Councilman Byrd, Reyes, Richards, Rodriguez and Pedroza answered rolt call. � � Also present were City Manager Gonzales, DepuTy City Attorney Sylva, City Clerk � Hooper and City Treasurer Pygatt. � City Attorney Montgomery was absent. City Clerk Andrea Hooper announced that the agenda had been duly' posted in accordance with the Brown Act. Item #6: PRESENTATIONS/PROCLAMATIONS: •3 BEAUTIFICATION AWARDS: City Council presented awazds to Lynwood residents, for keeping their homes well maintained and beautiful. Also commended and congratulated all the winners. ❖ ANNUAL CHRISTMAS DECORATION CONTEST WINNERS: City Council presented awazds to the winners of the Christmas Decoration for Best Lighting, Most Creative, Most Original, and Religious. Also commended and thanked all the participants. , Captain James Lopez, Lynwood SherifPs Station presented City Council with Anti- ^ .Cruising Task Force video. Briefly discussed on'how Lynwood SherifPs are strongly � enforcing cruising on Long Beach Boulevazd and how they have received media , i coverage. Task Force Configuration: 1-Sergeant, 1-Community Service Assistant and 7 Deputies; and 11 deployments issued moving citations of 540, 47 vehicles impound, 41 misdemeanor arrests, 6 felony arrests. Also suggested the possibility of having anti- cruising zones (0 tolerance) signs throughout the City. Commended Lt. Tellez, Sgt. Clay and Lynwood Sheriffs Traffic Division for their efforts on, the anti-cruising task. Councilman Reyes commended the Lynwood Sheriff's for doing a great job. � Councilman Reyes stated that several years he had complained about the cruising at I Lynwood' Plaza, but now that Long Beach Boulevard cruising is controlled, he would like staff to find ways to keep continuing with the anti-cruising task force. Also reported that other illegal activities are taken place on Long Beach Boulevazd. Councilman Rodriguez commended and thanked the Lynwood SherifPs for doing a great job on the anti-cruising task force. Also reported that prostitution at Atlantic Boulevazd and Long Beach Boulevazd has decreased. Councilman Richards commended the Lynwood Sheriff's and Mayor Pedroza for all the media coverage on the anti-cruising task force. Suggested using temporary or permanent concrete baniers to detain cruisers. Councilman Byrd thanked Mr. Antonio Munguia for addressing his concems about the I �� cruising on Long Beach Boulevard. , I Mayor Pedroza stated that they hope to resolve the cruising in Lynwood and receiving � media coverage is a way of sending the message to cruisers. ' Item #7 Mayor Pedroza recessed at 7:10 p.m., to Lynwood Redevelopment I Agency, Lynwood Information Inc., Lynwood Public Finance Authority. It was moved by Councilman Reyes, seconded by Councilman Byrd and carried. Council reconvened at 7:14 p.m. � o� Item #8: DEPARTMENTAL CURRENT.ISSUE REPORTS: City Manager Gonzales stated that the Directors would give an overview report of their Department. , City Clerk Andrea Hooper: ❖ City Clerk's Office is responsible to keep all official records, and to process all Resolutions and ordinances ❖ Currently working with Sterling Codifiers to have LMC book sections available on the Website, also hazd copies will be kept in the office ❖ Have spoke with Solutions and Laser Fiche Companies to have all other documents imaging, and waiting for quotes � :• Spoke with MIS Department to have tesolutions and ordinances on computer that -__ - will be shared with other departments f• Currently all agencies Minutes aze on a restricted file City Treasurer Iris PvBatt: ❖ Serves in the capacity as City Treasurer for the CiTy, Redevelopment Agency, Lynwood Information Inc., Lynwood Public Finance Authority ❖ Duties consist of managing the City's portfolios ❖ Responsible for investments and cash management; responsible for receiving and safely keeping monies that come to the Treasurer ❖ Primary objective is to achieve reasonable rate of interest; minimizing capital loss raising from mazket changes and defaults, protection ❖ Liquidity the availability to convert to cash quickly for Redevelopment projects ❖ Responsible of Investments of Auto Cash (investing funds not used at the time) ❖ Responsible of investments of long-term or.short-term ❖ Arrange development of projected cash flow analysis to determine availability of needed maturity ❖ Review and approve placement of funds at financial institution and determine date of maturity . ❖ Contact banks and review ordered bank statements (to ensure safety of city funds) ❖ Supervise the development of the micro computer program in her office ; ❖ Monitor bank accounts, cash flow, and transit wire transfers � ❖ Submit Treasurer quarter report, prepazes annual review of investment report `-" ❖ Have conference with banks on setting bank accounts and review current accounts ❖ Sign warrants and checks Environmental Services Director Joe Wang: ❖ Gave update on current and proposed street improvement projects 1. Construction oF West Ham Pazk (Walnut, Virginia, Pope,) will conclude concrete work tomorrow and street will be grinded on Thursday. Project will be finished next week. , 2. San Jose, Colyer and Platt concrete work has begun and 2-3 weeks it will be finished and pavement will begin mid-February 3. Three (3) more art works to be put up eazly next.week 4. Currently working over the bridge , maintenance, fence, lighting, etc. to complete the entire of Imperial Hwy, to concise with the Walgreen's Opening. 