HomeMy Public PortalAbout05-05-2011THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 5, 2011 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, May 5, 2011, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Tony Foster. Also attending were Assistant City Attorney Kim Vessels and Lieutenant Don Benedict. The following business was conducted: CALL TO ORDER Robinson called the meeting to order and noted for the minutes that all board members and legal counsel were present. APPROVAL OF MINUTES Robinson made a request to the board to approve the minutes for the April 29, 2011 meeting. Foster moved to approve with a second by Lawson. The motion was unanimously passed. CLAIMS FOR PAYMENT Robinson made a request to the board to approve the claims for payment for May 6, 2011 in the amount of $173,559.26. She explained of that total $12,957.23 was paid to Wayne County Treasurer for 2011 taxes for the NSP properties and $87,909.20 was paid to Thor Construction for the construction of NSP houses. Lawson moved to approve with a second by Foster. The motion was unanimously passed. CURB CUTS A. Robinson made a request to the board to approve a curb cut at 1235 Clear Creek Lane. Foster moved to approve with a second by Lawson. The motion was unanimously passed. ROAD CLOSURES A. Robinson brought to the board a request that was presented by Lieutenant Don Benedict for the closure of Elm Place and the roadway under the Highway 27 Bridge on the first Friday of the summer months. The dates are June 3rd, July 1st, August 5th and September 2nd for the Depot District to host the cruising of Antique cars from 6 -9 Board of Works Minutes May 5, 2011 Page 2 of 2 PM. Lawson moved to approve with a second by Foster. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Lieutenant Don Benedict for the closure of Mendelson Drive at the east end of Bob Evans on May 14th, 2011 starting at 8:30 AM for the Eastside Girls Softball Parade. Foster moved to approve with a second by Foster. The motion was unanimously passed. Lieutenant Don Benedict took this time to explain to the board that with all of the upcoming 5k runs he has to tell the organizations that it will be their responsibility to provide volunteers for these events because the Police Department does not have the manpower they need to help with these events. He went on to explain that it was his opinion that some of the areas that are requested to have these runs really aren't safe and it might come to the point where a designated area will have to be used for these. Assistant City Attorney Kim Vessels went on to say that markings on the streets and sidewalks are prohibited by City Code. SIDEWALK CLOSURES A. Robinson brought to the board a request that was presented by Lieutenant Don Benedict for the closure of the sidewalk of the old YMCA building on North 8th and North "A" on the north and east side of the building starting on Friday, May 6th 2011 for approximately two weeks for building maintenance on the outside of the building. Foster moved to approve with a second by Lawson. The motion was unanimously passed. UTILITY EASEMENT AND COMPLIANCE ORDER A. Robinson brought to the board a request that was presented by Director of Metropolitan Development Tony Foster to establish a permanent easement under and through the strip of ground known as South 4th Street. Lawson moved to approve with a second by Foster. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Director of Metropolitan Development Tony Foster to approve a Compliance Order from the Richmond Fire Department that establishes South 4th Street as a required Fire Access Road based on Indiana Fire Code. Lawson moved to approve with a second by Foster. The motion was unanimously passed. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed unanimously.
