried.
Public Nearing was held on Application for Conditional Use Permit by James C. Cagle
for directional signs to be located on City property and predicated on City
of Beaumont granting encroachment permit. Said signs to direct traffic to
Breeze Lakes, a recreational facility south of Beaumont. Mr. Cagle presented
a sample of the sign to be erected.
No one in the audience spoke in opposition.
Public heart was closed at 8:35 p.m. and the Commission will take twenty days
to render decision.
The Subdivision Map was not ready for approval. Mr. Taylor's request was
tabled until the map is ready.
Mr. R. K. Barrett of 1250 Euclid Avenue presented request for information

WHEREAS, a complaint has been filed with the Planning Commission of the
City of Beaumont regarding the noxious odors qM tittng from the Treatment Facility
west of the City of Beaumont and owned by the Poultry Processors; and
WHEREAS, the complaints have been verified by the City Manager, the
County Board of Health and other pertinent agencies in the City of Beaumont; and
WHEREAS this facility is located within the jurisdiction of the Planning
Commission of the County of Riverside and the Santa Ana River Basin Water Control
Board and is located in the Zone of Influence as established for the City of
Beaumont;
WHEREAS, this facility is operating under a Conditional Use Permit issued
by the Riverside County Planning Commission,
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the
City of Beaumont does request that -immediate action be taken to abate the
nuisance hereinabove described.