5. Tree trimming is in progress in different azeas of Lynwood 6. Currently working with City of South Gate to improve sewer lines Community Development Director Louis Morales• � ❖ Gave an update of projects: Building and Safety: � ' d• Received plan check plans for Chuck-E-Cheese, 130-ft. pylon sign at Plaza __. Mexico, and Winchell's proposal at Lynden and Imperial Highway, had pre- construction meeting with developer of Long Beach/Pluma project and submitted plan check and will be done in a month and half (depending on corrections) :• Currently working on 2" unit development for Granny Flats for City Council consideration ❖ Updating General Plan and will be brought back for City Council consideration ❖ Received plans for new restaurant called Tannet Buffet at Plaza Mexico/Lynwood Towne Center :• King Taco Restaurant at Long Beach Blvd/Cedaz is almost completed (2-months) Redeve[opment: � �, �, ❖ Walgreen's Store is putting out merchandise on shelves, and opening mid- February ❖ Received revised concept review for Bowling Alley at Martin Luther King, Jr. Blvd. and development concept will be prepazed for Agency's review at next Council meeting Housing: , ❖ Looking into buying property at Rayborn (Tax Lien Sale), as part of Purchasing Rehab, property will be purchased at reduced price and rehabilitated, sell it for low income , : Josephine Housing Development (at Atlantic Ave.) will bring it forwazd for � � proposal oF six (6) houses — targeting first time homebuyers 4• Three (3) houses on First St and Bemwood Ave has been completed and sold Councilman Rodriguez requested an update of the Kailoha Motel at the corner of Atlantic Ave./Sanborn Ave. Mr. Morales stated that the construction is very slow but the Housing Division has met with developer to see if there is a problem. Councilman Byrd inquired about the Long Beach Boulevazd/Pluma project on how long it will take the developer to resubmit the plan check. Mr. Morales responded that it would take appropriately three (3) weeks, depending on any corrections that may be � necessary. Deputy City Attorney Sylva suggested to Mr. Morales to give update on current Housing positions. Mr. Morales reported that cunently five (5) positions aze opened and screenings of potential candidates are being held. Recreation & Community Services Director Jim Given• •:• Heid Martin Luther King, Jr. Basketball Toumament ❖ Presented Block Watch Christmas Decoration Contest awazds ❖ Presented Beautification Awards ' o� Community Services Day awazds will be presented at the next Council meeting � � , Finance & Administration Director Alfretta Earnest• ' City Manager Gonzales reported that the Finance Department has been working closely with Assistant CiTy Manager Lorry Hempe regazding the Govemor's potential cuts on Ciry revenues. Assistant City Manager Hempe reported that the Governor's recently released budget proposal, he is recommending to the Legis(ature elimination of the remaining fiscal yeaz 2002-03 VLF backfill payment ($13 billion) and elimination of all VLF backfill payments for fiscai yeaz 2003-04 ($2.9 billion). The motor vehicle license fee (VLF) is a tax that is imposed on the ownership of a registered vehicle as opposed to ta�cing vehicles as personaP property. Any reduction would significantly impact the City's general fund operations. Lynwood would lose close to $4 million in revenue in the upcoming 2003-04 fiscal yeaz. Stated that League of Califomia Cities is urging that cities write opposition letters to all senators and congressmen representatives. Director of Finance &,Administration Alfretta Eamest — In 1988, the legislature of the State of California began a series of reduction in the fee that have ultimately reduced the VLF by 67.5%, which makes the cunent effective rate .65%. Additionally, the City of Lynwood could possibly see a decline in services from the County of Los Angeles or a delay/reduction in revenues from the County if the State withholds VLF backfill payments from the County. Assistant City Manager Hempe reported that Lynwood City