The City Coun�cil of the City of Lynwood met in a�Regular Meeting in the Council

" Mayor Pedroza presiding.
Councilman Byrd, Reyes, Santillan, Rodriguez and Pedroza'answered the roll call.
Also present were City Manager Gonzales, City Attorney Montgomery; City Clerk
Hooper and City Treasurer Pygatt. '
City Clerk Hooper announced�that the agenda had been duly posted in accordance with
the Brown Act.
Item #6: PRESENTATIONS/PROCI,AMATION
� � ]. Lynwood Senior Citizens Bingo Club
Mayor Pedroza commended city staff for responding to the emergency situations during
the storm of November 12`�'.
City Manager Gonzales gave an extensive report on the November 12` storm that took
place in the Lynwood area. Also he reported that staff responded immediately to many
emergency situations that occurred during the storm.
City Clerk Hooper commended Steve Munoz and all street workers for a great job during
the storm situations. `
" � Mayor Pedroza also commended Director of Environmental Services Yadi Farhadi and
' staff for responding to all emergencies that occurred during the storm.
Mayor Pro Tem �Rodriguez introduced and welcomes newly elected councit member
Leticia Vasquez.

Sylvia Herron, 3576 Beechwood Avenue — Item #19 (Warrant Register) Spoke on bank
, fee charges of $28.53, used of cellular phones, towing services of 19,200, and questioned
why Julia Sylva is being paid $11,937.86. Item #23 (Elecfed Officials' Compensation)
`_ � Questioned why there is a$300 stipend for LII and LPFA. �
Irene Garcia, Item # 16 (Disposal of Confiscate3 items by Code Enforcement) Suggesting
, donating items to Teen Challenge. Item # 18� (Funding for Sheriff's Department Loud
.' Party Car) Requesfed amending resolution to authorize patrol car to drive without lights
on the streets and issue citations.

PUBLIC ORAL COMMUNICATIONS
Lorene Reed, 1 1805 Harris — Spoke on Item #23 and thanked City Council for placing
the Elected OfficiaPs Compensation item on theagenda. Thanked Mr. Emilio Franco for
doing business in Lynwood since his business brings_taxes revenue. Stated City �
employees are not getting paid enough for the work they do,
Howard Redskin, Spoke on behalf of UMMCI — Read legal document to the Council
members into the record regarding breaching of contract, fraudulent report made by staff,
and served some council members and staff inembers with legal documents.
Lorna Hawkins, 3589 Louise St. - Requested an Environmental Impact Report regardirig ----
gas leakage at the gas station on Long Beach Boulevard & Lynwood Road: Requested
speed bumps on her street.
Irene Garcia, 2737 E. 1 ll�' - Complained about her neighbor's trash not being picked up.
Suggested trimming all trees to keep sewer system clear. Commented about the incident
with Maria Garcia from the Southeast Sun Newspaper, Complained about the Car Dealer
on Long Beach Boulevard is causing traffic congestion.
Sal Alatorre, 3185 Oakwood — Stated that it is disrespectful to the residents not to reveal
the City Clerk, City Treasurer, and Council members salaries.
City Manager Gonzales explained that Consolidated Disposal Services would offer a
senior discount for trash services. Also stated that they have met with the Presiden4 of
Consolidated Disposal Services about the City's concerns and complaints.
Ramon Salazar, 3523 Mulford — Complained about the trash not being picked up on time.
V erna Culp, 4282 Niland — Complained about rainwater not draining property, as sewer
system needs to be cleaned. Also requested that SherifFs patrol her street block more
often.
Albert Jimenez, Thanked all council members and elected officials for attending the `�
Veterans Day Program at the Lynwood Performing Arts Center. Asked that the Mayor
send a thank you letter to Congresswoman Linda Sanchez for the participation on this
program. Suggested improving drainage system for unforeseen floods.
Mr. Martinez — Public Hearing Item - Complained that he did not receive trashcans.
Councilman Reyes commented that a resident that lived in Lynwood for,25 years did not
pay for trash services.
Pearline Calderon, 4010 Josephine St. — Thanked City Council members for sending the
Traffic & Parking Commissioners to attend an enlightenment workshop. Spoke about
speed bumps not being the solution to traffic problems. Spoke about keeping the,Sun
Reporter Newspaper to put the word out to the residents. Spoke about 4he City Council
compensation and reminded them that they are here to serve the resident's interests, not.
their own interest.. Read a citizens performance survey into the record.
Sylvia Herron, 3576 Beechwood — Complimented Consolidated Disposal Services for
picking up trash cans on time, and providing extra bins at no extra charge. Also spoke
about the,Council members going to Talpa, Jalisco, Mexico to deliver trashcans.
Irene Garcia, 2737 E. 111` — Suggested that board members or commissioners only serve
one commission and questioned if the City have guidelines for these commissions, and
questioned why Council members must go to Talpa, Jalisco, Mexico to deliver some
trashcans. Spoke about city employees not receiving salary increase.
,� Bill Thomas, 4245 Waldorf Avenue — Spoke about proposed housing development on
Carlim Avenue. & Atlantic Avenue and how residents were not asked for theiropinions on
this project. Also commented that current city photograph'er does not lived in the city of

