BOARD OF HEALTH MEETING
WEDNESDAY JUNE 20, 2018 AT 7 : OOPM
TOWN HALL, ROOM B
Board member present: Carmen Scherzo, DVM, Chairman; Joe Ford , Vice Chairman; Annette Graczewski, MT (ASCP) and
Penny Hausser Holeman, MPH, MA, MS
Others present : Nancy Ellis Ice, CHO, RS, MPH, Health Director and Tammi Mason, Senior Department Assistant
1 . Chairman 's announcements
The Brewster Community Network will be holding a meeting on Tuesday, June 26th at 6 : 30PM in the banquet room at the
Captain ' s Golf Course . For more information go to www. brewstercommunitynetwork. org
The VNA in conjunction with the BOH will hold a Blood Pressure, Cholesterol and Glucose screening at the Brewster Ladies
Library on June 26th from 10AM - 2PM .
There is a temporary vacancy on the BOH . It will be from now until the May 2019 election . Anyone interested should
submit their resume and letter of interest to the Town Administrator' s office by July 6th . There will be a joint meeting
between the Select Board and the Board of Health on August 6th to interview potential candidates .
Conservation day is July 14th at Drummer Boy Park from 9 : 30AM — 2PM . Dr. Scherzo asked if anyone was willing to
participate, he will be there for 2 hours . Ms . Holeman and Mrs . Graczewski will also attend .
2 . Larry Dapsis and Gabrielle Sakolsky — update on ticks and mosquitos
Mr. Dapsis gave a power point presentation .
Gypsy Moth and Winter Moths were a huge problem for the last few years . This year they were not a big problem .
Talked about the tick testing program . Cape Cod Health Care is subsidizing for the next year or so .
They are producing 9 UTtube videos about ticks and also doing public service announcements .
Ms , Sakolsky stated that if you have a mosquito problem, call the Cape Cod Mosquito Control Project . They will come out
and assess you yard and get to the source of the problem and eliminate the mosquitos . They do not spray the yard .
They are sending in mosquitos now to be tested for EEE and West Nile Virus ,
Ms . Sakolsky spoke about the Asian Tiger Mosquito and stated that if small aggressive ones are biting during day, call
775 - 1510 to report it.
Any repellant being used should have an EPA registration number on it .

3 . Discuss the proposed Marijuana regulation
Mary Chaffee spoke about the Host Community Agreements . Is a requirement from the Cannabis Control Commission . It
is a negotiated agreement between the town and the applicant. They are in the process of this now and it should all come
together fairly quickly.
Went over a few issues with draft. Dr. Scherzo thinks this discussion should be on hold until the Board sees the Host
Community Agreements .
Motion : Hold until the Host Community Agreements are public.
Motion : Annette Graczewski Second : Joe Ford Vote: 4 -0- 0 Action : Motion passed
4. Discuss Planning Board application for 873 & 855 Harwich Road
No Comments .
5 . Discuss the Septic System Inspection/Maintenance Program regulation
Mrs . Graczewski asked what the reason for reviewing this was . Mrs . Ice stated that this was one of the last regulations that
the Board is reviewing . They had been put on hold because of the Comprehensive Water Planning Committee .
The Board discussed a few changes .
Motion : Make the changes to the regulation .
Motion : Joe Ford Second : Annette Graczewski Vote: 4-0 -0 Action : Motion passed
6. Discuss the Upgrading of Substandard Onsite Sewage Disposal Systems regulation
The Board thought that the definition of Environmentally Sensitive Area should be included . Mrs . Ice will make change and
bring it back to the Board .
7 . Discuss the Septic System Betterment regulation
Mrs . Ice recommended rescinding the regulation because Barnstable County has their own program now.
Motion : In light of having a County program, rescind this regulation .
Motion : Annette Graczewski Second : Penny Hausser Holeman Vote: 4- 0 -0 Action : Motion passed
Have Mrs . Ice tell the Select Board that the BOH has rescinded this regulation .
8. Topics the Chairman did not anticipate