Council has taken measure by adopting a resolution urging Senator Boxer and Vincent to oppose and support the city's position. The League of California Cities, Contract Cities, �'' and Independent Cities has become a network that voices all the cities opposition to this � ' ' cut. Mayor Pedroza urges and encourages Lynwood residents to become involved by writing letters to their State senators and congressmen. Councilman Byrd suggested that staff could write a sample letter that Lynwood residents , could use. Councilman Richazds suggested prepazing a strategy to allow :oveiall impact, as this would significantly impact the city, and license fees would go up: - i �__--- � t� Councilman Reyes stated that sales tax will also go up and encouraged the community to �� get together af Mazco Antonio Firebaugh Open House scheduled for January 3.1 from 3:00 .m. to 6:30 p.m., at El Paseo Shopping Center. Lynwood residents should become invoived by writing letters of opposition to their elected representatives. Mayor Pedroza encouraged al] community organizations to take involvement in this effort by lobbying their representatives. City Manager Gonzales directed staff to prepare a sample letter that would be available for Lynwood residents on the city's website. Lynwood residents can access this letter through the website and modify it. Also Councilman Reyes suggested advertising this information on the Lynwood `N Perspective newsletter, Lynwood Journal and Lynwood Press newspapers, to prepaze the �� community for proposed budget cuts. _, PUBLIC ORAL COMMUNICATIONS (Regarding Agenda Items Only) NONE PUBLIC ORAL COMMiJNICATIONS Frank Calderon, 4010 Josephine St. - Addressed City Gouncil with two (2) requests. 1) Need update on organic vegetation gazden project and stated that this was a great idea to get the youth involved. 2) Requested an update of the Senior Citizen Center. Mireya Sandoval, PTA President of Abbott Elementary School and representative of Women Coalition - Concerned with Abbott Elementary School not having a designated Cross Guazd as accidents have increased recently at this school. Concerned with Adult School not having adequate school security and cazs aze being vandalized. Sylvia Herron, 3576 Beechwood - Spoke on Item #18 and requested that Council approve additional funds for Black History Month. Suggested that International Day of the Child and Cinco de Mayo entertainment MC be available on both English and Spanish languages. ✓ Larry, resident of 20 yeazs - Complained about the Racquetball Courts at the Recreation Center and stated that an outrageous fee is being charged and he racquetball hasn't been used since that the fee was implemented. Would like City Council to reconsider this issue. Sal Alatorre, 3185 Oakwood - a) Spoke that the City is trying to cutback on expenditures but he is concemed that Lynwood `N Perspective graphic design services and printing services aze costing $40,OOQ and also suggested cutting back on credit cazd expenditures, caz allowance, travel, giveaways, and contracts that aze not accountable for. b) Stated that two (2) years ago he complained about the unprofessional conduct of Code Enforcement Departrnent Head Kathy Beal and how this department continues to hazass him. Stated that he has received four (4) letters from this department, which he has been trying to comply with violations, but now they have duplicated his and his wife's personal information that has been included on notices of violation'sent to the residents. Stated that he is requesting a formal written apology from this Department and the City, otherwise he will take further action on this matter. Stated that the city cannot afford another lawsuit if this matter is not solved. � Mayor Pedroza requested that staff clarify to Mr. Alatorre his question on the Lynwood `N Perspective newsletter cost. Johonna Howazd, Public Information Officer explained � the distribution cost of the Lynwood `N Perspective newsletter and stated that the cost is -` less than last yeaz. Mayor Pedroza directed City Manager to follow through on Mr. Alatorre's matter. � Jason Green, 3850 Virginia Ave. - Stated that he hopes thatthe City find a solution to his wife's condition as she is suffering in pain and needs an operation. Requested that something be done about her case so she may receive medical attention. � Jack Keane - Stated that the Girls Basketball Team and Coach Bazfield deserves recognition. Addressed Councilman Reyes regazding his vote against the Youth Baseball Clinia Albert Jimenez, 3991 - Stated that he participated in the 2002 Posada and this was a great ��"'" � event. Concemed with the youth getting involved in gangs and suggested getting Supervisor Burke's involvement to help with this problem. Spoke