� Paulette Bradley, 3992 Platt - Thanked the Mayor for attending the Veterans Day
Psogram at the Lynwood Performing Arts Spoke about the Gospel Singers
� winning 1 s ` place and suggesting including them in the holiday plans. Commended
; Public Works for the new street improvements. -
Pat Shields, Extended an invitation to tbe council members to attend the Childcare
Providers/Thanksgiving Luncheon at the Youth Center on November 20, 2003 a
Rod White, Shared some bad experiences with Consolidated Disposal Services and stated "

Mayor Pedroza commented that city council members are willing to reduce their salary.

Councilman Byrd questioned how long of an extension is needed far the project. �.
' Redevelopment Director Louis Morales explained that to enact in the Alameda -
Redevelopment Project Area and in Redevelopment Project Area A the provisions of SB
� 211 whereby a redevelopment agency can extend its deadline for incuning indebtedness,
and to enact in the Alameda Redevelopment Project Area and in Redevelopment Project
• Area A the provisions of SB T045 whereby a redevelopment agency can'extend by one
year. its time limit for development activities and for the receipt of property tax
increment.
City Clerk Hooper inquired whether there should be ordinances for L.R.A. since City
. Council Agerida Item #12 does provide them. .

Councilman Reyes amended his motion to combine and place the Council ordinances

After further discussion, it was moved by Councilman Reyes, seconded by
Councilwoman Santillan to adopt of the provisions of SB 211 and SB 1045 pursuant to

On October 1, 2003, Commuter Bus Lines, Ina was renamed to Lynwood Trolley
Company. The new corporation is still under 1he same ownership and, direction.
Staff recommends that the CiTy Council approve the attached: "SECOND

Item #19: APPROVAL OF THE WARRANT REGISTERS
Mayor Pro Tem Rodriguez questioned Warrant Register #119205 in the amount of
,. $3,357, for Knott's Berry Farm tickets. Director of Recreation Jim Given explained this
was an expense for the Knott's Berry Farm tickets for the Summer Day Camp. '
',— It was moved Councilman Reyes, seconded by Mayor Pro Tem Rodriguez to adopt the
resolution.
', Mayor Pedroza questioned WR#119132 in amount of $I 1,900 payment to Julia Sylva
and stated that Ms. Sylva has been over paid on previous warrant registers and has not '
yet reimbursed the city for the overpayment.
� City Manager G,onzales explained that Ms. Sylva is being paid for an 8-month invoice for
services provided to the City, which the previous City Attomey held the invoice for
further review.
Mayor Pedroza stated that Ms. Sylva has been paid twice and why is the City paying her
' again.
Assistant City Manager Alfretta Earnest explained that Ms. Sylva's original invoice '
amount was about $34,000 and she was only paid for $21,000, and $11,000 is the rest of •
the balance.
Mayor Pedroza made a substitute-motion to pulC WR' #119132 for further review and �
bring it back for its approval, seconded by Councilman Bytd.
It was moved Councilman Reyes, seconded by Mayor Pro Tem Rodriguez to adopt the

DISCUSSION ITEMS
Item #20: AMENDMENTS AND ADDITIONS TO CHAPTER 7 OF THE `.,.
LYNWOOD MUNICIPAL CODE RELATING TO PARKING METER
ZONES
It was moved by Councilman Reyes, seconded by Councilwoman Santillan to waive ----
the reading and adopt the urgency ordinance by title.
Mayor Pedroza discussed that at its meeting of November 4, 2003, ttie City Councii
provided direction to staff relative to resolving the parking issues in the North Long
Beach Boulevard (Parking Meter Zone 2B) area. Per CounciPs direction the following
changes should be implemented.
1. Reduce parking meter rates from $.50/lu. to $0.25/hr.
2. Sell annual pazking permits for Zone 2B at a cost of $100/yeaz.'
City Clerk Hooper stated the urgency ordinance becomes effective immediately and
questioned the City Attorney on how many days before it's brought back for first reading.
City Attorney Montgomery responded that it needs a 45-day period: City Clerk Hooper
responded that a public hearing must be set within 10 days and then brought back for first
reading at the next regulaz meeting of December 16in .

