COUNCIL AGENDA Councilman Byork commented favorably on notice sent to Coun. Byork re Hilton Retirement Center. In response to Councilman Hilton Ret Ctr, Byork's inquiry regarding traffic hazard on Century Dial-a-Ride, pe te- Boulevard in the vicinity of Lynwood Villa, the Acting presentation r City Manager referred to the study prepared by Mr. Kenneth Rosenfield outlining alternatives to the problem. Councilman Byork commented favorably on the Dial-a-Ride Program. He thanked Mr. Bill Kolitz and the Chamber of Commerce for the fountain pen presented earlier in the meeting. Councilman Higgins inquired if something could be done Coun.Higgins re about conduct and appearance of Highland Manor residents , eland Manor He asked Council to consider sending a resolution to the State. The Mayor recommended that Dr. Fanning, County Health Department, be contacted. Councilman Rowe stated that offices in City Hall Annex Coun. Rowe re are extremely unattractive. He noted that the original Annex offices plan was to have Building and Planning Departments occupy space in the Annex, and that because of lack of a formal floor plan HCDA and LSC have erected partitioned offices and occupy one-half of the floor space. Coun- cilman Rowe requested that a professional floor plan be drawn which would be attractive and appropriate for City departments. Councilman Rowe stated that the alarm board presently Coun. Rowe re in use in the Sheriff's Station is inefficient and recommended that Council consider installation of an Sheriff's Stn alarm system Electronic Alarm Monitoring System which is installed and maintained by a private company at no cost to the City. Under the proposed system, subscribers would be charged a connection fee of $35 and billed $6 per month. Proper maintenance would be insured by Auto- matic discontinuance of service upon recording of 3 false alarms. Lt. Dennis Slocumb, Los Angeles Sheriff's Department, agreed that the present system is ineffective, time consuming and out of date. Councilman Rowe recom- mended that the Acting City Manager and Sheriff sub- mit a proposal for the Alarm Monitoring System and that an ordinance be prepared. Councilman Higgins recommended that a letter of congratu- lation be sent to Firefighter Norman Ortner on having graduated from California State University with 3.8 grade point average. Spacesaver, Inc. 11230 Wright Road was deleted. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that Council concur in the recommendation. James Hays, EDC The Mayor announced that James Hays, Economic Develop- submits resigna- ment Coordinator, has submitted his resignation effective tion effective November 15, 1979. The Mayor commended Mr. Hays for his 11/15/79 service to the City. The Acting City Manager presented a request from the Sheriff's Department for permission to build an 80' Sheriff's Dept microwave tower on City property. The tower will occupy to build 80' a site located to the rear of the jail at the east side tower of the station. It was moved by Councilman Green, second- ed by Councilman Higgins, and carried, that the Sheriff's Department be permitted to erect the tower on City prop- erty. Councilman Higgins recommended that the tower be faced with brick for aesthetic purposes. Planning Intern The Acting City Manager recommended that Council autho- authorized-spon- rite employment of a Planning Intern sponsored by Univer- sored by USC sity of Southern California College Work Study Program; USC to pay 80% of the salary and the City to pay 20%', or $300. Housing and Community Development Program will fund the City's share. It was moved by Councilman Higgins, seconded by Councilman Green, and carried, to authorize the City Manager to execute an agreement with University of Southern California Development Center for employment of a Planning Intern.