on how congress is proposing a draft, and also requested business cards for the Veterans Affairs Council as they do community outreach work. Mayor Pro Tem Rodriguez commented on Mr. Jimenez comments and stated that gang crimes is getting out of control and encouraged everyone to write letters to their elected representatives. ,— Porfirio Casillas, 11309 Hulme - Stated that his street gets flooded when it rains because �, the water doesn't drain properly. The water remains for days on the street and it goes into the garage damaging the electrical system. Also complained about the street sweeper, and stated that there is not enough SherifPs to patrol Lynwood. Sabrina and Shaquitta Green, 3850 Virginia Ave – Spoke on behalf of their mother Cynthia Green and stated that their mother is suffering in pain and requested that Council do something about her case. Mayor Pedroza stated that due to the nature of this case it can't be discussed in public since it is a legal matter, but will try to work on this matter. Peazline Calderon, 4010 Josephine St. – Thanked City Council for having the trees trimmed. Concemed with trucks pazking on city streets during holidays, as they are considered traffic hazazdous. Commented that Councilman Richards suggestion on ' planning ahead before state budget cuts aze made is a good idea, but she would like to see � a survey conducted asking residents their preference as where to cut. Glad that City Council is encouraging residents to get involved in writing letters to their representatives � regazding the proposed budget cuts. r Patricia Rivera, 11693 Atlantic Ave – Addressed concerns with Business License fees. _ Stated that her business is slow and now her business license fees have been drastically �� raised too high. Complained that the City has a dump yard next to her business that appeazs unattractive to the community, and suggested making this lot into a pazking lot that can be used by the surrounding businesses. Hopes that City Council takes into consideration her suggestions. Victoria Acuna, 11640 Atlantic Ave – Stated that she also agrees with Ms. Rivera's ' statement because she is very concemed with the new fees being raised so high. Stated that they are small businesses and can't afford to keeping paying high license fees, as they also pay other fees such as the State, etc. Hopes that City Council helps by reducing their business license fees. Councilman Reyes commented that often false alarms go off and the Fire Department has to respond,to the call and that's why the fire cleazance fee was raised to cover the charge. Councilman Rodriguez stated that he sympathized with the rest of the business owners but false alarms frequently go off and business owners should be responsible to pay the , chazge. Mayor Pedroza stated that he has received several complaints about the business license fees being drastically raised too high. City Manager Gonzales explained that DMG Maximus consultants conducted a study within city Departments as where they could ' recover cost. Stated that the Fire Department conducts fire inspections and suggested r -- rising their fire cleazance fee. Mayor Pedroza requested that staff look into this matter and if necessary bring it back for CounciPs review. Antonio Munguia – Thanked Lynwood Sheriffs and City Council for joining efforts on enforcing cruising on Long Beach Boulevazd, and hopes that the city continues working together for the betterment of community. Believes that Lynwood Sheriffs are doing an excellentjob: , Paulette Bradley, 3992 Platt Ave – Commended City Council about the Anti-Cruising � Task Force video and stated that this type of advertising is really successful. Reported that a street light pole has been damaged and requested that it be fixed. Also complained about people dumping trash on her alley between Platt Ave and Muriel Dr: � Oliver Oconnor, Lynwood resident since 1972 and business owner — Stated that his false ti alarm fees would go up. Concemed that his business license fees has been drastically O raised from $65.00 to $303.00, and would like an explanation to this issue. Lucy Hemandez — Commented that they had a great turned out at the Basketball Opening Ceremony. Stated that Council is concerned with the budget cuts but they still approved the Youth Baseball Clinic funding. Spoke on Recreation staff hows being cut down, coaches volunteering their time to sports for free, and Recreation Department is not being acknowledged. Also clarified thaYshe is not against the youth sports prograrri. It was moved by Councilman Byrd, seconded by Mayor Pedroza to ratify and approve the Mayor's list of designated appointment of delegates and alternates to various municipal , organizations and committees. ROLL CALL: , AYES: COUNCILMAN BYRD, REYES, RICHARDS, RODRIGUEZ, PEDROZA � NOES: NONE ABSTAIN: NONE � ABSENT: NONE Item #17: WATERS TOWERS PAINTING Councilman Richazds suggested making the selected design "bolder" that it can be seen from far away and recommended a screen technique that it is not permanent, but may be a rotating screen that can be changed semi-annual, annual or seasonal. Mayor Pedroza also suggested making the design "bolder" that it can be seen from far �� away and suggested using a vinyl canvas material that can be wrapped around, and requested that staff look into cost of this type of material. Joe Wang suggested a material that is called white tape but not sure of cost. Councilman Reyes stated that the previous City Council in 1999 authorized to paint benches with graffiti-proof paint and believes that this would be beneficial to the city. Afrer further discussion, it was moved by Councilman Richards, seconded by Mayor Pro Tem Rodriguez to continue this item and consider Council's input. It was moved by general consent. r � Item #18: UPCOMING CALENDAR OF CITYWIDE SPECIAL EVENTS 0� It was moved by Councilman Reyes, seconded by Mayor Pro Tem Pedroza to approve staffls recommendation authorizing additional funding for Black History Month 2002, Dia de Los Ninos 2002, Cinco de Mayo 2002. Councilman Richazds stated that the committee meeting has met and discuss having a Tribute to Jazz Heritage on (projected date) February 13, 2003 and is requesting to include it as part of the program. Councilman Reyes amended his motion to add Councilman Richazds request. River and Wright Road. Also would like the painting of light fixtures, bus shelters, and replacement of pottery. Requested that staff look into using pavers along pazkways on Imperial Highway. Spoke on the Governor's proposed budget cuts and is concerned with the business license fees being increased and would like to consider changing the fees. Commented that Martin Luther King, Jr. and Black History Month aze two sepazate celebrations and each should be celebrated individually. Commented about Mr. Calderon's comments on the urban gazden and would like this project to be brought back for CounciPs review. The Girls Basketball Team deserves respect and suggested honoring .with them with plaque and dedicating championship azchways in front of the Community Center. Councilman Byrd left at 9:30 p.m. —" Councilman Reyes — Concerned with cazs for sale on Long Beach Boulevazd during weekdays and weekends as they aze taking parking space from customers. Stated that cazs for sale aze affecting the 6usinesses and this is a major problem. Stated that the meters aze still designated to collect $1.00 for one (1) hour parking and he previously requested for this problem to be taken caze o£ Requested that staff resolve the problem with the meters and also bring back the resolution to revise it. Commented that the school security problem at Lynwood High School should be addressed to the LUSD because it is a private property. Directed staff to send letter to LUSD requesting additional and adequate security. Stated that gang crimes have increased and this is affecting Lynwood. Directed staff to look into getting the National Guazd to help with the gang problems in Lynwood. Also commended Lynwood Sheriff's for taking caze the gang problem on 3300 Martin Luther King, Jr. Boulevazd. Suggested commemorating a joint memorial for Martin Luther King and Cesaz Chavez during the month of April arrd I would like Council members input. Mayor Pedroza — Requested an update on the Senior Citizen Center negotiations, I requested report at next Council meeting on Urban Vegetation Garden Project, commented that city wide special events should be on both English and Spanish languages, concerned with drug dealers selling drugs to kids near Lindbergh Elementazy ' School, concerned with Business License fees drastically raised and need to find ways to — work with business owners, and thanked City Council for their support in conducting great Council meetings. Mayor Pedroza left at 9:40 p.m. Mayor Pro Tem Rodriguez - Stated that he has received several complaints from commercial business owners regazding people pazking on green zone azeas for a very long time. Stated that when he inquired about Parking Enforcement; he was advised that this department was under staff, and he would like for staff to check on' hiring additional staff to resolve this problem. Commended Lynwood Sheriff's Department for a great job on the Anti-Cruising Task Force. Concemed that people aze dumping trash in alleys and �� � requested that the allyes be kept clean. Also stated that the alley on the east side of Atlantic Ave, between Martin T,uther King, Jr. Blvd and Sanborn Ave needs to be cleaned.
