SUBJECT: CONSENT AGENDA
Consideration of A Resolution Authorizing Award of a Construction Contract to Duckels Construction, Inc. for
the County Road 8 Bridge over the Fraser River in the amount of $879,206.00 for Construction and
$187,000.00 for Force Accounts.

STAFF RECOMMENDATION:
Approve the Resolution to award said contract, authorize the appropriate Town officer to execute said contract,
authorize Staff to expend contracted funds and contingency funds.
SUMMARY AND BACKGROUND OF SUBJECT MATTER:
2019 Capital Improvements Project funds are appropriated for the construction of the bridge over the Fraser
River.
Approximately 10 years ago the Town began the process of securing funding for the bridge, which had been
poorly rated by the State of Colorado during its annual inspections. In 2016, the Town received grant funding
aided in the process by the Colorado Municipal League and Colorado Counties, Inc. This funding was
formalized by an IGA with CDOT as part of their off-highway bridge replacement program. Once the IGA was
in place, the Town began the process of designing the bridge replacement, working with CDOT bridge design
parameters.
The Town owns the bridge and the County Road 8 Right of Way where the bridge is located. The Grand
County Board of County Commissioners will contribute a portion of the local agency funding (our portion of the
project funding) on this project since we both have residents who share the road. An IGA between the County
and the Town defining the Countys financial portion of local agency funding is in process and will be brought
before the Board in the very near future.
The bridge was designed by the Town Engineer, Bowman Engineering, and they will provide construction
management for the project.
Failure to replace the bridge would result in detriments to the health, safety and welfare of the driving public.
An Invitation to B, local newspapers and two on-line plan rooms (iSqFt
and Western Colorado Contractors Associations website) for the for the County Road 8 Bridge over the
Fraser River on April 9, 2019.

The engineers estimate for the project is $1,102,896.25. The project funding includes force account amounts
totaling $187,000.00 which can be used towards construction management and for unforeseen changes during
construction.
Staff is recommending awarding the construction contract for the County Road 8 Bridge over the Fraser River
in the amount of $879,206 to Duckels Construction, Inc.