Item #21: I-710 MAJOR CORRIDOR STUDY-CITIZENS COMMITTEE (TIER
ONE)
City Manager Gonzales gave a brief update of the history of I-710 MajorCorridor Study.
Stated that Gateway Cities COG has asked the City to establish a citizens committee.who
focus is strictly on issues related to"the I-710 Corridor and its current and future impacts
on their communities.
Councilman Reyes nominated Rod White and Rene Luna to be part of the citizens .
committee.
Mayor Pedroza stated the ideal number of inembers for this Committee is from 5 fo 9 and
no more than 15.
Councilwoman Santillan suggested that each council member nominate..two�candidates of —.
any commission, business owner, school district and/or resident to serve`fhe citizens
committee. , ,

Mayor Pro Tem Rodriguez withdrew Hector Abarca's name from his nomination and re
nominates Martina Rodriguez.
Assistant City Manager Joe Wang reported there would be at least three meetings
scheduled for the citizens committee, but the Chairperson of this committee will
represent the Ciry at the Tier'two -Corridor Level Advisory Committee. '
. Mayor Pedroza directed staff to contact the nominees informing them of their nomination
' � � to tbe citizens oommittee. � � � �
By general consent, it was moved by Councilman Reyes, seconded by Mayor Pro Tem
Rodriguez to approve the above nominations. �
. Item #22: ROSE PARK DESIGN UPDATE
_ Director of Environmental Services Yadi Farhadi explained lhat as part of the proposed .
improvemerit on State Street, between Lynwood Road and Imperial Highway,-City
Council directed staff to enhance'and beautify Rose Park to better serve the residents who
currently use the park. The City held two community meetings with residents on June 10
and one June 19, 2003. Based on residents input NBCE, lnc., and its sub-consultant have
' now completed'the conceptual preliminary plans and is ready to commence preparation
of the construction drawings. � •
David Niknab, Consultant will present the conceptual preliminary design Rose Park.
This will provide an opportunity for the City Council to make their comments before the
final design is committed.
David Niknab gave an extensive presentation about the Rose Park Design.
, Mayor Pedroza addressed concerns with graffiti problems and questioned what type of
• material it would be used to prevent graffiti. Mr. Niknab discussed that they will use a ;
paint sealant that it is graffiti washable.
Mayor Pedroza'suggested looking into options of using split face walls at Rose Park.
Councilman Byrd suggested having additional.picnic pavilions available at Rose Park.
, Councilwoman Santillan suggested planting additional roses around Rose Park.
Mayor Pedroza suggested having watet fountains with music sound when the water turns
on: Also he inquired about the Groundbreaking' Day. Mr. Farhadi responded the '
Groundbreaking would be in about 3-months. '
' Mr. Farhadi discussed the costs of the Rose Park project and the possibility of using
Grant money to cover some of the costs.
It was, moved by Councilman Reyes, seconded by Mayor Pedroza to approve the
conceptual design of Rose Park, with comments, if any, and direct staff to proceed with
the design.

Item # 23: ELECTED OFFICIALS' COMPENSATION
City Manager Gonzales explained the purpose of this item is to provide 1he City Council
with information requested during discussion at prior Council Meetings and to inform
Council that any adjustments to the base pay for elected officials, if any, must be made
prior to the new Council Members, City Clerk and City Treasurer taking office. Should
Council decide that it wishes to make any adjustments an ordinance needs to be adopted
prior to the new terms of office taking effect on December 2, 2003. A Special meeting
will be required prior to this date in order to adopt the ordinance.
It was moved by Mayor Pro Tem Rodriguez to leave City Council base pay "as is" and
do quartedy meetings for the agencies of Lynwood Information, Inc. andLynwood . ---
Public Finance Authority. Councilman Reyes seconded the motion and requested that
this motion includes the City Clerk and City Treasurer. ,
Mayor Pro Tem Rodriguez amended his motion to include Councilman Reyes motion.

Afrer further discussion, Councilwoman Santillan made a substitute motion to keep City
Council and City Clerk base pay "as is" but to increase the City Treasurer base pay to
$1,600 per month, and put Lynwood Information, Inc and Lynwood Public Finance
Authority on a quarterly basis and pay only for the quarterly meetings, seconded by
Councilman Reyes. Also City Attorney Montgomery mentioned that prepaid wanants be
made as needed during quarters to be ratified at the nexC meeting, and to bring back.one
ordinance. '
