MINUTES TOWN C =SSIONERS, MAY 15th, 1926.
A meeting of the Town Commissioners of the Town of Gulf Stream,
Florida, was held at the Town Hall of said Town on the 15th day of
May, A. D. 1926.
The following commissioners were present:
Charles H. Ruggles, Mayor;
Frank M. Swanson, Vice - Mayor;
Phil Y. Cason, Town Clerk.
The following ordinance relating to elections was presented
to the Commission for its second and third reading, and on motion
by Mr. Swanson, seconded by Mr. Ruggles, the same was read the second
and third times in full. The heading of said ordinance was as
follows:
AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA,
PROVIDING FOR THE HOLDING OF AN ANNUAL ELECTION,
THE QUALIFICATION AND REGISTRATION OF VOTERS, AND
THE QUALIFICATION OF PERSONS TO HOLD OFFICE AT SAID
ELECTION.
On motion duly made, seconded and unanimously carried, the ordinance
was adopted.
The following ordinance relating to meetings of the Town Commis-
lion was presented to the Commission for its second and third reading,
and on motion by Mr. Swanson, seconded by Mr. Ruggles, the same was
read the second and third times in full. The heading of said ordinance
was as follows:
AN ORDINANCE OF THE TOWN COMEIISSION OF THE TOWN OF GULF
STREAM, FLORIDA, PROVIDING FOR THE HOLDING OF REGULAR
MEETINGS OF SAID TOWN COMMISSION.
On motion duly made, seconded and unanimously carried, the ordinance
was adopted.
There being no further business to come before the Commission,
Vice - ?mayor and Town Clerk shall perform the duties of his or her office
until his or her successor is duly elected and qualified, and
iJiREAS, no person or persons have registered in the registration
books of the Town of Gulf Stream for the purpose of voting at the first
annual election to be held on the first Tuesday in April, 1926, and
iMEREAS, the present officers of the Town of Gulf Stream can -
hold
not /said election as provided in said Charter, and that it is for the
best interest of said Town that said officers shall continue to hold
their respective offices until such time as a regular election can be
held,
NOW, THEREFORE, be it resolved by the Town Commission of the
Town of Gulf Stream that the present officers will continue to serve in
their present respective capacities until their successors are duly
qualified and elected, and that in so acting, said officers consider
that they are acting for the best interests of the Town of Gulf Stream,
and will upon petition of the qualified electors of the Town of Gulf
Stream, call a special election for the election of new officers and
commissioners of said town.

SECTION II. That special meetings may be held at any time upon
the call of any Commissioner, as provided in the Town Charter.
SECTION III. All ordinances or parts of ordinances in conflict
herewith are hereby repealed.
SECTION IV. This ordinance shall take effect immediately upon
its passage and approval by the Town Commission. /%S x2

Mr. Swanson offered the following resolution:
RESOLUTION OF THE TOWN COMA`ISSION OF THE TOWN OF GULF STREAM,
FLORIDA.
VMEREAS, the Town of Gulf Stream, Palm Beach County, State
of Florida, was incorporated at the regular session of the Florida State
Legislature, held 1925, and
CMREAS, the Charter granting the Town of Gulf Stream, provides
that the following named persons shall be the officers of said Town:
7harles H. Ruggles, Mayor; Frank L. Swanson, Vice - Mayor; and Phil Y. Cason,
'own Clerk; and that said officers shall hold their offices until the
rlection in April, 1926, and their successors shall be elected, and
"MEREAS, Section 3 of Article 1 of said Town Charter provides
hat all officers of the Town shall hold their respective offices until
heir successors have been elected and qualified, and
ZEREAS, Section 1 of Article 3 provides that the Mayor,
And on motion duly made and unanimously carried, said resolution was
adopted.
After some discussion, the Commission found that there was not
a sufficient number of registered voters properly qualified in the Town
of Gulf Stream to hold an annual election, and after being advised by
the Town Attorney, it was decided that the present Commission would con-
tinue to hold their respective offices until such time as a special
election was called or until the next annual election, at which time the
registered voters would elect new commissioners.
There being no further business to come before the Commission
at this time, it was regularly moved by Mr. Swanson, seconded by Mr.

Ruggles,/that the Commission adjourn to meet again on the 15th day of
May to consider any and all bus:
they were regularly adjourned.
